东非原油外输管道EPC项目招标人为中石油管 (略) ，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件。The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.
二、项目概况与招标范围 Project Overview and Tendering Scope
2.1项目概况：东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主 (略) （上游，联络线部分） (略) 。计划工期为27个月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.
2.2 招标范围：本次招标采购物资详见下表 Scope of Supply:
For the materials to be procured by the present Tendering, please refer to the table below.

2.3 交货地点 Delivery place：
中国投标人：
A包、B包天津港/上海港人民币含税交货价；
国外投标人（非属地）：
A包，CIF Dares Salaam Port,Tanzania 美元价格；B包，CIF Mombasa Port, Kenya 美元价格；
属地投标人：
B包：DDP乌干达指定地点交货价。

Chinese bidders:
Package A & B, the goods shall be delivered to Tianjin/Shanghai Port in China with 13% VAT.
International bidders（Outside China, not local）:
Package A , CIF Dares Salaam Port, Tanzania USD prices；Package B，CIF Mombasa Port, Kenya USD prices.
Local bidders:
Package B，DDP designated location in Uganda USD prices.
2.4 交货期 Delivery time：
最短交货期。
The Tender should provide its shortest delivery time.

三、投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2本项目的投标人须具有独立法人资格，为此项目的专业生产、制造、安装、调试的制造厂商或代理商，对其提供的货物和服务负全面责任（可接受中国之外的制造商指定的授权代理商）。中国境内投标人必须为制造商；国外和属地投标人可以为制造商或制造商指定的代理商(制造商的授权证明)。贸易商不允许参加。
The Tenderer shall be a manufacturer or Trader who specified by owner and who possesses independent legal personality, has independence in law and finance and operates legally and shall take full rehttp://** to the goods and service(Authorized agent designated by manufacturer outside of China are acceptable),. Bidders within China must be a manufacture. International bidders and local bidders in Uganda can be agents designated by manufacturers (Proof of authorization from the manufacturer). Traders are not allowed to participate.
3.3 本次招标要求投标人须提供投标人或产品制造商的 ISO9001相关体系认证，企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力，且投标人须有相同或类似的业绩。
Qualification requirement: The bidder should have the ISO9001 system certification, (including but not limited to business license or registration certificate, etc.) and have the supply capacity corresponding to the tender project. And the bidder must have the same or similar performance of
投标人不接受分包。
The bidder does not accept subcontracting.
3.4财务要求：
提供 3 年度（2021-2023）财务报告，经会计师事务所或审计机构审计的财务会计报表（未完成2023年财务审计的可提供2020-2022年的财务审计报告），包括但不限于资产负债表、现金流量表、利润表和财务情况说明书（或报表附注）的复印件。不存在进入清算程序、被宣告破产或其他丧失履约能力的情形；成立日期晚于要求年份的，从成立年起计算。
Financial requirement: The bidder should provide financial reports for 3 years(2021-2023), including but not limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit report for 2020 to 2022 can be provided), cash flow statements, income statements and financial statements. The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of ehttp://** is later than 2020, it shall be counted from the year of ehttp://**
3.5 信誉要求（适用于中国厂家）：Credit requirements:
在国家企业信用信息公示系统（http://**)、信用中国网站（http://**.cn）未被列入严重违法失信企业名单或失信被执行人名单。（仅限中国境内投标人）
The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system http://**)and credit China website (http://**.cn)
3.6 技术和质量要求：Technical and quality requirements:
投标人应承诺所供产品满足招标文件技术要求，并提供质量保证承诺。
The bidder shall promise that the supplied products meet the technical requirements of the bidding documents and provide a quality assurance commitment.

3.7其它要求：
本次招标要求投标人须具有独立法人资格，近3年内未被管道及所属单位列入黑名单，并且近3年内未与管道及所属单位有重大合同纠纷或者商业纠纷；能源一号网入网状态应为：“正常” （针对入网企业）

THIS BIDDING REQUIRES BIDDERS TO HAVE INDEPENDENT LEGAL PERSONALITY, HAVE NOT BEEN BLACKLISTED BY THE PIPELINE BUREAU AND ITS AFFILIATED UNITS IN THE PAST 3 YEARS, AND HAVE NOT HAD MAJOR CONTRACT DISPUTES OR COMMERCIAL DISPUTES WITH THE PIPELINE BUREAU AND ITS AFFILIATED UNITS IN THE PAST 3 YEARS; THE STATUS OF ENERGY NO. 1 NETWORK CONNECTION SHOULD BE "NORMAL" (FOR CONNECTED ENTERPRISES).
