西藏农牧学院图书馆2024年国外版图书采购项目询价函

我单位拟在近期采购国外版纸质图书一批，如贵公司有意，请予以报价为谢。< :namespace prefix = "o" ns = "urn:schemas-microsoft-com:office:office" />

项目名称： (略) 图书馆2024年国外版图书采购项目

采购方： (略) 图书馆

预算金额：￥*元

具体要求：

1.供货方必须严格按照采购方的订单提供有合法出版物经营权的国内外出版社出版的正版外文图书。不得擅自更换采购方预订的图书订单，不得擅自配售非采购方订购的图书。

2.供货商应具有为图书馆供书及加工的能力和经验。

3.供货方必须对采购方所有订单建立订购数据库，对采购方每次订单进行查重、编号，所订图书信息变更及高价图书须二次确认。

4.供货方必须为采购方免费提供外文图书书目，供货方必须为招标方选定的图书免费配送符合国图标准的采访USMARC数据和编目USMARC数据。

5.供货方接到订单起三个月内将图书在工作日内免费配送到 (略) 图书馆。

6.每包图书须附本包清单二份，每批图书含有批次清单一式三份，批次清单应包括包号、书号、出版社、单价、册数，每包的种、册、码洋的小计，并加盖公司印章；电子版清单一份，在图书发送时发送到采购方。

7.供货方按照采购方要求免费提供图书物理加工服务，包括书标、条形码、藏书章及RFID标签等。加工完成后在图书最后一页空白处用铅笔填写人民币码洋数。

8.采购方将严格按照采访数据进行验收，对非采购方预订的图书一律退还供货方，所造成的经济损失由供货方承担。如需采购方代办邮寄业务，供货方需支付由此产生的交通费、邮寄费。

9.如果供货方提供的图书有盗版图书，采购方将按盗版图书总码洋的10倍对供货方进行经济处罚，并有权单方终止购书合同，所引发的法律责任由供货方承担。

10.供货方在履行协议过程中，如有违反国家法律的其它行为并引发法律责任，采购方将有权单方终止协议，所有责任及损失由供货方承担。

11.供货方报价时请使用人民币实洋进行报价，同时提供供货资质证明材料（营业执照、出版物进口经营许可证等），报价单位请将报价表及证明材料扫描后于2024年7月10日前发送至联系邮箱（*@*q.com）。

附件1：

图书加工要求

根据采购方现行馆藏图书加工标准， (略) 图书馆2024年外文图书加工要求如下：

1、藏书章

要求统一使用带有“ (略) 图书馆藏书”字样的红色馆藏章。馆藏章共四枚，书名页（出版社上方正中合适位置）、图书外切口（与书脊正对的位置）偏上、第19页及最后一页，各盖一枚，馆藏章样章如下图所示：

2、条形码

条形码粘贴位置为扉页右上方，使用哑白或亮白PET合成纸，编码为CODE39或CODE128，尺寸为50mm x 20mm,文字为“ (略) 图书馆”，文字属性为12号隶书，位于条码顶端居中。图书条形码起止号由采购方提供。

3、书标

图书书标为采购方指定型号的红色图书标签（尺寸约为42mm x 28mm），加透明保护膜。书标共两枚，上含索书号（索书号为中图分类号+著者号+卷期号）及登录号等信息，要求在书脊距下切口4cm处及扉页左上方各贴一枚。外文书标样式如下图：

4、RFID标签

RF (略) 生产的UHF频段标签（工作频率920-925MHz，符合*C标准），书脊内处隐藏式安装，长度120mm，宽度3mm，正负误差1mm，自带双面中性粘性，粘贴后不易撕毁脱落，质保期内不开胶脱落，对图书及其它介质粘贴表面无损害。标签粘贴位置为倒数5页至20页之间，标签上不能遗留任何包装纸，隐蔽性良好、牢固、安全。

以上加工所牵涉的藏书章、条形码、书标、RFID标签等材料费以及运输等牵涉的一切费用由供货方承担。

加工过程中供货方如有疑问及时与采购方沟通，因供货方原因，发生图书的漏编、错编、误加工等错误，供货方有义务纠正并按要求补编、改正并承担相应后果。
