感谢贵单位对长沙奥体中心建筑概念方案国际竞赛的关注。各单位提交的问题经过汇总归类，类似问题不逐个答复。本次提问及回复意见作为竞赛公告的组成部分，对各意向参赛单位所提问题回复如下：

Thank you for your attention to the International Competition of Architectural Conceptual Design for the Changsha Olympic Sports Center. After compiling and categorizing the submitted questions, similar questions will not be answered individually. This Q&A is part of the competition announcement. Responses to the questions from intended participants are as follows:

问题一：竞赛公告第五（一）4条，4.1⑥款“拟派设计团队成员的资历。包括但不限于个人业绩和所获荣誉奖项，要求提供人员劳动关系承诺书，并声明拟派团队成员均为本单位正式员工。”请问拟派项目负责人 (略) 院士的，提供退休人员返聘协议是否满足此要求？

Question 1: In the competition announcement, Article 5(I)4, Clause 4.1⑥ states: "Qualifications of the proposed design team members. Including but not limited to personal achievements and honors, a labor relationship commitment letter is required, stating that the proposed team members are formal employees of the institution." If the proposed project leader is an academician of the Chinese Academy of Engineering, does providing a reemployment agreement for retired personnel meet this requirement?

答：满足要求，但参赛单位需对其真实性负责。并且该负责人应同时满足资格条件“1.2项目负责人”及“1.3类似业绩”的要求。拟派项目负责人只能代表一家独立参赛单位或一个联合体参与本次竞赛。

Answer: Yes, it meets the requirement, but the participating institution must be responsible for its authenticity. Additionally, the project leader must also meet the qualification conditions "1.2 Project Leader" and "1.3 Similar Experience." The proposed project leader can only represent one independent participating institution or one consortium in this competition.

问题二：应选文件模板里附件3-3里第三项提到了“项目负责人类似经验”，附件3-6里同时提到了展开介绍拟派设计团队（含项目负责人），请问项目负责人是需要展开介绍两遍？

Quesstion 2: In the qualification submission documents template, Attachment 3-3, Item 3 mentions "Similar Experience of the Project Leader," and Attachment 3-6 also mentions a detailed introduction of the proposed design team (including the project leader). Does this mean the project leader needs to be introduced twice?

答：附件3-3中，可以仅提供项目负责人资格要求的类似业绩证明材料，其他材料可在附件3-6内提供，无需重复。

Answer: In Attachment 3-3, only the proof materials for the similar experience requirements of the project leader need to be provided. Other materials can be provided in Attachment 3-6, no need for repetition.

问题三：项目负责人是否有人数限制？

Question 3: Is there a limit on the number of project leaders?

答：项目负责人仅允许授权1人，且该项目负责人需同时满足资格条件“1.2项目负责人”及“1.3类似业绩”的要求。

问题四：由于我公司拟派项目负责人为新加入人员，类似业绩证明材料提 (略) 执业期间业绩，该业绩是否符合资格条件要求？

Question 4: As the proposed project leader in our company is a new member, the proof of similar performance is provided based on the project leader"s work at the previous company. Does this performance meet the qualification requirements?

答：本次竞赛要求的参赛资格业绩指拟派项目负责人个人业绩，不对拟派项目负责人取得业绩时所在单位进行要求。

Answer: The performance required for the qualification in this competition refers to the personal achievements of the proposed project leader. There are no requirements regarding the institution where the proposed project leader achieved these performances.

问题五：我公 (略) ，若我们与另一家外资单位联合，并由另一家外资单位出具项目负责人，另一家外资单 (略) ，但具有符合资格预审文件的业绩，则是否可认为我联合体及项目负责人是符合资格预审要求？

Question 5: Our company is listed in the WA100. If we form a consortium with another foreign company, and the project leader is provided by the foreign company, which is not a WA100-listed company but has the required qualifications and performance, can our consortium and project leader meet the qualification requirements?

答：贵方所提的联合体方式不满足本次竞赛资格条件要求。项目负责人仅允许授权1人，且该项目负责人需同时满足资格条件“1.2项目负责人”及“1.3类似业绩”的要求。

Answer: The consortium structure you proposed does not meet the qualification requirements of this competition. Only one project leader is allowed, and the project leader must meet the qualification conditions "1.2 Project Leader" and "1.3 Similar Experience."

问题六：竞赛公告中，拟派设计团队成员的资历，要求提供人员劳动关系承诺书，并声明拟派团队成员均为本单位正式员工。请问本设计 (略) 校下属(控股)设计单位，部分人员劳动 (略) 校，可开具劳动关系证明其工作岗位在下属(控股)设计单位，是否也可认同为下属(控股)设计单位的正式员工?

Question 6: In the competition announcement, it is required that the qualifications of the proposed design team members include a labor relationship commitment letter, stating that the proposed team members are formal employees of the institution. If our design institution is a subsidiary (or holding company) of a higher education institution and some personnel have their labor relationship with the higher education institution, can we provide a labor relationship certificate proving their work positions in the subsidiary (or holding company) to be recognized as formal employees of the subsidiary (or holding company)?

答：可以。本次竞赛主要考察设计团队与参赛单位关系的真实性，对劳动关系的实际管理形式无限制。要求参赛单位自行对所提供材料的真实性负责。

Answer: Yes, it is acceptable. This competition primarily examines the authenticity of the relationship between the design team and the participating institution, with no restrictions on the actual management form of the labor relationship. The participating institution is responsible for the authenticity of the materials provided.

问题七： (略) 电子章均具有法律效应，考虑到物流时间成本，是否考虑接受电子章？

Question 7: If both domestic and foreign companies in the consortium have legal validity for electronic seals, considering the time cost of logistics, will electronic seals be accepted?

答：入围遴选阶段可以使用电子章，在参赛单位提供对应的真实性承诺时，主办单位视为真实有效。

Answer: Electronic seals can be used during the http://** stage. When the participating institution provides the corresponding authenticity commitment, the Host Organization will regard them as genuine and valid.

问题八：若应选人为联合体，是否可以理解联合体成员单位需要盖章的文件为附件3-1授权委托书和附件3-2联合体协议，其余文件均由联合体牵头单位盖章即可，请确认。

Question 8: If the applicant is a consortium, can it be understood that the documents requiring the seals of consortium member institutions are Attachment 3-1 Authorization Letter and Attachment 3-2 Consortium Agreement, and all other documents only require the seal of the Lead Company? Please confirm.

答：是。根据我方所提供的联合体协议书模板，联合体成员单位仅需对附件3-1授权委托书、附件3-2联合体协议进行签字盖章，其余文件均由联合体牵头单位签字盖章即可。

Answer: Yes. According to the consortium agreement template provided by us, consortium member institutions only need to sign and seal Attachment 3-1 Authorization Letter and Attachment 3-2 Consortium Agreement. All other documents only require the signature and seal of the Lead Company.

问题九：招标文件中“项目解读”部分，该部分要求不超过A3篇幅，格式自拟。是否可以项目解读部分单独A3成册，其余应选文件资料为一册？

Question 9: Regarding the "Project Interpretation" section in the bidding documents, which should not exceed A3 size and can be in any format. Can the "Project Interpretation" be compiled separately in A3, and the rest of the qualification submission documents be compiled in one volume?

答：项目解读部分可以单独成册。

问题十：项目解读部分缺乏相关图纸资料，难以对项目进行针对性解读，可否将设计任务书内“三、设计依据”（三）基础资料、（四）其他相关文件发送给我们？

Question 10: The "Project Interpretation" section lacks relevant drawings and materials, making it difficult to provide a targeted interpretation of the project. Can you send us the "III. Design Basis" (3) Reference Materials and (4) Other Relevant Documents within the Design Task Book?

答：目前阶段所有基础资料等材料均不提供，也不对遴选阶段的项目解读做深度等具体要求，请参赛单位结合自身经验和公开可获取资料进行准备。

Answer: At this stage, no reference materials or other documents will be provided, nor will there be specific requirements for the depth of the project interpretation in the selection stage. Participating institutions should prepare based on their own experience and publicly available information.

问题十一：目前阶段，可否提供以下技术资料：

①相关地块的CAD用地红线图，明确奥体中心协调区的用地性质，及相关的规划控制指标；

②请提供湘江两岸的相关规划;

③请提供 (略) 设计的相关资料;

④请提供片区重大基础设施规划;

⑤请水文资料，生态敏感区资料。

Question 11: At this stage, can you provide the following technical materials:

①The CAD redline map of the relevant land parcel, clarifying the land use nature of the Coordination Area of the Olympic Sports Center and related planning control indicators;

②The related plans for both banks of the Xiangjiang River;

③The relevant materials for the urban design of the Olympic Sports New City;

④The major infrastructure planning for the area;

⑥Hydrological data and information on ecological sensitive areas.

答：目前阶段所有基础资料等材料均不提供，请参赛单位结合自身经验和公开可获取资料进行准备。

Answer: At this stage, no reference materials or other documents will be provided. Participating institutions should prepare based on their own experience and publicly available information.

问题十二：竞赛公告中，项目负责人入围类似业绩要求“提供设计合同以及能体现项目规模标准的相关审批文件或业主单位出具的证明文件(加盖业主单位公章)。”请问是否能进一步明确相关审批文件的范围?带有审图章的设计单位签章蓝图复印件是否能够满足证明要求?

Question 12: In the competition announcement, it states that the project leader"s similar performance for http://** requires "providing design contracts and relevant approval documents or certificates from the owner institution (stamped with the official seal of the owner institution) that reflect the project scale standards." Can you further clarify the scope of the relevant approval documents? Would copies of blueprints with the review stamps of the design unit meet the proof requirements?

答：“相关审批文件”包括但不限于规划许可证、施工许可证、竣工验收报告等官方审批文件，或者提供带有主管部门或建设单位印章的证明材料,以更具权威和充分地证明项目规模和设计人员信息。

Answer: "Relevant approval documents" include but are not limited to planning permits, construction permits, completion acceptance reports, and other official approval documents, or provide proof materials stamped by the competent authority or owner institution to more auhttp://** and sufficiently prove the project scale and the information of the design personnel.

竞赛公告如涉及上述内容的应作相应修改，若本回复意见与竞赛公告内容有不一致之处，以本回复意见为准。
