CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）业绩要求Requirement for Bidder"s reference:
2014 年1 月1 日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2个合同聚*烯装置催化剂计量系统（单元）的供货业绩，且均满足设计能力不低于0.01m3/h的技术要求。
From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least 2 supply contracts performance of Catalyst Metering Package Unit for PP Plant, and meet the technical requirement that the design capability no less than 0.01m3/h.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、装置名称、货物名称、设计能力的技术要求及到货验收材料。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, name of manufacturer, name of the plant, name of Goods, design capability and acceptance evidence of goods delivery.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、装置名称、货物名称、设计能力，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of the Plant, name of goods and design capability the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System http://**) on the page of Invitation for bid for purchasing Bidding Document from Sept, 27th 2024 to Oct. 10th, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 10. 提示Notes
投标人进入开标大厅后，需要进行签到操作，等待开标主持人指令。允许解密后，投标人点击解密按钮进行解密投标文件（需解密前在电脑上插入当前账号绑定的CA），输入正确的CA密码。（请注意：如投标人未在投标截止时间/开标时间前进行签到，原则上将无法进行解密，将被视为撤回其投标文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投标文件解密时限为60分钟。投标人未在上述解密时限内完成解密视为解密失败，根据？电子招标投标办法？的规定，视为投标人撤回投标文件。
The decryption time limit of the bid documents is 60 minutes.It"s deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it"s deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投标人对开标有异议的，应当在开标现场提出，招标人当场做出答复，并制作记录。未在线上开标现场提出的开标异议，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
