(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

5、具有有效的安全生产许可证；

(c)Specific qualification requirements for this program: 1. Comply with Article 22 of the Government Procurement Law of the People"s Republic of China; 2. Not included in the list of persons subject to enforcement for trust-breaking, parties to major tax violation cases, or records of serious violations of government procurement by Credit China (http://**.cn) or http://**.cn; 3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4, it is required to have the municipal public works construction general contracting grade 3 and above qualification; 5, with effective safety production license; 6, the project manager has the municipal public engineering grade II and above construction engineer qualification, and has an effective safety production assessment certificate; 7. This project is only for medium, small and micro suppliers; 8. Subcontracting is not allowed in this project.
