(b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。
2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。
3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。
4）扶持中小企业、促进残疾人就业政策：评审时小型和微型企业产品享受10%的价格折扣。监狱企业、残疾人福利性单位视同小型、微型企业。
5）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policies: Under the same conditions of technology, service and other indicators, priority should be given to purchasing products that belong to the energy-saving list announced by the state. 3) Encourage environmental protection policies: prioritize the procurement of products listed in the national environmental protection product list under equal performance, technology, service and other indicators. 4) Supporting small and medium-sized enterprises and promoting employment policies for people with disabilities: Small and micro enterprise products are eligible for a 10% price discount during the evaluation process. Prison enterprises and welfare units for people with disabilities are considered as small and micro enterprises. 5) Purchase policy for domestic products: This project does not accept imported
(c)本项目的特定资格要求：（1）本项目面向中小微企业（含中型、小型、微型企业）采购；
（2）具有独立企业法人资格，持有效期内的营业执照和安全生产许可证；
（3）具有建筑工程施工总承包三级及以上资质；
（4）项目负责人应具有建筑工程专业注册建造师二级及以上资质；
（5）本项目不接受组成联合体投标。
（6）未被列入失信被执行人、重大税收违法案件当事人、政府采购严重违法失信行为记录名单的供应商。（以在“信用中国”网站（http://**.cn）和中国 (略) （http://**.cn）查询的投标截止当天前三年内的信用记录为准）。
(c)Specific qualification requirements for this program: (1) This project is aimed at procurement for small and medium-sized enterprises (including medium, small, and micro enterprises); (2) Having independent corporate legal personality, holding valid business license and safety production license; (3) Having a third level or higher qualification for general contracting of construction projects; (4) The project leader should have a second level or higher qualification as a registered constructor in the field of construction engineering; (5) This project does not accept consortium bidding. (6) Suppliers who have not been included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement. (Credit records within the three years prior to the bidding deadline, as queried on the "Credit China" website (www.creditchina. gov.cn) and the China Government Procurement Network (www.ccgp. gov.cn), shall prevail.).
