一、 项目背景

幽远时空、化境武隆,世界自然遗产胜地, (略) (略) 以鬼斧神工的天生三桥、诗画仙境的仙女山、玲珑剔透的芙蓉洞等喀斯特地貌闻名中外。

在这片被自然眷顾的土地上,白马山与仙女山隔江相望,千峰竞秀、林海翻涌、云崖叠嶂、星芒如瀑,90%的森林覆盖率织就绿色穹顶,1400米海拔年均16℃的清凉气候浸润身心,负氧离子浓度高达每立方厘米(略)个,每一口呼吸都是自然的馈赠。三面临崖的云海之巅上,峭壁耸峨,远可眺望绝壁峡江的雄伟,俯瞰日出云海的壮阔,近可品高山红茶,享万亩森林氧吧的惬意,是难得的生态康养度假胜地。

本次征集将围绕“北纬30度的呼吸——养心白马山国际高端康养度假原乡”的主旨,以“自然为脉、人文为魂、科技为翼”的手法,构建“隐于山水、归于本真、享于品质”的全生命周期健康度假体系,重塑精英人群的理想栖居范式,策划规划集生态度假、康养山居、体验旅游、运动休闲为一体的国际化高山生态康养度假目的地,引领国际高端康养文化新地标。

现诚邀全球智慧高水平的策划规划团队,以万亩茶田、高山湿地、星空云海为画卷,共绘白马山高端康养度假蓝图。

1、 Project Background

Wulong, a world natural heritage site, is renowned both domestically and internationally for its breathtaking natural landscapes such as the Three Natural Bridges, the Fairy Mountain, a fairyland of poetry and painting, and the exquisite Furong Cave.

On this land blessed by nature, Baima Mountain and Xiannv Mountain face each other across the river, with thousands of peaks competing, forests surging, cloud cliffs overlapping, and stars shining like waterfalls. 90% of the forest coverage weaves a green dome, and at an altitude of 1400 meters, the cool climate with an average annual temperature of 16 ℃ infiltrates the body and mind. The concentration of negative oxygen ions is as high as (略) per cubic centimeter, and every breath is a gift from nature. On the top of the Cliff Cloud Sea, facing three sides, the cliffs are towering, and from a distance, one can admire the magnificence of the cliff canyon river, overlook the grandeur of the sunrise cloud sea, and enjoy the comfort of mountain black tea and thousands of acres of forest oxygen bar nearby. It is a rare ecological health resort.

This solicitation will revolve around the theme of "Breathing at 30 degrees north latitude - Heart nourishing White Horse Mountain International High end Health Resort Hometown", using the approach of "nature as the pulse, culture as the soul, and technology as the wing", to construct a full life cycle health vacation system that "hides in the mountains and waters, returns to the essence, and enjoys quality", reshaping the ideal living paradigm for elite people, planning and planning an international high-altitude ecological health vacation destination that integrates ecological vacation, health mountain residence, experiential tourism, and sports and leisure, leading a new landmark of international high-end health culture.

We cordially invite a highly intelligent planning team from around the world to paint a blueprint for a high-end health and wellness vacation in Baima Mountain, using thousands of acres of tea fields, high mountain wetlands, and starry sky clouds as the canvas.

二、 项目概况

白马山康 (略) (略) 东南部, (略) 西南部,南与贵州省道真县毗邻,西 (略) 接壤,风景优美,生态环境优越。2025年1月,渝湘高速复线开通,增设白马山互通下道口,重 (略) 至白马山康 (略) 距离约100公里(高速车程约1小时),白马山康 (略) 距离 (略) 的武隆高铁站约32公里(车程约30分钟),交通更加便利。

2、 Project Overview

The Baima Mountain Health and Wellness Resort is located in the southeast of Chongqing, southwest of Wulong City, adjacent to Guizhou Provincial Road Zhenxian to the south and Nanchuan District to the west. It has beautiful scenery and superior ecological environment. In January 2025, the Chongqing Hunan Expressway double track will be opened, with the addition of the Baimashan Interchange underpass. The distance from the main urban area of Chongqing to the Baimashan Health Resort is about 100 kilometers (approximately 1 hour by highway), and the distance from the Baimashan Health Resort to the Wulong High speed Railway Station in the Wulong urban area is about 32 kilometers (approximately 30 minutes by car), making transportation more convenient.

The planned total area of Baima Mountain Health Resort is approximately 39.61 square kilometers, including three areas: Tianchiping, Chepan, and Wanyin. It is a comprehensive health resort that focuses on love culture, tea culture, salt culture, and rural culture, integrating forest vacation, ecological sightseeing, cultural experience, sports and fitness, leisure and health, and other multiple functions.

本次征集范围主要涉及天 (略) ,平均海拔约1000—1340米,夏季6-8月平均气温21.8℃,属于典型的喀斯特山地地貌。片区内百里青山连绵起伏,可眺望雄伟壮丽的峡江风光,欣赏高山林带、星空云海、茶山云雾等自然景观。

The scope of this solicitation mainly involves the Tianchiping area, an average altitude of about 1000-1340 meters, and an average temperature of 21.8 ℃ from June to August in summer. It belongs to a typical karst mountainous terrain. Within the area, there are hundreds of miles of rolling green mountains, offering magnificent views of the Xiajiang River and natural landscapes such as the high-altitude forest belt, starry sky and sea of clouds, and tea mountain mist.

天 (略) 现状初步形成“一轴一环多节点”的整体结构,现状用地以林地、农田、茶园用地为主,山林植被丰茂,生态环境优越,现有永久基本农田约75.75亩,未涉及生态保护红线。规划建设用地约2.1平方公里,已建已出让用地约0.67平方公里(其中已建成用地约0.29平方公里,已出让用地约0.38平方公里),主要为场镇、旅游商业配套和康养居住等用地。现状建设用地主要沿内部环道交通沿线分布,以台地为主,坡度较缓,大部分用地在坡度25%以下,其中南部和西部用地条件较好。

The current situation of Tianchiping area has initially formed a comprehensive structure of "one axis, one ring, and multiple nodes". The current land use is mainly forest land, farmland, and tea garden land, with abundant vegetation and superior ecological environment. There are about 75.75 acres of permanently protected basic farmland and no ecological protection red line is involved. The planning construction land is about 2.1 square kilometers, and the land that has been built and sold is about 0.67 square kilometers (including about 0.29 square kilometers of built land and about 0.38 square kilometers of sold land), mainly used for towns, tourism and commercial facilities, and health and residential areas. The current construction land is mainly distributed along the internal ring road transportation route, mainly consisting of plateaus with gentle slopes. Most of the land is located below a slope of 25%, with better conditions in the southern and western areas.

In August 2019, the Tianchi Romantic Scenic Area in the area was opened and was rated as a national 4A level tourist attraction in 2019. The scenic area has now built tourist centers, White Horse Immortal Street, Romantic Sky Street, Flying Sky Kiss, Qintai Tea House, Tea Experience Hall, Tianchi Five Hotel and other projects, becoming a popular destination for many tourists to vacation, travel and summer leisure. In 2025, Tianchiping Love and Romance Scenic Area will cancel scenic spot tickets and open them to the public for free, integrating tourism functions with health and vacation functions, and achieving integrated development of scenic spots and vacation areas.

三、 设计范围及要求

本次方案征集主要分为策划和规划设计两部分工作内容。

(一) 策划范围和要求:

1. 对白马山康 (略) (39.61平方公里范围)进行全域战略策划研究,结合武隆国土空间规划整体结构,综合考虑白 (略) 与 (略) 、白马镇、羊角镇、仙女山康养 (略) 域的功能产业联动,实现功能错位发展,提 (略) 域发展 (略) 域产业联动策略。

Following the principle of "health resorts as the main focus, tourism as the supplement", ecological, cultural, and health resort brands will be established, fully leveraging the advantages of the Wulong Low altitude Economic Pilot Zone. The overall positioning goals will be proposed, the overall development strategy of the area will be formulated, the overall functional layout will be planned, the overall image IP of Baima Mountain will be condensed, and a new development path of integrated health resort and cultural tourism and leisure will be established. A domestic high-end health resort integrating "mind, emotion, and body" will be created, lighting up the global health destination business card of Baima Mountain. Conduct research on overall operation and management ideas, make preliminary investment estimates, formulate phased development strategies, and outline the overall development blueprint of Baimashan high-end health resort.

According to the requirements of the overall national spatial planning, combined with existing resource conditions and planning positioning, reasonably determine the spatial layout of construction land. 3.对重点项目进行方案意向设计。重点项目设计方案应具有独创性,充分结合现状景观资源和地形地貌特征,展现山地建筑特色,不得出现夸张怪异的建、构筑物造型,注重与山体整体生态风貌的融入。重点项目的建筑应成为白马山经典流传的形象地标,体现生态和谐、天人合一的设计美感。

四、 征集形式

本次方案征集将采用公开报名方式。公开报名通过资格审查遴选5家高水平设计单位(联合体)参与方案设计。报名开始和截止时间以本公告第八条确定的时间为准。

This proposal solicitation will be conducted through open registration. Publicly register and select 5 high-level design units (consortia) through qualification review to participate in scheme design. The start and deadline for registration shall be based on the time determined in Article 8 of this announcement.

五、 公开报名申请人资格

5、 Qualification of applicants for public registration

(一)境内申请人(含联合体)须具备城乡规划(略)级或建筑专业(略)级资质。

(1) Domestic applicants (including consortia) must possess Class A qualifications in urban and rural planning or architecture.

(二)申请人为境外单位的,须联合国内具备上述资格之一的设计单位参与本次征集,同时境外单位在其所在国 (略) 应具有合法营业范围,及相应设计许可。

(2) If the applicant is an overseas unit, they must participate in this solicitation with a domestic design unit that meets one of the above qualifications. At the same time, the overseas unit should have a legal business scope and corresponding design license in its country or region.

(三)申请人设计团队必须包含策划、规划、建筑设计团队,鼓励与在康养度假策划运营管理领域具有丰富经验的单位组建联合体报名,联合体成员不超过3家。联合体合作方需签署具备合法的《联合体协议》,并明确牵头单位、本阶段中双方的团队成员名单和分工划分方式以及工作比重等。联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体报名。

(3) The applicant"s design team must include planning, planning, and architectural design teams. 1、本次活动要求首席设计师须出席启动会(含现场踏勘和答疑)以及方案评审会等会议,并亲自进行相关汇报;自启动会后,首席设计师和主创团队现场踏勘时间不少于3天;后续深化设计阶段首席设计师需按业主要求参加后续相关方案汇报和沟通,设计团队能按业主要求安排现场配合人员。一旦报名成功,则视为接受本条款说明。

2、参与本次征集的设计人员应为设计单位的在册人员,首席设计师由主持过多个同类型项目的设计师担任,且须直接参与本次征集活动设计全过程,为后续设计提供技术咨询。

4、在设计过程中若首席设计师与资格预审材料所提交的信息不符、未经主办方认可擅自更换或首席设计师不参与后续深化方案阶段沟通和汇报的,则视为参加资格无效,主办方有权解除合同并要求其承担违约责任,同时对其单位和个人纳入相关诚信管理。

4. If the information submitted by the chief designer during the design process does not match the pre qualification materials, or if the chief designer is replaced without the approval of the organizer, or if the chief designer does not participate in the subsequent communication and reporting of the deepening plan stage, the participation qualification shall be deemed invalid. The organizer has the right to terminate the contract and demand that they bear the liability for breach of contract, and at the same time, their unit and individual shall be subject to relevant integrity management.

(三)遴选后入围的5 家单位将同时开展本次征集设计工作,其提交的设计成果应满足征集任务书要求。经专家评审委员会评审后将对成果进行排序,经主办单位综合评审后确定一家设计单位(含联合体)作为方案深化设计单位。

(3) The 5 shortlisted units after selection will simultaneously carry out the design solicitation work, and their submitted design results should meet the requirements of the solicitation task book. 一、 项目背景

幽远时空、化境武隆,世界自然遗产胜地, (略) (略) 以鬼斧神工的天生三桥、诗画仙境的仙女山、玲珑剔透的芙蓉洞等喀斯特地貌闻名中外。

在这片被自然眷顾的土地上,白马山与仙女山隔江相望,千峰竞秀、林海翻涌、云崖叠嶂、星芒如瀑,90%的森林覆盖率织就绿色穹顶,1400米海拔年均16℃的清凉气候浸润身心,负氧离子浓度高达每立方厘米(略)个,每一口呼吸都是自然的馈赠。三面临崖的云海之巅上,峭壁耸峨,远可眺望绝壁峡江的雄伟,俯瞰日出云海的壮阔,近可品高山红茶,享万亩森林氧吧的惬意,是难得的生态康养度假胜地。

本次征集将围绕“北纬30度的呼吸——养心白马山国际高端康养度假原乡”的主旨,以“自然为脉、人文为魂、科技为翼”的手法,构建“隐于山水、归于本真、享于品质”的全生命周期健康度假体系,重塑精英人群的理想栖居范式,策划规划集生态度假、康养山居、体验旅游、运动休闲为一体的国际化高山生态康养度假目的地,引领国际高端康养文化新地标。

现诚邀全球智慧高水平的策划规划团队,以万亩茶田、高山湿地、星空云海为画卷,共绘白马山高端康养度假蓝图。

On this land blessed by nature, Baima Mountain and Xiannv Mountain face each other across the river, with thousands of peaks competing, forests surging, cloud cliffs overlapping, and stars shining like waterfalls. 90% of the forest coverage weaves a green dome, and at an altitude of 1400 meters, the cool climate with an average annual temperature of 16 ℃ infiltrates the body and mind. The concentration of negative oxygen ions is as high as (略) per cubic centimeter, and every breath is a gift from nature. On the top of the Cliff Cloud Sea, facing three sides, the cliffs are towering, and from a distance, one can admire the magnificence of the cliff canyon river, overlook the grandeur of the sunrise cloud sea, and enjoy the comfort of mountain black tea and thousands of acres of forest oxygen bar nearby. 白马山康 (略) (略) 东南部, (略) 西南部,南与贵州省道真县毗邻,西 (略) 接壤,风景优美,生态环境优越。2025年1月,渝湘高速复线开通,增设白马山互通下道口,重 (略) 至白马山康 (略) 距离约100公里(高速车程约1小时),白马山康 (略) 距离 (略) 的武隆高铁站约32公里(车程约30分钟),交通更加便利。

2、 Project Overview

The Baima Mountain Health and Wellness Resort is located in the southeast of Chongqing, southwest of Wulong City, adjacent to Guizhou Provincial Road Zhenxian to the south and Nanchuan District to the west. It has beautiful scenery and superior ecological environment. In January 2025, the Chongqing Hunan Expressway double track will be opened, with the addition of the Baimashan Interchange underpass. Based on the principle of "scattered bead chain" spatial layout, select and layout core functional projects and health care communities reasonably, and determine the land construction indicators and capacity indicators for the area.

3.对重点项目进行方案意向设计。重点项目设计方案应具有独创性,充分结合现状景观资源和地形地貌特征,展现山地建筑特色,不得出现夸张怪异的建、构筑物造型,注重与山体整体生态风貌的融入。重点项目的建筑应成为白马山经典流传的形象地标,体现生态和谐、天人合一的设计美感。

四、 征集形式

本次方案征集将采用公开报名方式。公开报名通过资格审查遴选5家高水平设计单位(联合体)参与方案设计。报名开始和截止时间以本公告第八条确定的时间为准。

This proposal solicitation will be conducted through open registration. Publicly register and select 5 high-level design units (consortia) through qualification review to participate in scheme design. The start and deadline for registration shall be based on the time determined in Article 8 of this announcement.

五、 公开报名申请人资格

(一)境内申请人(含联合体)须具备城乡规划(略)级或建筑专业(略)级资质。

(1) Domestic applicants (including consortia) must possess Class A qualifications in urban and rural planning or architecture.

(二)申请人为境外单位的,须联合国内具备上述资格之一的设计单位参与本次征集,同时境外单位在其所在国 (略) 应具有合法营业范围,及相应设计许可。

(2) If the applicant is an overseas unit, they must participate in this solicitation with a domestic design unit that meets one of the above qualifications. At the same time, the overseas unit should have a legal business scope and corresponding design license in its country or region.

(三)申请人设计团队必须包含策划、规划、建筑设计团队,鼓励与在康养度假策划运营管理领域具有丰富经验的单位组建联合体报名,联合体成员不超过3家。联合体合作方需签署具备合法的《联合体协议》,并明确牵头单位、本阶段中双方的团队成员名单和分工划分方式以及工作比重等。联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体报名。

(3) The applicant"s design team must include planning, planning, and architectural design teams. 4、在设计过程中若首席设计师与资格预审材料所提交的信息不符、未经主办方认可擅自更换或首席设计师不参与后续深化方案阶段沟通和汇报的,则视为参加资格无效,主办方有权解除合同并要求其承担违约责任,同时对其单位和个人纳入相关诚信管理。

4. If the information submitted by the chief designer during the design process does not match the pre qualification materials, or if the chief designer is replaced without the approval of the organizer, or if the chief designer does not participate in the subsequent communication and reporting of the deepening plan stage, the participation qualification shall be deemed invalid. The organizer has the right to terminate the contract and demand that they bear the liability for breach of contract, and at the same time, their unit and individual shall be subject to relevant integrity management.

七、 成果要求

(一)公开报名资格预审成果:应征文件包含申请人单位和相关业绩介绍(PPT文件格式)、申请人报名表、资质证明文件、申请人及首席设计师相关业绩、主创设计团队成员表及相关证明材料等内容;如为联合体报名,须提交联合体协议、联合体成员工作分工方案。(详见附件1-8)

(1)Pre qualification results for public registration: The application documents include an introduction to the applicant"s unit and relevant performance (PPT file format), the applicant"s registration form, qualification certification documents, relevant performance of the applicant and chief designer, a list of members of the main creative design team, and relevant certification materials; If registering for a consortium, the consortium agreement and the work division plan of the consortium members must be submitted. (二)方案征集阶段成果:征集阶段设计成果主要包括设计文本、展板及多媒体汇报文件等,其中设计文本由设计说明和图纸组成。设计说明主要包括整体策划、方案构思、重大功能项目一览表、技术经济指标等;图纸主要包括规划总平面图、土地利用规划图、整体鸟瞰效果图、重要节点空间效果图、重点建筑方案设计效果图、平面图、设计分析图等;多媒体演示时间不超过15分钟。(具体以最终发布的方案征集任务书为准)

(2) Results of the scheme solicitation stage: The design results of the solicitation stage mainly include design texts, exhibition boards, and multimedia report files, among which the design texts consist of design specifications and drawings. (三)方案深化阶段成果:主要包括按照相关会议意见,对征集策划方案进行整合优化,形成整合成果,凝练白马山整体目标定位和对外形象宣传IP,并制作不少于1分钟的整体方案动画。深化完 (略) ,结合策划方案内容对现状建设用地范围和边界进行优化,形成规划用地深化成果。深化整体空间形态,深化重要节点空间意象空间方案, (略) 风貌建设管控导则,空间形态深化成果应 (略) 设计深度,确保意象空间方案能有效管控和指导后续详细方案。深化重要标志性建筑意向方案,确保方案理念能完整、顺利的贯彻在后期建筑详细设计方案中。深化完善白马山互 (略) 域风貌提升方案,落实远期发展具体选址范围和建设规模。(具体以最终签订的深化合同内容为准)
