中国政府从亚洲开发银行（下文简称“亚行”）获得了一笔贷款，用于利用亚洲开发银行贷款农业综合开发长江绿色生态廊道项目，并计划将部分贷款用于CS-SR-HBPMO-2021-2：农村畜禽多型养殖污染治理技术验证与应用咨询服务。
本咨询服务的目标是通过研究重点流域农村畜禽养殖污染技术现状，建立生态环境友好型农村畜禽养殖模式和畜禽养殖污染治理模式，以减少农村畜禽养殖污染，改善农村生活环境，保护农民身体健康，推进农村畜禽养殖可持续发展，促进长江绿色生态廊道建设。
亚行已同意通过基于咨询顾问资历（CQS）的 (略) ，为本项目提供咨询服务。采购需符合亚行采购规则（2017年，不时修订）、贷款协定、项目协议以及中国适用的国家法律和法规。
本咨询服务计划于2022年启动，2023年结束（具体以签订合同时间为准）。咨询机构应开展以下工作：实地调研，数据收集；实验分析；成果推广与能力建设。
现邀 (略) （下文简称“咨询顾问”）提交本咨询服务的意向书。有意向的咨询顾问应提供满足要求的相关资料，证明其拥有开展服务所需的资质和相关经验。咨询顾问应为独立企业或相关机构，应来自符合亚行条件的国家/地区，且应满足以下条件：
A. 实施团队要求
实施人员：
（1）国内首席专家/项目负责人：a) 具有博士学位，具有教授或高级职称；b) 具有畜禽养殖行业污染治理技术的专业知识；c) 了解湖北省当地畜禽养殖污染现状与问题，熟悉国家的宏观政策；d) 曾主持有关生态农业污染治理的国家重点研发子课题或国家重大科技专项子课题至少2项，或国家自然科学基金面上项目至少2项；e) 从事农业领域工作至少10年以上；f) 参与相关农业领域国际项目经验者优先。
（2）国内执行专家：a) 具备学士或以上学位；b) 具有畜禽养殖行业污染治理技术的专业知识；c) 了解湖北省当地畜禽养殖污染现状与问题，熟悉国家的宏观政策；d) 曾主持有关生态农业污染治理的国家重点研发子课题或国家重大科技专项子课题至少1项，或国家自然科学基金面上项目至少1项；e) 从事农业领域工作至少5年以上；f) 具有生态农业、畜禽养殖污染、环境工程及相关领域项目经验。
（3）实验监测专家：a) 具备学士或以上学位；b) 具有畜禽养殖行业污染治理技术的专业知识；c) 了解湖北省当地畜禽养殖污染现状与问题；d) 从事农业畜禽养殖污染及相关领域研究超过3年；e) 具有生态农业、畜禽养殖实验、环境工程及相关领域项目经验。
（4）数据分析专家：a) 具备学士或以上学位；b) 具有农业资源与环境、环境工程、统计学及相关专业经验和背景；c) 了解湖北省当地畜禽养殖污染现状与问题；d) 从事数据分析相关领域工作超过3年；e) 具有数据分析、实验参数验证等相关领域项目经验。
（5）能力建设专家：a) 具备学士或以上学位；b) 具有生态农业、农业畜禽养殖、环境工程及相关专业经验和背景；c) 具有出色的咨询、沟通、协调能力和良好的英文读写能力；d)具有能力建设等相关领域项目经验。
（6）成果推广专家：a) 具备学士或以上学位；b) 具有生态农业、农业畜禽养殖、环境工程及相关专业背景；c) 具有出色的论文写作能力；d) 具有和利益相关方的沟通、协调和研讨培训的相关经验。
机构要求：
a. 属于中华人民共和国境内注册的独立法人机构；
b. 熟悉畜禽养殖行业技术和模式，具有禽畜养殖、农业农村类国际项目合作经验者优先。

The Government of the People’s Republic of China has received financing from the Asian Development Bank (hereinafter referred to as “ADB”) toward the cost of Yangtze River Green Ecological Corridor Comprehensive Agriculture Development Project Financed by Asian Development Bank Loan, and intends to apply part of the proceeds for the consulting service of CS-SR-HBPMO-2021-2: Verification and Application of Pollution Control Technology for Multi-type Breeding of Livestock and Poultry in Rural Areas in Green Ecological Corridor of Yangtze River.
The objectives of this consulting service are to establish an eco-friendly rural livestock and poultry breeding model and a livestock and poultry breeding pollution control model by studying the status quo of rural livestock and poultry breeding pollution technology in key river basins, so as to reduce rural livestock and poultry breeding pollution, improve rural living environment, and protect farmers. Good health, promote the sustainable development of rural livestock and poultry breeding, and promote the construction of the Yangtze River Green Ecological Corridor.
ADB has agreed to hire a project consulting company through CQS to provide consulting services for the project. Procurement must comply with ADB"s procurement rules (2017, as amended from time to time), loan agreements, project agreements and applicable national laws and regulations in China.
The consulting service is planned to start in 2022 and end in 2023 (the specific time of signing the contract shall prevail). The consulting company shall carry out the following tasks: field research and data collection, experimental analysis, and achievement promotion and capacity building.
We now invite eligible consulting companies (hereinafter referred to as “Consultant”) to express their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultants should be independent businesses or related institutions and legal person and should be from countries or territories that meet ADB"s eligibility criteria. The shortlisting criteria will consider the following qualifications:
A. The Executive Team Requirements
Implementation Personnel：
(1) Domestic Chief Expert/Team Leader: a) have a doctoral degree, professor or senior professional title; b) possess professional knowledge of pollution control technology in the livestock and poultry breeding industry; c) understand the current situation and problems of local livestock and poultry breeding pollution in Hubei Province, and be familiar with the country"s macro policies; d) have presided over at least 2 national key research and development sub-projects or national major science and technology sub-projects related to ecological agriculture pollution control, or at least 2 general projects of the National Natural Science Foundation of China; e) engaged in agricultural field for at least 10 years; f) experience in participating in international projects in related agricultural fields is preferred.
(2) Domestic Execution Expert: a) have a bachelor"s degree or above; b) possess professional knowledge of pollution control technology in the livestock and poultry breeding industry; c) understand the current situation and problems of local livestock and poultry breeding pollution in Hubei Province, and be familiar with the country"s macro policies; d) have presided over at least 1 national key research and development sub-project or national major science and technology sub-project related to ecological agriculture pollution control, or at least 1 general project of the National Natural Science Foundation of China; e) engaged in agricultural field for at least 5 years; f) have project experience in ecological agriculture, livestock and poultry breeding pollution, environmental engineering and related fields is preferred.
(3) Experimental Monitoring Expert: a) have a bachelor"s degree or above; b) possess professional knowledge of pollution control technology in the livestock and poultry breeding industry; c) understand the current situation and problems of local livestock and poultry breeding pollution in Hubei Province; d) have been engaged in research on agricultural livestock and poultry pollution and related fields for more than three years; e) have project experience in ecological agriculture, livestock and poultry breeding experiments, environmental engineering and related fields.
(4) Data Analysis Expert: a) have a bachelor"s degree or above; b) have experience and background in agricultural resources and environment, environmental engineering, statistics and related professional experience; c) understand the current situation and problems of local livestock and poultry breeding pollution in Hubei Province; d) have been engaged in data analysis and related fields for more than three years; e) have project experience in data analysis, experimental parameter verification and other related fields.
(5) Capacity Building Expert: a) have a bachelor"s degree or above; b) have experience and background in ecological agriculture, agricultural livestock and poultry breeding, environmental engineering and related professional experience; c) have excellent consulting, communication, coordination skills and good English reading and writing skills; d) have project experience in capacity building and other related fields.
(6) Achievement Promotion Expert: a) have a bachelor"s degree or above; b) have professional background in ecological agriculture, agricultural livestock and poultry breeding, environmental engineering and related fields; c) have excellent thesis writing ability; d) have relevant experience in communicating, coordinating and discussing training with stakeholders.
Requirements of Organization:
1．An independent legal entity registered within the territory of the People"s Republic of China;
2．Familiar with livestock and poultry breeding industry technology and model, with livestock breeding, agricultural and rural international project cooperation experience is preferred.

Documents required by consultants include, but are not limited to:
i) contact person and detailed information (such as address, telephone number, E-mail address, etc.);
ii) a general introduction or brochure of the company;
iii) description of the company"s organizational structure, personnel and facilities;
iv) a list of projects undertook under in the past three years (from 2019 to 2021), including completed projects;
v) other necessary documents that the company can reflect the ability to complete the project and the company"s competitiveness;
vi) Consortium or Major / Consulting Services Subcontractor Intent Agreement (if any).

The Foreign Cooperation Office of Department of Agriculture and Rural Affairs of Hubei Province now invites qualified consulting companies to submit Expressions of Interest for the above consulting services and carry out relevant operations through cms.adb.org.
