咨询服务是在前期研究的基础上,聘请专业设计单位对纳入到升级改造 (略) 开展设计工作,为下一步改造实施提供支持。本项目共有19个养老设施建设点,分 (略) 砀山县、萧县、灵璧县、泗县四个县区,项目总投资:约*元人民币,项目新建和扩建建筑面积约*㎡,共1100余张养老床位,升级改造建筑面积约*㎡。结合功能定位,分批完成19 (略) 升级改造施工图等设计工作,满足土建、装饰施工需要。

服务期间预计实施时间为9个月。预计咨询服务开始时间为2023年5月,预计结束时间为2024年2月29日。签订设计合同后2个月内提交项目测绘、调研及设计任务书,完成项目方案设计及送审。规划方案设计批准后1.5个月后提交地勘报告、危房评估报告,项目规划方案审批通过后3个月内提交初步设计,项目初步设计审批通过后2个月内提交施工图设计及送审。总预算为*元人民币。

安徽省民政厅项目管理办公室 (略) 提交该项目咨询服务意向函。投标者需要提交可以证明其完全胜任本项目服务的资料(如公司介绍宣传册、相关项目经验介绍、拟投入人员能力等)。咨询公司应该当具有《建筑行业建筑工程设计*级资质》证书复印件(加盖单位公章)。咨询单位在养老服务及医疗建筑设计等方面经验丰富,近3年内完成过3个此类或类似设计咨询服务。 2019年1月1日以来至少三个类似工程(公共建筑、800平方米以上)项目的室内装饰设计的合同复印件(加盖单位公章)并提供原件备查。具有康养设施同类工程业绩的设计单位将予优先考虑。提供合同复印件且原件备查。咨询机构应组建高效、稳定的质量监控团队,团队人数不少于3人,具备养老服务、政府购买服务,合同管理、财务管理、采购管理、法律等专业背景,并保证团队主要成员有充分的时间和精力投入质量监控工作。

World Bank Loan Anhui Aged Care System Demonstration Project

Assignment Title: transformation and upgrading design of rural nursing homes in Suzhou

The People"s Republic of China has received financing in the amount of USD 118 million equivalent from the World Bank towards the cost of the Anhui Aged Care System Demonstration Project, and intends to apply part of the proceeds for consulting services of transformation and upgrading design of rural nursing homes in Suzhou.

The project will include the following four interrelated components: (a) Support the improvement of government regulatory capacity; (b) Strengthening community and home pension care services; (c) Strengthen the implementation and management of nursing service; (d) Project management, monitoring and evaluation..

Consulting services is to hire professional design units to carry out the design work of the rural nursing homes included in the upgrading and transformation, so as to provide support for the next implementation of the next transformation.The project has 19 elderly care facilities, which are located in Dangshan, Xiaoxian, Lingbi and Sixian counties, Suzhou City. The total investment of the project is about 57.1 million RMB. The new and expanded construction area of the project is about 13,555 ㎡, with more than 1,100 beds for the elderly, and the upgraded construction area is about 12,904 ㎡. Combined with the functional positioning, the design drawings of upgrading and renovation of 19 rural nursing homes were completed in batches to meet the needs of civil engineering and decoration construction.

The estimated implementation time of this consulting service is 9 months. The estimated start time of consulting services is May 2023, and the expected end time is February 29, 2024. Submit project mapping, research and design assignment within 2 months after signing the design contract, complete the project scheme design and submit it for approval. The geological survey report and dilapidated building assessment report shall be submitted 1.5 months after the approval of the planning scheme design, the preliminary design shall be submitted within 3 months after the approval of the project planning scheme, and the construction drawing design shall be submitted and submitted for approval within 2 months after the approval of the project preliminary design. The total budget of the project is CNY 2.1 million.

The Anhui Provincial Department of Civil Affairs Project Management Office now invites eligible consulting firms to express their interest of providing the services. Interested Consultants should provide information demonstrating that they are fully qualified for the assignment (such as the brochures of firm introduction, related similar experiences, overall staff capacity, etc.). The Consultants:1. should have a copy of the certificate of "Grade A Qualification for Construction Engineering Design in the Construction Industry" (affixed with the official seal of the unit). 2. has rich experience in elderly care services and medical building design, and has completed three such or similar design consulting services in the past three years. 3. Copies of the contract for the interior decoration design (stamped with the official seal) of at least three similar projects (public buildings, more than 800 square meters) since January 1,2019, and the original documents shall be provided for future reference. 4. with similar project performance of health care facilities will be given priority. Provide a copy of the contract and the original copy for future reference. The consulting should set up an efficient and stable quality monitoring team with no less than 3 people, with a professional background in elderly care services, government purchase services, contract management, financial management, procurement management, law and so on, and ensure that the main members of the team have sufficient time and energy for quality monitoring work.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowersdated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
