三、投标人资格要求

1. Entrusted by SINOCHEM Quanzhou Petrochemical Co., Ltd. (Tenderee), SINOCHEM Commerce Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supplies as follows for Flame Detector（Details shall be found in Section 8 Schedule of Requirements and Technical Specifications ）:

2. Interested Potential bidders may obtain further information and refer to Bidding Documents from SINOCHEM COMMERCE CO., LTD.

3. Project overview:

According to the design scheme of adding flame detector to heating furnace of Sinochem Quanzhou petrochemical technical transformation project and the procurement project approval form (No. [ * ] project approval No. 68), it is necessary to add flame detector to the heating furnace of the whole plant.

*4. Qualification requirements to the bidders:

1) Bidder from within P.R.C. should provide the copy of Effective Business License, Bidder from abroad should provide the copy of Effective Business Registration.

2) The bidder shall comply with the following provisions: The legal representative shall not bid concurrently for two or more legal persons of the same person; The parent company may not participate in the tender simultaneously with its wholly-owned subsidiary and/or holding company.

3) The project accepts direct bid from manufacturer or manufacturer"s group sales subsidiary, and also accept agent bidding, if bidding is from the agent, the manufacturer shall provide authorization letter for this project from manufacturer, manufacturer group"s sales subsidiary or the China office of manufacturers, original document for verification.

(In case of agent bidding, the place of origin of the bidding product, the company name, full name, detailed address and website of the product manufacturer shall be indicated in the bidding document; in case of manufacturer bidding, the place of origin of the bidding product shall be indicated in the bidding document)

4) The manufacturer of the bidder"s products must have a valid quality management system certification certificate (ISO * Series) (a copy of the certificate must be provided)

5) Performance requirements: From January 1, * to December 31, * (subject to the signing time of the contract), the bidder"s products have one or more good application performance of Ultraviolet infrared double sensing detector flame detector with sales quantity of more than * in a single contract (or a single order of a framework agreement) in the petrochemical industry in China, or have two or more good application performance of Ultraviolet infrared double sensing detector flame detector with sales quantity of more than 50 in a single contract (or a single order of a framework agreement) in the petrochemical industry in China

The tenderer shall provide copies of the performance contract (or order) (at least including the contract cover, signature page, contract page that can reflect the project name, product model, product quantity, order / contract signing time, etc.) and the user evaluation materials of the owner corresponding to the performance (the user evaluation materials must have the official seal or Department seal of the owner); Failure to provide, incomplete provision, false information or unclear contract or supporting documents shall be deemed as invalid performance. The original contract must be brought to the bid opening site for future reference.

6) The tenderer shall promise in writing to provide the certificate of origin and import declaration form when supplying goods, and the certificate of origin shall be issued by the chamber of Commerce in the place of manufacture;

7) The safety certification level of the bidding product model shall not be lower than SiL2. The certification authority shall be an institution approved by CNCA that can carry out certification in China or its overseas branches (TUV, BV, UL, FM, EXIDA). The certification certificate shall be able to check officially and the certification report shall be provided (the tenderer shall provide a copy of the safety certification certificate, officially checking channels and a copy of the certification report);

8) This project does not accept consortium bids.

9) The bidder shall provide the original or photocopy of the credit certificate issued by the bank within 3 months before the bid opening date.
