(略) （简称“金鹏”）主要从事国内外航空货运及客运业务。截至2023年12月，金鹏共拥有3架B747—400全货机，B737—8客机10架，开通国内、国际航线共计40余条，每周航班达200余个，员工1500余人。目前，公司在上海、深圳、AMS、合肥、阿姆斯特丹、达拉斯、芝加哥等 (略) 、深圳分公司、营业部或办事处。公司目前已开通上海（AMS、合肥）-阿姆斯特丹、上海（AMS、合肥）-芝加哥、合肥-达拉斯等地区的国际货运航线经营权，并与FedEx、UPS、DHL、顺丰、圆 (略) 建立了良好的合作关系。
金鹏已经搭建起遍布全国的 (略) 络和 (略) 络，并积极开发全新的智能化、综合化、高速、安全、实用的航空货运物流信息系统，为公司各项业务的开展提供强有力的保障。
现为进一步平衡航空货运供需关系，助力国际贸易高效运输，我公司计划开展747货机阿姆斯特丹进口转关卡车运输业务、目的地仓库业务， (略) 欧洲货物中转联程服务合作项目报价。
Suparna Airlines is a cargo and passenger airlines under HNA group with 8 Boeing 737 and 747 freighters. Suparna operates over 40 domestic and international routes in total and has over 200 flights per week. Over the past 20 years, Suparna has established an international freight network from Shanghai(PVG),Nanjing(NKG) to Luxembourg(LUX), Los Angeles(LAX), Chicago(ORD), Frankfurt(FRA), Hahn(HHN) and other major regions across the world.

第二章 报价须知 Chapter 2 Notice of bidding1.项目名称：货物中转联程服务
Project Description: Trucking Service
2.资质：
（1）遵循 (略) 需有相应的备案资格，卡车公司相关人员须接受AMS机场安全教育培训并符合管理规定。
（2） (略) 可调度具有海关监管转关车辆需达到50台以上，运输能力可满足AMS机场空转*业务发展需要。
（3）需要具备客服查询热线。+ (略) 站。
（4）发车要求：不晚于收到机场货站发送的货物信息后的24小时。
（5）报价需包含附件1中列出的所有站点需求
Qualification：
（1）Registered/certificated trucking service with local customs with qualified and licensed truck fleet and drivers. Drivers with sufficient safety training and licensed.
（2）Over 50 or more custom bonded truck in the fleet.
（3）Hot-line customer tracing service available.
（4）Truck departure within 24hrs after cargo ready at airline’s warehouse.
（5）The quotation must include all site requirements listed in Annex 1
4.质量要求：
符合采购人SLA要求。
Quality requirement: the product shall satisfy SLA standard and the reliability requirement of Buyer.
5.备注：
（1）本次招标不设底价，以竞标价格最优者得，相同价格情况时收到竞拍材料者优先；
（2）燃油附加费、特殊收费说明，如报价已包含请标注;
（3）以双方签署协议的结算条款进行结算；
（4）出具账单期限不可超过2个月
（5）整车服务需提供卡车尺寸及最大装载重量
Remark：
(1) This tender adopts the bidding method, without setting a floor price. The final winner will determine on according to the advantage of its bid price. If there is the same price, the one who receives the bidding materials first will be given priority.
(2) Fuel surcharges, special charges，Other charges Notes（Please mark if they can be included in the quotation）;
(3) Settlement following the terms signed by both parties;
(4) all invoice shall not exceed 2 months to provide.
(5) full truck service truck size and max loading weight to provide.
6.报价截止时间：2024年4月28日。超出报价截止时间提供的报价视为无效报价。截止时间以卖方发出报价的时间为准。
Provider’s quote shall be offered within 28th April 2024 . Or else the quote offered after this time limit will be deemed invalid.
7.报价方（卖方）应严格按照本询价函相关要求进行填写，必填项目如未填写，则视为无效报价。卖方同时需要随附草拟的协议。
Seller shall comply with the requirement of this RFQ and fill out the attached RFQ accordingly, the blank with “Required” is required to fill out, or else the quote will be deemed invalid. And the draft proposal shall be provided as well.
8.我司不接受任何参与竞标单位询问关于该项目其他参与者、价格等信息。
Our company does not accept any inquiries about other participants, prices and other information of the project.
9.报价方应严格按照本询价函相关要求进行填写，必填项目如未填写，则视为无效报价。报价方同时需要随附草拟的协议。
The quoting party shall fill in the relevant requirements of this letter in strict accordance with the requirements. If the required items are not filled in, they shall be deemed as invalid quotation. The quoting party shall also need to attach the draft agreement.
10.如贵单位有意向合作，请填写《金鹏航空货物中转联程服务竞标报价单》（附件）及竞标文件，并于发布日15个工作日内以邮件形式发出，逾期回复及其他途径回复无效。
If your unit has the intention to cooperate, please fill in the 《RFQ Letter for Suaprna Airlines Trucking Services》 (Annex ：page 11 to 20) and the bidding documents, and send them by email within 15 working days from the date of release, and the overdue reply and other ways of reply are invalid.

2.2 价格调整 Price adjustment
卖方因成本等因素需要调整价格，按如下公式进行调整，且每年涨幅最高不超过______%；或每年固定涨幅为______%。 Seller can adjust the price annually in consideration of Seller’s cost by below formula, and the price adjustment shall be limited within_______%, or the fixed yearly escalation at ________%.

3.2 报价适用年限
如买方接受卖方报价，卖方报价内所有价格在2026年1月1日前不得上调。
If Buyer accepted Seller’s quote, the quoted price shall not be escalated before January 1st, 2026.

2.开标方式 Bid opening method
报价采取密封快递的方式，在开标日期前买方任何人员不得开启。开标之日，在买方项目组至少有三名成员（分属法务、 (略) 场、财务）同时在场的情况下，检查报价是否密封并签字确认。如卖方报价无密封，则视为该卖方报价为无效报价。开标后，买方需将卖方报价书向买方项目组全体成员及卖方公示。卖方需检查开标结果是否与其报价一致。如开标内容和卖方报价不一致，则视为无效报价。
The quote shall be delivered to Buyer by express and before the Bid opening date, Buyer shall not open it. At the date of Bid opening, three persons from a different division of of Buyer shall inspect the Seller’s quote documents to check if they are sealed and maintain secrecy. If the quote was unsealed, then this Buyer’s quote will be deemed as invalid.
3.评估 Evaluation
选择规则：
1)选择排名第一的卖方作为供应商，自协议正式执行之日起，每年双方需回顾协议执行情况，重点分析循环成本、实际使用循环、售后服务、付款条件执行等要素。
The Seller which is the rank first will be selected as supplier for Buyer’s. Since the execution of final proposal, Buyer and Seller shall review the service performance including cycle cost, actual landing cycles performance, aftermarket service, payment and so on.
2)在协议期内，如发生卖方原因造成的安全不正常事件或严重违约事件，买方有权部分终止或全部终止该供应商供货，并要求卖方赔偿买方相应的损失。
During the term of agreement, if Seller broke the contract or the unsafely issue happened at Seller’s responsibility, Buyer can suspend or terminate the agreement in part or in whole and request Seller compensate Buyer’s loss.

2.2 价格调整 Price adjustment

2.开标方式 Bid opening method
报价采取密封快递的方式，在开标日期前买方任何人员不得开启。开标之日，在买方项目组至少有三名成员（分属法务、 (略) 场、财务）同时在场的情况下，检查报价是否密封并签字确认。如卖方报价无密封，则视为该卖方报价为无效报价。开标后，买方需将卖方报价书向买方项目组全体成员及卖方公示。卖方需检查开标结果是否与其报价一致。如开标内容和卖方报价不一致，则视为无效报价。
The quote shall be delivered to Buyer by express and before the Bid opening date, Buyer shall not open it. At the date of Bid opening, three persons from a different division of of Buyer shall inspect the Seller’s quote documents to check if they are sealed and maintain secrecy. If the quote was unsealed, then this Buyer’s quote will be deemed as invalid.
3.评估 Evaluation
选择规则：
1)选择排名第一的卖方作为供应商，自协议正式执行之日起，每年双方需回顾协议执行情况，重点分析循环成本、实际使用循环、售后服务、付款条件执行等要素。
The Seller which is the rank first will be selected as supplier for Buyer’s. Since the execution of final proposal, Buyer and Seller shall review the service performance including cycle cost, actual landing cycles performance, aftermarket service, payment and so on.
2)在协议期内，如发生卖方原因造成的安全不正常事件或严重违约事件，买方有权部分终止或全部终止该供应商供货，并要求卖方赔偿买方相应的损失。
During the term of agreement, if Seller broke the contract or the unsafely issue happened at Seller’s responsibility, Buyer can suspend or terminate the agreement in part or in whole and request Seller compensate Buyer’s loss.
