（四）报价要求：国外工厂交货价，包括提供货物所需的产品、包装材料、国内现场安装（如有）、国内现场培训（如有）等一切为投标和履行合同所需的全部费用。

（五）付款方式：设备经买方验收合格后并收到卖方100%增值税专用发票后90天内支付95%合同总价款，剩余的5%作为质保金，质保金在质保期到期后60天内支付给卖方，如违反质保或售后服务承诺，则相应扣除。（说明：此付款条款为开放性条款，如投标方无法接受该付款条款可单独提出可接受的预付方式，招标方将按投标方的付款方式进行资金成本计算）

各有意向供应商在规定时间内完成报名、招标方向满足资质的供应商发送招标文件。

（三）评标方法：最低价评标法。如最终报价相同，依次按照交货周期短＞阶梯价格折扣比例高＞供应商评估等优先顺序确定中标人。

（四）招标方项目组对招募公告有最终解释权，在项目组一致意见前提下，有权对招募公告个别条款进行偏离。

2.3 Bid winning principle: lowest price evaluation method. If the final quotation is the same, the winning bidder will be determined in order of priority, such as shorter delivery time>higher discount ratio for tiered prices>supplier evaluation.

3.2 The registered suppliers should be aircraft manufacturers, OEM manufacturers recommended by AMM manuals, or their authorized agents.
