Then, it is preliminarily built up that a set of system safety analysis process and method suitable for civil aircraft development process in China. However, existing software cannot comprehensively integrate the system fault tree, and less support aircraft-level safety evaluation and intra-system dependency, making the safety evaluation incomplete and inaccurate. In this project, the purchased commercial integrated fault tree analysis software is suitable for the safety assessment process of ARP4754A and ARP4761: the software can provide data cooperating platform; its central database is also available to systems and equipment; the software has safety knowledge transferring mechanism. Besides, this software can effectively integrate multi-system fault trees into aircraft-level fault tree to perform cross-system safety analysis, so that the analysis results could be more accurate. |
| 3.Qualification Requirements For Bidder |
| Qualifications or Performance：The Bidder shall be the manufacturer or the manufacturer"s authorized agent. If the Bidder is an agent, it shall provide the manufacturer"s letter of authorization within the validity period directly issued by the manufacturer, otherwise its bid will be rejected. However, existing software cannot comprehensively integrate the system fault tree, and less support aircraft-level safety evaluation and intra-system dependency, making the safety evaluation incomplete and inaccurate. In this project, the purchased commercial integrated fault tree analysis software is suitable for the safety assessment process of ARP4754A and ARP4761: the software can provide data cooperating platform; its central database is also available to systems and equipment; the software has safety knowledge transferring mechanism. Besides, this software can effectively integrate multi-system fault trees into aircraft-level fault tree to perform cross-system safety analysis, so that the analysis results could be more accurate. |
| 3.Qualification Requirements For Bidder |
| Qualifications or Performance：The Bidder shall be the manufacturer or the manufacturer"s authorized agent. If the Bidder is an agent, it shall provide the manufacturer"s letter of authorization within the validity period directly issued by the manufacturer, otherwise its bid will be rejected. Certification Documents: 1) The domestic Bidder shall provide copies of the following qualification certificates: ①The business license or the corporate legal person certificate with the unified social credit code shall be provided, and the registered capital/initial capital shall be no less than RMB 5 million or equivalent foreign currency; ②The bidder shall provide itself or tendered product manufacturer Valid ISO9001 quality control system authentication certificate or equivalent quality system authentication certificate copy of the Bidder(the scope of certification is related to the project) ; ③The Bidder shall provide the explanations for whether lawsuits involved (refer to Appendix 3 in this chapter for detailed formats); ④The Bidder shall prove the fact that it"s not included in the List of Untrustworthy Persons Subject to Enforcement on the "Credit China" website 点击查看>> ) (Inquiry record from "Credit China" or “Executive Information Disclosure Network China (http:/ 点击查看>> )” shall be provided and affixed with the official seal). If the credit information of the Bidder is not available, relevant screenshots shall be provided. 2) The overseas Bidder shall provide copies of the following qualification certificates: ①Valid business registration certificates; ②The Bidder shall provide the audited financial report of the previous year (2020), and the net assets shall be not less than RMB 5 million or equivalent foreign currency (the marked amount of net assets shall be reflected in the financial report); ④The bidder shall provide itself or tendered product manufacturer Valid ISO9001 quality control system authentication certificate or equivalent quality system authentication certificate copy of the Bidder(the scope of certification is related to the project); ④Descriptions of major litigations (in the format set forth in Appendix 3 hereto and affixed with the official seal of the Bidder); ⑤Undertaking of Faithful Enforcement (in the format to be determined by itself). Performance Requirements: Over the past 5 years (since 2017), the bidder shall have the performance of manufacturing and/or selling the goods of same specification or similar goods as required in this tender, as well as shall provide at least 3 copies of sales contracts or sales orders signed by the bidder in the past 5 years (since 2017) to prove their performance. Some key information such as signing time, content and quantity of products for sale, and signing parties etc. shall be indicated in the copies of sales contracts or orders, otherwise, they will be used as invalid certificates. Bank reference letter: 1) Domestic bidder shall provide the valid bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening. 2) Foreign bidder shall provide the valid bank reference letter issued within three months prior to the time of bid opening. |
