投标人应具备的资格或业绩:对投标人的资格、业绩及证书要求：

（1）资格要求
Requirements for Qualification of？Bidder
投标 (略) 报货物的制造商或者是授权代理商。如果投标人是授权代理商，必须 (略) 条件：
1）制造商的销售方式为销售代理或分销制；或者制造商在特定区域、行业有独家或指定的代理。投标人应在投标文件中提供相应的证明文件。
2）代理商应提供制造商同意其在本次投标中提供该货物的正式授权书。
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met:
1） The manufacturer_EpSingleQuotes_s sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.
2） The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).

（2）业绩要求：

2012年1月1日至投标截止日， (略) 投产品应在中国境内具有 (略) 项目低温轴流式止回阀的运行1年及以上的业绩（运行业绩开始时间为投入运行时间或调试验收时间），至少1个业绩合同中含有10寸及以上低温轴流式止回阀数量不少于5台套，且所有业绩中至少含有1台14寸及以上且磅级不小于900磅的低温轴流式止回阀。
From January 1, 2012 to the deadline for bidding, the products submitted by the bidder shall have the performance of the LNG receiving station project in China for one year or more (the start time of the operation performance is the time of putting into operation or the time of commissioning and acceptance). The number of low-temperature axial-flow check valves of 10 inches and above is not less than 5 sets (sets)？for？at？least？one？contract, and at？least？one？set？of？of low-temperature axial-flow check valves of 14 inches and above is not less than 900 pounds？in？all？performances.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件【含相关技术附件，至少体现以下内容：合同首页、签字页、货物名称（低温轴流式止回阀）、供货数量、项目类别（ (略) 项目）、阀门尺寸及磅级】和用户出具的投入运行证明文件或用户出具的调试验收文件。用户出具的投入运行证明文件或用户出具的调试验收文件应体现运行时间或调试验收时间，且投标人提供“该项业绩已运行1年及以上”的承诺函。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。
Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: a copy of the sales contract [including relevant technical attachments, at least reflecting the following contents: contract homepage, signature page, name of goods (low temperature axial flow check valve), supply quantity, project category (LNG receiving station project), valve size and scale] and the commissioning certificate issued by the user or the commissioning acceptance document issued by the user. The commissioning certificate issued by the user or the commissioning acceptance document issued by the user shall reflect the running time or the commissioning acceptance time, and the bidder shall provide a letter of commitment that "the performance has been in operation for 1 year or more". Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance.
（3）技术要求如下
Technical requirement are as follows
1）★产地要求Origin requirements
阀门原产地应为制 (略) 在国，阀门生 (略) 生产。买方绝对不允许供货商贴牌代工，如为进口产品，交货时须提供原产地商会证明文件。
The origin of the valve should be the country where the manufacturer is registered, and the valve production should be non-branch production. The buyer absolutely does not allow the supplier to OEM, if it is an imported product, it must provide the certificate of the chamber of commerce of the origin when it is delivered.
2）★阀门要求Valve Requirements
阀门尺寸、压力等级、连接形式、材质应满足阀门数据表中的要求。供货时投标人应为每台止回阀提供材质证明。
Valve size, pressure class, connection form, and material should meet the requirements in the valve data sheet. The bidder shall provide material certificate for each check valve when supplying.
3）★低温测试low temperature test
①低温测试的取样比例是按照结构、压力等级和口径相同的阀门数量的20%（不少于一个）进行测试。如果存在试验结果不合格，低温测试取样比例提高到50%；如仍有不合格试样，低温测试取样比例提高到100%。业主只承担20%低温测试比例费用（即首次测试20%阀门取样比例的费用），多余费用由卖方承担。低温测试程序文件必须作为技术协议附件。试验要求和达标标准详见低温阀门检验规定。
The sampling ratio of the low temperature test is 20% (not less than one) of the number of valves with the same structure, pressure level and caliber. If there are unqualified test results, the sampling ratio of low temperature test is increased to 50%; if there are still unqualified samples, the sampling ratio of low temperature test is increased to 100%. The owner only bears the cost of 20% of the low temperature test proportion (that is, the cost of 20% of the valve sampling proportion for the first test), and the excess cost shall be borne by the seller. The low temperature test procedure document must be attached to the technical agreement. For test requirements and compliance standards, please refer to the low temperature valve inspection regulations.
②阀门卖方应自主拥有低温测试设施及相关证明，投标时提供以往 (略) 项目中同类型产品的测试报告，供买方审核。
The valve seller shall have its own low-temperature testing facilities and relevant certificates, and provide the test report of the same type of products in the previous LNG terminal project for the buyer‘s review when bidding.
