5.	Time for purchasing Tendering Documents：

	1)Requirements of Bidder’s qualification：The bidding equipment shall have the features of mature technology, advancement and reliability, and must satisfy requirements for detection quality and working efficiency of the tensile specimen with tensile strength within the range of 200MPa-1800MPa; the bidder must provide the detailed professional technical description, so that the tenderer confirms that the bidding equipment can satisfy requirements. If the agent submits a tender, the exclusive authorization of the equipment manufacturer shall be provided, and the bidder shall have the foreign exchange signing qualification.
