② 略会影响评估方面的扎实经验，至少8年的经验；

③ 关于国家与地方标准、法律、指导方针与规程的重要知识；

④ 略理厂项目相略会问题；

⑤ 与国际金融机构（包括但不限于法开署、略）有着业务往来的丰富的专业经验；

⑥ 中英文沟通能力；

⑦ 咨询商的简略商建议书的后面。

Dear Mr. /Ms.:

1. The Shaoyang Environmental Sanitation Infrastructure Construction Co., Ltd (hereinafter called “Client”) has applied for financing from the Agence Fran?aise de Développement (the “AFD”) toward the cost of Shaoyang Kitchen Waste Resource Utilization and Harmless Treatment Project. The Client intends to apply a portion of the proceeds of this financing to eligible payments under the contract for which this Request for Proposals is issued.

2. The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Social and Environmental Issue Consultancy. More details on the Services are provided in the Terms of Reference (Section VII).

3. This Request for Proposals (RFP) will sent to the Consultants who meet the following requirements:

① a graduate degree in environmental related field.

② solid experience in environmental and social impact assessment, at least 8 years of experience.

③ significant knowledge of relevant national and local standards, laws, guidelines and procedures.

④ good understand of environmental and social issues related to waste plant project.

⑤ professional and rich experience with international financial institutions (including, but not limited to: AFD, ADB, and World Bank).

⑥ to be able to work in Chinese and in English.

⑦ the consultant’s CV should be attached to the proposal made by the consultant.

4. The RFP includes the following documents:

· Section I - Instructions to Consultants;

· Section II - Data Sheet;

· Section III - Technical Proposal - Standard Forms;

· Section IV - Financial Proposal - Standard Forms;

· Section V - Eligibility criteria;

· Section VI - AFD’s Policy – Corrupt and fraudulent practices - Social and Environmental Responsibility;

· Section VII - Terms of Reference;

· Section VIII - Standard Forms of Contract.
