1. 中华人民共和国政府已从德国略（KFW）获得了一笔贷款，用于支付德国促进贷款X市绿化和生态保护项目，略分贷款用于02包，辅助性水利基础设施工程合同包的支付。略文件资格要求的合格申请人（以下简称“投标人”）。

评标采用单阶段双信封-综合评价法。投标人必须满足以下最低资格要求，略文件第三章中提供。

项目	资格要求
未决诉讼	过去3年（ ## 年）所有未决诉讼或仲裁（如有）总额不得超过投标人净资产的50%，并且均已得到解决。
历史财务状况	提交过去3年（ ## 年）经审计的财务报表（若投标人本国法律不强制要求，则提供业主能接受的其他财务报表），以反映投标人现在财务状况的稳定性及其长期的盈利性；最低要求，投标人过去3年每年的净资产均应在3000万元人民币以上且每年的净利润均应为正值。
最低年均施工营业额（ ## 年）	7900万元人民币或等值欧元
最低现金流	由投略在开标日前三个月内开具不少于530万元人民币或等值欧元的同期授信额度或存款证明（包括略保函、远期承兑或信用证），以略对现金流的要求；略证明副本，并略账户开户证明文件副本。
类似合同经验	1. 在过去5年里（2012年至投标截止），投标人作为总承包方在X省内成功地完成或已实质性地完成与本合同类似的至少3个水利或灌溉工程合同（以竣工证明日期为准），且每个合同金额必须在300万元人民币以上；投标文件中需提供相应的证明资料（中标通知书、施工合同及竣工证明复印件等），上述证明资料须加盖投标人公章，同时投标人应准备合同原件备查。 2. 上述3个业绩中，其中至少有1个滴灌工程合同和1个水利工程合同；同时，上述3个业绩中，投标人至少修筑过蓄水池累计10个、泵站累计2个和管道累计50公里（以所提供的施工合同或竣工证明为证明材料）。
企业资质	国内投标人必须具有： 1. 有效的水利水电工程施工总承包三级及以上资质； 2. 消防设施工程专业承包三级及以上资质； 3. 三级及以上企业安全生产标准化要求达标； 4. 有效的企业安全生产许可证； 5. 5年以上的水利或滴灌施工经验，以营业执照注明的企业成立时间为准（2013年以后成立的企业将被拒绝）； 6. 企业注册资金在1000万元以上，企业净资产3000万以上； 7. 良好的企业资信情况，且近三年（ ## 年）无重大质量安全事故； 8. 权威机构认证的质量管理体系认证证书； 9. 在国家企业信用信略（www.g 点击查看>> ）被列入经营异常或严重违法失信企业名单的投标人将被拒绝。国外/境外投标人需具有相似的同等资质。本合同接受联合体投标。

1. The People’s Republic of China has received a loan from KfW towards the cost of Qinghai Xining Greening and Environmental Protection Project Financed by German Promotional Loan. Part of the loan will be used for payments under the contracts of Lot 02 - Irrigation infrastructure and affiliated works. construction of 2 pump station, 27 sets of reservoirs, 1 set of sedimentation tank, 1 set of irrigation system, a total of 3405 meters of pipe network and 45.6 kilometers of road.

“Single stage, Two envelopes, Comprehensive Evaluation Method” shall be adopted as the evaluation method for this project. Bidders must meet the following minimum qualification requirements, details are provided in Section III of the Bidding Document.

Pending Litigation	In the last Three [3] years ( ## ), all pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50% percent of the Bidder’s net worth calculated.
Historical Financial Performance	Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last Three [3] years ( ## ) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, The bidder’s net worth in each of the past 3 years shall be over RMB 30 million Yuan and the total profit should be positive respectively each year.
Minimum Average Annual Construction Turnover ( ## )	RMB 79 million Yuan (or equivalent EUR)
Minimum Cash Flow	The line of credit or certificate of deposit shall be no less than RMB 5.3 million Yuan (or equivalent EUR) issued by the bidder’s basic bank within three months prior to the bid submission deadline (including but not limited to bank guarantee, the long-term acceptance or Letter of Credit), in order to meet the cash flow requirements of contract execution. A copy of the bank agreement or bank certificate shall be provided. And a copy of account opening certificate shall be attached.
Contracts of Similar Size and Nature	1. As the General Contractor, participation in at least three [3] water conservation or irrigation contracts in Qinghai Province that have been successfully or substantially completed within the last five [5] years (2012-the bid submission deadline) (issue date of completion certificate shall govern) and that are similar to the proposed works, where each contract amount shall be no less than RMB 3 million Yuan. Copies of Letter of Acceptance, Contract Agreement, and Completion Certificate need to be provided and sealed. The original documents shall be made available for verification upon request. 2. Among the above-mentioned three [3] contracts, at least one [1] shall be irrigation construction contract and at least one [1] shall be water conservation contract;.meanwhile, among the above-mentioned three [3] contracts,,the bidder shall accumulatively build at least 10 sets of reservoirs, at least 2 sets of pump station and at least 50km pump system (The contract agreement, and completion certificate shall be provided as proofing documents.).
	Domestic bidders shall possess: 1. Grade III or above of Qualification of Water Conservancy and Hydropower General Contracting; 2. Grade III or above of Qualification of Fire-Fighting Equipment engineering Contracting; 3. Grade III or above of Qualification of Standardization Requirements for Enterprise Safety Production; 4. Valid Safety Production License; 5. More than five [5] years water conservancy or irrigation construction experience. Enterprise established time on the business license of shall prevail; (Enterprise established after 2013 will be rejected.) 6. Company registered capital shall be no less than RMB 10 million Yuan and the net assets shall be no less than RMB 30 million Yuan. 7. Good enterprise credit conditions without significant quality safety accident in the past three [3] years ( ## ); 8. Quality management system certification issued by Authorized Institutions. 9. Foreign/overseas bidders must have similar equivalent qualifications. Joint Venture bidder is accepted for this tender.

3. International competitive bidding will be conducted, and postqualification procedure is adopted and is open to all qualified bidders.

4. For the parent-subsidiary companies, the companies have direct management relationship, as well as the companies which have same parent company; is not allowed to participate the same Lot tendering.

6. To purchase a complete set of Bidding Document (Chinese, English Bidding document), eligible Bidders should submit a written application to the Procurement Agent starting from January 12, 2018 to January 23, 2018 (except Saturday, Sunday and holidays) upon payment of a nonrefundable fee RMB 8,000 Yuan (or USD 1100 or Euro 1000). The method of payment can be in cash, check or Telegraphic Transfer. For delivery service, the domestic bidder shall pay RMB 200 Yuan extra per Lot; the foreign bidders shall pay USD 40 or Euro 30 extra per Lot. 7. Bids must be delivered to the address below at or before 10 a.m. February 27, 2018, late bids will be rejected.
