4、略公司受红河州利用国际金融组织贷款建设项略（业主）委托, 现略顾问对该项目提交兴趣函。略可向我们提供相关的信息，以证明他们具备相应的资格条件略本咨询服务。

5、本咨询顾问评审要求：

咨询机构可以是交通规划专业略所，按研究标准配备齐全相关专业的技术人员；具有略市交通规划和停车管理政策研究经验，以及十年以上相关领域专业经验；近5年内至少成功完成了2个类似的合同；具备开展综合性研究项目的机构能力和成果宣传推广经验；拥有充足的本项目相关领域的专家资源；熟悉X省、红河州以及两个县市经济发展现状和相关政策法规；具备良好的翻译能力，确保翻译工作质量。

对于联合体投标单位，联合体成员必须满足与已有或将签订的联合体协议分配给该成员工作相对应的要求。

6、咨询公司应提交包括但不限于以下文件，以证明其具备相应的资格条件略本咨询服务：

i) 公司的法定名称和营业执照；

ii) 联系人和联系方式（地址、电话、邮箱）；

Assignment Title: Parking and Traffic Calming Policy Research, Planning the Implementation of Pilot Programs

Reference No.: HH-CS-01

The People’s Republic of China has received financing from the World Bank toward the cost of the Yunnan Honghe Prefecture Diannan Center Urban Transport Project, and intends to apply part of the proceeds for consulting services.

1. Study objectives and significance of the services:

Identify parking demand distribution, trip distribution and traffic black spot through investigations of existing parking supply and demand, travels and traffic safety of Mengzi and Jianshui; Analyze the main problems existing for parking lots construction, operation and management, analyze potential traffic accident points and traffic incidents point. Establish a parking planning and traffic calming management system for the government to address parking problems, which shall be in consistent with the automobile development strategy, land-use planning, public transport and roads facilities in both Mengzi and Jianshui. Provide reasonable and sound policy direction and construction guidance for enhancing safety of accident-prone points.

2. The consulting services (“the Services”) include:

2.2 Development strategy study of parking and traffic calming

2.3 Parking demand forecast

2.4 parking lot layout planning

2.5 Parking policy research

2.6 Traffic calming measures

2.7 Project demonstration area

2.8 Parking management capacity training

3. The estimated input is 39 staff months. The contract duration is about 12 months with the estimated start date from March 2018.

4. Entrusted by Honghe Prefecture Project Management Office (the Employer), Instrimpex International Tendering Co., Ltd (Procurement Agent) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

5. The criteria are:

The consultant may be design institutes or university transportation research units specializing in planning, who shall provide adequate technical personnel according to the requirements; The consultant shall have more than five years of urban transportation planning/parking management policy research experience, as well as more than ten years professional experience in related fields; At least 2 similar contracts which have been satisfactorily and successfully completed for last 5 years; The consultant shall have the institutional capacity for comprehensive research project and experiences in results promotion; The consultant shall have sufficient resources of experts in related fields, familiar with economic development status and related policies and regulations of Yunnan province, Honghe prefecture, Mengzi and Jianshui. The consultant shall have good translation capabilities to ensure the quality of the translation work.

For Joint Venture, the JV member of the JV must meet the requirement corresponding to the assignment as given in existing or to be signed Joint Venture Agreement.

6. The Consultant should provide documents include but not limited to the follows to demonstrate its capability and competency:

i) Legal name of the firm and its business licenses;

ii) Contact person and details (address, phone numbers, and email address);

iii) Firm's general profile, or brochures;

iv) Describe the organization structure, staffing situation and facilities;

v) List general projects experiences for the last ten years, including the completed and the on-going projects or contracts;

vi) Documentary evidences of the similar contracts experiences;

vii) Other documentation as firm finds necessary to demonstrate its capability and competency to the assignments.

For a Joint Venture, each member of the JV should submit the documents mentioned above.

7. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011, revised in July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

8. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

9. A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
