3、投标人资格要求
投标人应具备的资格或业绩:(1)Business scale:
The Bidder shall have the business scale and business abilities matching the contract bid (package) and the annual main business income in recent three years ( * , * , * ) shall be no less than RMB 3 billion (included). If the Bidder is an agent, the client production enterprise (manufacturer of the bid product) must meet the requirement that the annual main business income in recent three years ( * , * , * ) shall be no less than RMB 2 billion (included).
(2)Business qualification:
1)The Bidder shall have related qualifications and the qualifications to complete the contract bid (package), including (but not limited to):
The Bidder must be suppliers or dealers specified in Automobile Sales Management Measures (No.1 decree of Ministry of Commerce in * );
Manufacturer of bid products: Production enterprises listed in Recommended Model Catalogue of Energy - saving and New Energy Vehicle Demonstration and Application Engineering by Ministry of Industry and Information Technology;
The Bidder shall complete quality assurance system and has been certificated by the following quality assurance systems (but not limited to): ISO * Quality Management System, ISO * 1 Environment Management System, ISO * 1 Occupational Health and Safety Management System or equal certifications.
2)Requirements of other professional abilities for Bidder:
The bid products shall be the models listed in the Recommended Model Catalogue of Energy-saving and New Energy Vehicle Demonstration and Application Engineering by Ministry of Industry and Information Technology;
The bid products must meet the relevant requirements of the No. * Circular of the Ministry of Industry and Information Technology [ * ] "Notice on Further Improving the Safety and Technical Performance of Large and Medium-sized Vans and Strengthening the Management and Registration Management of Vehicles (Announcement)" and shall be the vehicles with valid National Automobile Bulletin and Environmental Protection Bulletin. In addition, they shall conform to the national regulations relevant to energy saving and environmental protection.
(3)Contract experience:
1)General experience:
Bidder: the Bidder must have at least five years' experience (i.e. the Bidder shall register and establish before January 1, * and still operates normally) in the business similar to that in the contract bid (package).
Manufacturer of bid products: shall have the abilities to manufacture the offered products or develop their system and shall engage in the manufacture or development of such products for at least 5 years (i.e. the manufacturer of relevant equipment and developer of system software shall register and establish before January 1, * and still operates normally).
2)Special experience:
Bidder: From January 1, * to bid opening date, the Bidder as the contract supplier or main responsible party of the joint venture, shall have at least 2 projects or contracts for supply of new energy buses and after-sales service that are signed, implemented successfully and operated for more than one year and whose scales, implementation contents and complexity are similar to those of this contract with the contract amount of the part containing the above contents in each contract being at least RMB * million.
Manufacturer of bid products: From January 1, * to bid opening date, as the manufacturer, shall have at least 2 projects or contracts for supply of new energy buses and after-sales service that are implemented successfully and operated for more than one year and whose scales, implementation contents and complexity are similar to those of this contract with each contract shall at least include supply and after-sales service of * (included) * m and * (included) * .5m new energy buses (city buses).
(4)Technical experience:
1)The Bidder must equip the contract bid with the project implementation team with relevant experience. The main team members must meet the following requirements:
General coordinator: be responsible for the contract signing, contract implementation (corresponding performance certification, including contract and acceptance report shall be provided).
In Xining region, the Contract Seller should establish after-sales service organization which is responsible for maintenance and servicing of "power planning, power saving and safe power usage system", troubleshooting the system and offering all-weather * h service. If a fault occurs, the service staff shall arrive at the site within an hour. For general fault, remove it within 4 hours and for major fault, provide solutions within * hours. Set special after-sales service staff in accordance with 2% of the operating vehicle number.If it does not have such service facilities, the bidder shall entrust such services to Xining's agency in order to meet the after-sales service requirements.
2)Product authorization: If the Bidder is not the equipment manufacturer, the Bidder shall provide the authorization dedicated to this project which is issued by equipment manufacturer or its authorized agent.
(5)Production capacity:
1)The manufacturer of the bid products shall engage in the production of similar products for at least 5 years.
2)The bid products shall be the models listed in the Recommended Model Catalogue of Energy-saving and New Energy Vehicle Demonstration and Application Engineering by Ministry of Industry and Information Technology;
(6)Financial condition:
1)The Bidder has good financial condition and the abilities to gain profits continuously in a long term. The annual net asset (calculated as the difference of total asset and total liability) in the past three (3) years ( * , * and * ) shall be positive value.
2)Financial resources: the Bidder shall explicitly show the finance abilities, such as liquid asset, fixed asset that is not mortgaged, line of credit and other financial resources, excluding the contract advance payment and total current amount with commitment to show that it can meet the cash flow requirement of RMB * million.
(7)Litigation history
The total amount of the uncompleted claim, arbitration or other litigation shall not exceed * % of the Bidder's net asset.
(8)Others:
The potential Bidder shall note the specifications on eligibility and interest conflict in ITB Clause 4. The Bidder with interest conflict will be considered unqualified.
(9) Joint venture:
The Consortium(or the JV) bidding is not accepted.
