1、中华人民共和国已申请一笔德国促进贷款，用于支付利用德国促进贷款吉安职业技术学院项目的费用，并计划将一部分贷款用于 第01包：实训楼和学生食堂土建工程项下的合理支付。所有符合德国复兴信贷银行采购指南中规定的合格的投标人均可参加投标。

2、中信国际招标有限公司（招标代理）受吉安职业技术学院（招标人）的委托，邀请合格的投标人对下列工程的实施、完工和修复缺陷提交密封投标。本次招标将采用国际竞争性招标(ICB)方式进行采购。

本工程合同段及工程内容见下表：

3、 投标申请人资质及业绩要求：

（1）投标人的资格

1）应具有房屋建筑工程施工总承包壹级（含壹级）以上资质。投标文件中应提供有关资质文件复印件；如为外国投标人，应提供其管辖区域内同等级别的相应资质文件。

2）应为独立企业法人，注册成立时间（以营业执照为准）不得少于5年；对于国内投标人，其注册资本金不得少于5000万元人民币；投标文件中应提供经年检的营业执照复印件或者其他法律注册证明文件复印件；

3）应具有有效的安全生产许可证，投标文件中应提供复印件；国外投标人须提供书面证明文件，证明投标人在其所在国可达到相应的施工安全技术标准；

4）如为国外投标人，须提供书面证明文件，证明并承诺其可在业主所在国开展业务并履行合同条款和/或技术规范中所规定的所有义务。

（2）投标人的业绩

投标人应提供在2015至今在中国境内至少有两个已完成的与本合同类似的由国际金融机构提供资金或外国政府贷款的土建工程项目（以签署完工证明时间为准），单个合同的合同金额不低于700万欧元或等值人民币金额，并且这些项目必须在规模、工程性质、复杂程度、方法、技术和其他方面和本项目类似。

投标人应在投标文件中提供有关项目的中标通知书和施工合同（首页、第一页或能表明合同范围页、合同签字页、注明业主联系人、联系电话及传真）及完工证明复印件。

（3）投标人财务能力

1）投标人开户银行在开标日前三个月内开具的不少于6000万元人民币或等值金额的同期授信，投标人须在投标文件中提供银行协议或银行证明复印件并加盖投标人公章。

2）投标人过去三年（2017-2019）的年平均营业额不得少于2亿元人民币。为了证明其营业额满足招标文件的要求，投标人应提供过去三年（2017-2019）经注册会计师审计过的财务报表以及审计报告；

3）投标人过去三年（2017-2019）每年的净资产（总资产与总负债之差计算）应为正值；

4）投标人应具有良好的银行资信和商业信誉，没有处于被责令停业，财产被接管、冻结、破产状态。

4、 本项目不接受联合体投标。

5、 有兴趣的投标人可以自2020年9月25日至2020年11月10日每天（节假日除外）9:30时至11：30，14：00至16：00时（北京时间）购买招标文件。招标文件每套售价为人民币6000元或750欧元，售后不退。如需邮寄，可以书面形式通知中信国际招标有限公司，并另加邮费每套500元或60欧元，招标人在收到邮购款当日内，以快递方式向投标人寄送上述资料。提供施工图电子版。

6、 所有投标书应于2020年11月10日上午10:00（北京时间）之前送交到以下地址。兹定于2020年11月10日上午10：00（北京时间），在北京市海淀区友谊宾馆苏园17单元三层会议室公开开标。届时请选择参加投标的代表出席开标仪式。无法到场出席开标仪式的投标人，请于递交投标文件截止日期前将投标文件寄至上述地址（以快递公司提供的实际签收时间为准）。

1. The Government of the People’s Republic of China has applied for financing from the German Promotion Loan through KfW toward the cost of Ji’an Vocational Technology College Utilizing German Promotional Loan Funded Project. The Borrower intends to apply a portion of the funds to eligible payments under Lot 01: Procurement of Civil Works for Practical Training Buildings and Student Canteen of this project. In line with the KfW procurement guidelines, all eligible bidders may submit a bid.

2. CITIC International Tendering Co., Ltd., as the Tendering Agent and on behalf of Ji’an Vocational Technology College (Tenderee), hereby invites sealed bids from eligible bidders for construction, completion and defects repair of following contents. The International Competitive Bidding (ICB) procedures shall apply.

3. Qualification and Performance Requirements for Bidders

(1) Bidder’s Qualifications

1)The bidder shall have Grade I or above (including Grade I) qualification of general contracting of Building Construction. The copy of relevant qualification certificate shall be provided by bidders in its bid; in case of foreign bidder, it shall provide the equivalent documents from their respective jurisdictions.

2)The bidder shall be an independent legal entity and the registration time shall be no less than [5] years (subject to the time on business license). For the domestic bidder, it shall be with the registered capital of no less than RMB 50 million Yuan. The copy of valid business license through annual inspection or other legal registration document shall be provided by bidder in its bid;

3)The bidder shall have a valid Work Safety Certificate. The copy shall be provided by bidder in its bid; in case of foreign bidder, it shall provide documentary evidences in the bids to demonstrate that it has capacity to reach relevant safety construction technology standards in its country;

4)In case of foreign bidder, it must furnish documentary evidence in its bid to demonstrate and undertake that it is eligible to do business in Employer’s country and meet its contractual obligations and/or any other obligation as stipulated in the Technical Specifications of bidding documents.

(2) Bidder’s Project Performance Record

Since 2015, the bidder shall have successfully undertaken at least two (2) or more similar works project in China (subject to the signing time of construction contract), with each contract value of not less than 7 million Euro or equivalent amount in other currency, and the Contractor shall have performed the housing construction project funded by foreign government financed loan or international financial organization financed loan;

The bidder shall provide copies of the corresponding Notification of Contract award and construction contracts (copies of cover page, first page indicating the contract scope, signature page of Contract, noting Employer’s contract person, telephone and fax number) for these projects.

(3) Bidder’s Financial Situation

1) The bidder shall provide an original Line of Credit of no less than RMB 60 million or equivalent amount in other currency issued by its bank of deposit within 3 months before the bid submission date in its bid. The Bidder shall provide documentary evidences like bank agreement or certificate etc. in its bid;

2) During the past three years (2017-2019), the bidders shall have the minimum average annual turnover of RMB 200 million Yuan. The bidder shall submit its audited financial statements and reports by CPA for the last three(3) years (2017-2019) to demonstrate its financial situation;

3) The bidder’s net worth for the last three [3] years (2017-2019) calculated as the difference between total assets and total liabilities for each of the three years shall be positive;

4) The bidder shall have the good bank credit and business reputation; property was not in receivership, freezing or bankruptcy status. The qualification requirements on project team members of the bidder and other requirements, please see the bidding documents for details.

4. A bidder in the form of joint venture is not accepted.

5. A complete set of Bidding Documents can be purchased by interested bidder upon paying a non-refundable fee of RMB6000 Yuan or EUR750 from September 25, 2020 to November 10 17, 2020 daily (except holidays) between 9:30 a.m.-11:30 a.m.and 2:00 p.m.-4:00 p.m. (Beijing Time). If needed, the bidder could submit a written application to CITIC International Tendering Co., Ltd. to arrange the delivery of Bidding Documents by paying an additional postage fee of RMB500 Yuan or EUR60. The Tendering Agent will dispatch the above-mentioned documents by courier in the same day upon receipt of the postage fee. The electronic version of construction drawings will be provided.

6. All bids must be delivered to the following address before 10:00 a.m. on November 10, 2020 (Beijing Time).Bid Open Ceremony will be held at 10:00 a.m. on November 10, 2020 (Beijing Time) at Meeting Room of 3/F, No.17 Unit, Su Yuan, Beijing Friendship Hotel, Haidian District, Beijing China. Bids will be opened in the presence of bidders" representatives who choose to attend.
