上海机电设备招标有限公司受买方委托对下列产品及服务进行国际公开竞争性招标，于2012年09月10日在公告。本次招标采用传统招标 方式，现邀请合格投标人参加投标。
1、招标产品的名称、数量及主要技术参数：
上海机电设备招标有限公司（以下简称：招标机构）受泛亚汽车技术中心有限公司（以下简称：招标人）委托，对其下述货物进行国际竞争性公开招标。现邀请合格投标人就下列货物及其相关服务提交密封投标：
（1）名称及数量：低噪音两转鼓底盘测功机1套
（详见招标文件第八章供货描述）
（2）技术要求：见本招标文件第八章
（3） 交货期：见本招标文件第八章
*2. 本次招标的合格投标人应满足的资格要求：
2.1.1供货方资质应满足上海通用汽车有限公司采购部的要求
Supplier qualification should meet the requirement of SGM purchase department.
2.1.2供货方资质还须符合以下要求：
Supplier qualification must also meet the following requirements:
2.1.2.1供货方必须为底盘测功机领域全球一流品牌,（包括系统中所用的电机，轴承，配电柜，冷却系统等所有零部件制造商），必须通过ISO9001、或对等的有效质量体系认证（了解供货方是否满足），其中所有的零部件材料必须采用国外知名品牌进口并预制成型，并且在BOM表中有所标注，列出详细信息。在安装过程中需要满足对环境的要求。
Suppliers should be the famous international company in acoustic field (including motors, bearings, cooling system and all the accessories suppliers). Should meet the ISO9001 system authentication or equivalent. Suppliers should provide relevant certifications copies in tender book and all parts must be well-known international brand import and in the BOM table sets out the detailed information. Need to meet the environmental requirements during the installation process.
2.1.2.2 *供货方在中国有产品用户，至少在中国有与本次投标的低噪音底盘测功机类似方案在整车NVH开发领域成功应用的实例2个以上，并有良好的使用信誉和售后服务保障体系。
Supplier should have customers in China and have at least 2 successful applications similar with the bidding one in vehicle level NVH development in China, have good reputation and after-sales service support system.
2.1.2.3*供货方所提供的方案必须是成熟的方案，和与本次投标的低噪音底盘测功机类似方案在整车NVH领域成功应用的实例（至少10个国际类似用户，并附用户清单及其联系方式，和主要技术指标）。
Supplier should offer examples of successful application of NVH chassis dynamometer similar with the bidding one in other anechoic chamber (At least 10 similar international users along with the user list, contact information and main technical indicators);
2.1.3供货方应根据供货描述（参考1.3）中所列项目内容和数量进行报价，对于硬件设备及软件系统应按照各组成部件/模块进行分项报价；
The supplier should quote price based on items and the number in the supply and demand of goods list (Item1.3). For hardware devices, price should be quoted separately in accordance with constituent parts / sub-modules;
2.1.4供货方应在报价单中注明设备及各项零部件系统的原产地与制造商信息；
Suppliers should indicate manufacturer and origin information of equipment in the quotations;
2.1.5*供货方需提供接近本技术要求的过去成功实际设备照片，噪音处理方案，签名部分的局部图纸复印，实际测试结果的原始数据和验收报告一套资料（至少提供国内/国外各一家）。
The supplier shall provide to the technical requirements of the actual equipment photo and sound treatment proposal.Supply signature part of drawings photocopying,raw data and acceptance report of the test results (At least one domestic and one overseas).
2.1.6*供货方需提供满足技术要求的详细书面的技术方案，详细噪音处理方案，材料明细表等；
The supplier shall provide written technical proposal, sound treatment proposal and material list to the technical requirements in detail.
