上海机电设备招标有限公司受买方委托对下列产品及服务进行国际公开竞争性招标，于2012年09月11日在公告。本次招标采用传统招标 方式，现邀请合格投标人参加投标。
1、招标产品的名称、数量及主要技术参数：
（1）名称及数量：鼓风机流量控制及测试台架1套
（详见招标文件第八章供货描述）
（2）技术要求：见本招标文件第八章
（3） 交货期：见本招标文件第八章
*2. 本次招标的合格投标人应满足的资格要求：
2.1.1供货方资质应满足上海通用汽车有限公司采购部的要求。
Supplier qualification should meet the requirement of SGM purchase department.
2.1.2供货方资质还须符合以下要求：
Supplier qualification must also meet the following requirements:
2.1..1.1供货方必须为流量控制及测试领域全球一流品牌（包括系统中所用的风机、温湿度、压力传感器等制造商），必须通过ISO9001或对等的有效质量体系认证，其中所有的风机、传感器必须采用国外知名品牌进口，并且在BOM表中有所标注。在安装过程中需要满足对环境的要求；
Suppliers should be the famous international company in flow control and test field (including manufacturers of motor, temperature and humidity sensor, pressure sensor).Should meet the ISO9001 system authentication or equivalent. All the motors and sensors must use the overseas well-known brand imports, and marked in the BOM list. The installation process needs to meet the requirements of environment;
2.1..1.2在中国有产品用户，并有良好的使用信誉和售后服务保障体系；
Supplier should have customers in Shanghai or mainland of China. Have good reputation and after-sales service support system;
2.1..1.3供货方所提供的方案必须是成熟的方案，和与本次投标的鼓风机流量控制及测试台架的类似方案在NVH领域成功应用的实例（至少10个国际类似用户，并附用户清单及其联系方式、验收报告及主要技术指标）。要求有签名部分的局部图纸复印或检测部门的相关签字证明，有关检测部门测试结果的原始数据；
Supplier should provide the reasonable proposals and the similar successful cases as this tender (at least 10 similar international customers with clients list and contact information, receiving report and the key technical indexes). And the copies of partial drawing with signature or related certification and the original test value by inspection department;
2.1..1.4供货方应根据供货描述（参考1.3）中所列项目内容和数量进行报价，对于硬件设备及软件系统应按照各组成部件/模块进行分项报价；
Supplier should quote the items list in the table in ‘1.3 goods description’. Hardware and software system should be quoted separately according to each component/module;
2.1..1.5供货方应在报价单中注明设备及各项零部件系统的原产地与制造商信息；
Supplier should specify the information on equipment and each component origin and manufactory in the quotation;
