上海机电设备招标有限公司受买方委托对下列产品及服务进行国际公开竞争性招标，于2012年09月20日在公告。本次招标采用传统招标 方式，现邀请合格投标人参加投标。
1、招标产品的名称、数量及主要技术参数：
上海机电设备招标有限公司（以下简称：招标机构）受泛亚汽车技术中心有限公司（以下简称：招标人）委托，对其下述货物进行国际竞争性公开招标。现邀请合格投标人就下列货物及其相关服务提交密封投标：
（1）名称及数量：低噪音电动车、混合动力车车用驱动电机测功机1套
（详见招标文件第八章供货描述）
（2）技术要求：见本招标文件第八章
（3） 交货期：见本招标文件第八章
*2. 本次招标的合格投标人应满足的资格要求：
2.1.1供应商资质应满足上海通用汽车有限公司采购部的要求
Supplier qualification should meet the requirement of SGM purchase department.
2.1.2供应商资质还须符合以下要求：
Supplier qualification must also meet the following requirements:
2.1.2.1供应商必须为电机测功机领域全球一流品牌（包括系统中所用的扭矩计、中间轴承、穿墙轴、冷却系统、电池模拟器、功率计等制造商），必须通过ISO9001或对等的有效质量体系认证，其中所有的零部件材料必须采用国外知名品牌进口并预制成型，且在BOM表中标注。在安装过程中需要满足对环境的要求。
Suppliers must be the world-class brand in the motor dynamometer field (including toque meter, middle bearing, Wall-throw shaft, cooling system, battery simulator, power meter Manufacturers). Must be effective quality system certification by ISO 9001 or peer, all parts and materials must be well-known international brands imported and precast molding, and marked in the BOM table. Need to meet the environmental requirements during the installation process.
2.1.2.2在中国或上海有产品用户，并有良好的使用信誉和售后服务保障体系。
Customer in Shanghai or mainland of China. Good reputation and after-sales service support system.
2.1.2.3*供应商所提供的方案必须是成熟的方案，和与本次投标的电机测功机类似方案成功应用的实例（至少1个国内客户，5个国际用户，并附用户清单及其联系方式、验收报告及主要技术指标）。要求有签名部分的局部图纸复印或检测部门的相关签字证明，有关检测部门测试结果的原始数据。
Supplier should provide the reasonable proposals and the successful application of this tender motor dynamometer similar program in NVH testing field (at least 1 local customer and 5 international customers with clients’ list and contact information). And the copies of partial drawing with signature or related certification and the original test value by inspection department.
2.1.2.4供应商应根据供货描述表（参考第八章1.3）中所列项目内容和数量进行报价，对于硬件设备及软件系统应按照各组成部件/模块进行分项报价；
Supplier should quote according the content and quantity listed in the table of ‘goods description’ (refer 1.3); the sub-item pricing for hardware and software systems should be in accordance with all the components / modules.
2.1.2.5供应商应在报价单中注明设备的原产地与制造商信息；
Supplier should specify the information on equipment origin and manufactory.
