1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，渤海油田柴油消防泵撬（800m3/h）的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：协议有效期为5年，执行采用“3+2”模式。协议有效期自合同签订起日至2024年12月31日止。合同执行过程中，第三个自然年内，除非合同一方明确提出不再续签合同，则合同在第三个自然年执行完毕后执行期限自动延长两年。若合同有效期内合同一方提出合同终止之外的其他异议，不影响合同有效期的效力，待双方达成一致意见后另行签订补充协议。

货物名称：柴油消防泵撬

数量： N台套（评标价为1台套）

技术规格： 每橇一台消防泵，排量800m3/h，出口压力1300kPaG(at EL(+)12.0m)；

柴油消防泵特性曲线应该满足如下要求：在不少于65%的额定扬程时，流量不少于额定流量的150%；关死点扬程不大于额定扬程的140%；额定扬程应在100%额定流量的情况下实现。

交货期：合同签署订单生效后330日内货到甲方指定地点（国内）

或合同签署订单生效后315日内货到甲方指定地点（进口）

交货地点：中国天津或山东青岛黄岛建造场地（国内货物）或山东青岛港CIF（进口货物）

2．业绩和资格要求：

1) 柴油消防泵橇需按照中国强制性产品认证制度进行设计、制造、认证和检验。投标人应委托经国家认监委指定的认证机构对柴油消防泵组进行3C认证，并在设备交付时提供3C认证证书，设备本体需标有3C消防认证标志。

2) 投标人应在投标文件中提供立式长轴泵、柴油机、现场控制盘、齿轮箱设备的FM或UL证书（需要为同系列设备），以证明制造商在投标时同系列设备已取得FM或UL证书，设备交付时提供所交付设备的FM或UL证书，且设备铭牌需标有FM或UL的认证标志。

3) 投标人所投标的柴油消防泵橇应为制造商的成熟产品，买方不接受新试制产品。消防泵生产和成橇为同一制造商，制造商应具有至少2个项目（限2010年1 月1 日之后签订的合同，柴油消防泵橇，立式长轴泵，排量≥1000m3/h，扬程≥120m）在海洋石油平台或FPSO的供货业绩，且无不良业绩，并提供相应的书面材料（供货合同）；上述文件中如未包含设备的扬程、排量、所在设施的名称及使用方信息，投标人应提供有效说明文件。

4) 投标人选配的柴油机应为厂家的成熟产品，买方不接受新试制产品。其中柴油机（相同系列）作为消防泵驱动设备至少有2 个项目在海洋石油平台或FPSO 成功运行2 年及以上的业绩。

5) 柴油消防泵需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，Lloyd’s，DNV，CCS，BV）对柴油消防泵设备整体进行检验并获得检验证书。

未购买招标文件不允许参加投标。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2020年10月26日至2020年11月3日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年11月17日10:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第七会议室 。在此时间后收到的投标文件恕不接受。

5．开标时间：定于2020年11月17日10:00（北京时间）开标。开标地点：北京市东城区东直门外小街6号海油大厦4层第七会议室 。

Project overview: The validity period of the agreement is 5 years, and the implementation mode is "3 + 2". The agreement is valid from the date of signing the contract to December 31, 2024. During the execution of the contract, within the third natural year, unless one party of the contract explicitly proposes not to extend the contract, the execution period of the contract shall be automatically extended for two years after the completion of the third natural year. If one party of the contract raises any objection other than termination of the contract within the validity period of the contract, the validity of the contract shall not be affected. A supplementary agreement shall be signed after both parties reach an agreement.

2.Qualificationrequirements:

1)The Diesel Engine Driven Fire Water Pump to design, manufacture, inspection andcertification in accordancewith the China mandatory product certification system. The bidder shall entrustthecertification body designated by theNational Accreditation Authority forthe3C certification of the Diesel Engine Driven Fire Water Pump, and providethe3C certification certificate when the equipment is delivered, and the equipment body shall be marked with the 3C fire certification mark.

2)The BIDDER shall provide atleast FM or UL certificates of the same series of relevant equipment (such as Diesel Engine, Gearbox, Control panel and Verticalline shaft pump) at the bidding stage to prove that the manufacturer has obtained FM or UL certificates of the same series of equipment at the time of bidding, and then shall providethe FM or UL Certificate of the contracte quipment in delivery; the equipment nameplate shall be marked with the certification mark of FM or UL.

3)The Diesel Engine Driven Fire Water Pump SKID provided by VENDOR shall be the mature products of the manufacturers, the newly trial products would not be accepted. Fire pump production and Assemble into skid for the same manufacturer，The products (Limited to signing the contract after January 1,2010,the Diesel Engine Driven Fire Water Pump skid, Vertical long shaft pump, Capacity≥1000 m3/h and Pump Head≥120m) provided by BIDDER shall have at least 2 projects of supply performance on the Offshore Oil Platform or FPSO. The BIDDER shall provide the relevant supporting documents (contract). If the pump head, pump capacity, the name of the facility and the user’s information are not included in the above documents, the bidder shall provide the valid documentation.

4)The DIESEL ENGINE that BIDDER selected should be the manufacturer"s standard products, the newly trial productswouldnot been accepted. The DIESEL ENGINE that drive fire water pump shall haveatleast 2 projects of two years or more of successful performance on the offshore oil platform or FPSO.

5)The Diesel Engine Driven Fire Water Pump shall be designed, manufactured, certifiedand tested in accordancewith therequirements of Safety Rules for Offshore Fixed Platform Issued byStateEconomic & Trade Commission. PRC (SETC). Supplier shall at his owncostarrange inspection and obtain inspection compliancecertificate of The Diesel Engine Driven Fire Water Pump from one of the certifying agencies authorized by?COOOSO, which are ABS,?LIoyd"s, DNV,CCS, BV.
