1. The People’s Republic of China has received financing (Loan No.: 3827-PRC) from the Asian Development Bank (ADB) toward the cost of Heilongjiang Green Urban and Economic Revitalization Project Qitaihe Electric Public Bus Purchase, and it intends to apply part of the proceeds of this financing to eligible payments under the Contract named Qitaihe Electric Public Bus Purchase (Contract No.: QH- G6B).

2. Qitaihe Bus Company of Heilongjiang Province now invites sealed bids from eligibleand qualified biddersfor the below:

The content of this bidding procurement is in one contract package. Include 40 electric buses, 2 sets of charging equipment and site operation and maintenance training.

The warranty period: 3 years.

The delivery period of the above project: 35 days to 3 months after signing the contract.

3. This bidding is an international competitive bidding and is open to all eligiblebidders who meet the requirements of the “ADB Development Bank Procurement Guidelines” (2015version updated from time to time).

4. Eligiblebidders who are interested can get more about the relevant information from the address listed in this Invitation for Bids, and inspect the Bidding Documents on 10/F Section A, Yuan Dong Plaza, No. 18 Hengshan Road, Xiangfang District, Harbin, Heilongjiang Province.

5. Potential bidders should pay attention to the provisions on eligibility and conflict of interest in Article 4 of the Instructions to Bidder of this Bidding Document. All bidders with conflicts of interest are ineligiblebidders.

6. The qualification requirements for the bidders include: the qualification requirements for bidders of (001 Qitaihe Electric Public Bus Purchase): i) Contractual Experience: Successful completion as main supplier within the last 5 years (within 5 years before bid submission deadline), of at least 2 contracts each valued at CNY 33 million with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

ii) Technical Experience: The Bidder shall demonstrate that the goods of similar type and specification as offered (electric bus) have:

(1)beenin production for at least three (3) years (within 3 years before bid submission deadline);

(2) been sold a minimum of 1500 units over the last three (3) years (2017,2018,2019);

(3)been in an operation for a minimum of three (3) years (within 3 years before bid submission deadline) in cold area (The area with the lowest temperature around -30.0℃in winter)

iii) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years (2017 2018 2019) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year (2019) calculated as the difference between total assets and total liabilities should be positive.

iv) Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 100 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2017, 2018, 2019).

v) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 16 million.

7. To purchase the Bidding Documents, eligible bidders should write to the address listed in the Invitation for Bids, and pay a nonrefundable fee of CNY 1000. The payment method is cash/check/remittance. Payment for Bidding Documents is not refundable No liability will be accepted for loss or late delivery). The Bidding Documents will be provided by post/on-site collection. For the Bidding documents that need to be mailed, the additional fee shall be CNY 200.

8. All Bidding Documents should be submitted to the address listed in this Invitation for BidsbyDecember 9, 2020 at 9:30. Late biddocuments will be rejected. The bid will be publicly openedat the address specified in this Invitation for Bids. Bidders may send representatives to participate in the Bid Opening. The bid opening time is on December 9, 2020 at 9:30.

1.中国政府已从亚洲开发银行申请了一笔贷款（贷款编号：3827-PRC），用于支付亚行贷款黑龙江省煤炭资源枯竭型城市转型发展促进项目七台河项目电动公交车采购的费用，并计划将其中的一部分贷款用于支付七台河项目电动公交车采购合同（合同编号：QH-G6B）项下的合格支出。

2.黑龙江省七台河市公共汽车公司现邀请合格的且有资格的投标人就下列递交密封的投标文件：

本次招标采购内容分为1个合同包。包括电动公交车40台，充电设备2套及现场操作及维护保养培训等服务。

质保期：3年。

上述工程的交货期为：合同签订后35天-3个月。

3.本次招标为国际竞争性招标，凡符合《亚行开发银行采购指南》（2015版本并不时更新）规定的合格投标人均可投标。

4.有兴趣的合格投标人可以从本投标邀请函列明的地址进一步了解有关信息，并在黑龙江省哈尔滨市香坊区衡山路18号远东大厦A区10层查阅招标文件。

5.潜在投标人应注意本招标文件投标人须知第4条关于合格性和利益冲突的规定。所有存在利益冲突的投标人均为不合格的投标人。

6.投标人的资格要求包括：(001七台河项目电动公交车采购)的投标人资格能力要求： i) 合同经验：投标人作为主要供货方过去5年（投标截止日期前5年内）以来成功完成至少2个合同，每个合同金额均不小于3300万人民币，同时这些合同必须在性质和复杂程度方面与第六章（供货一览表）描述的供货范围类似。

ii) 技术经验：投标人应证明其所投的类似型号规格的货物（纯电动公交车）：

(1)至少3年（投标截止日期前3年内）的生产经验；

(2)在过去三年（2017、2018、2019 年）内，至少销售1500台类似型号规格的产品；

(3)至少已在高寒地区（冬季最低气温在-30.0℃左右的地区）运行3年（投标截止日期前3年内）。

iii) 财务状况：提供经审计的最近三年（2017、2018、2019年）的年度财务报表，或者，如果投标人所在国法律没有要求，提交买方可接受的其他财务报表，以证明投标人当前财务状况良好。作为最低要求，最后一年（2019年）总资产减去总负债的值应为正值。

iv) 运营规模(年均营业额)：投标人最近三年（2017、2018、2019年）的平均年营业额：不少于10000万元人民币，按投标人已完成或正在履行的合同收到的付款总额计算。

v) 现金流：投标人具有可利用的资金来源，例如流动资产、银行信贷以及其他财务收入，以满足现金流不少于1600万元人民币的要求。
