6、项目简介：“大连中英产业园开发有限公司国检中心一期”建设项目中，拟建碰撞试验室模拟碰撞系统。本采购项目主要采购碰撞试验室模拟碰撞系统，用于试验室模拟碰撞试验。本次为合格供应商的入围招标。
二、投标人资格
为了能够满足采购要求，且达到控制成本的目的，对投标人的主要要求如下：
1、投标人具有独立的法人地位，是指:在法律上和财务上独立并能合法运作（提供营业执照）；
2、投标方所投的设备必须是液压伺服加速式台车系统，并提供设备制造商公开发行的技术白皮书或者公开宣传手册。
3、自2015年1月1日起，投标方所投标的模拟碰撞系统设备业绩在全球范围内不低于5套，投标方供应商需提供投标设备近5年的销售业绩清单及证明材料（合同复印件或其他证明材料）。
4、设备制造商必须在中国国内有售后服务机构，在中国大陆地区具有完备和迅速的技术支持能力，对售后服务提交方案及证明材料并加盖公章，能提供48小时服务响应提供临时性解决方案，72小时内到达现场服务。
5、投标人应是模拟碰撞系统设备的制造商或代理商，如是代理商，应有模拟碰撞系统设备制造商针对本次投标签字盖章的代理授权书原件。
6、模拟碰撞系统制造商必须通过ISO9001质量体系认证，并提供证明材料。
7、本次招标模拟碰撞系统设备接受联合体投标(需提交联合体协议，格式自拟)。
8、未领购招标文件不可以参加投标。
9、招投标的主要技术要求：
碰撞试验室模拟碰撞系统需要满足以下要求：
a)？模拟碰撞系统必须是液压伺服加速式台车系统，其液压装置应满足ISO 4413-1998《液压传动关于系统的一般规则》相关内容的要求；
b)？模拟碰撞系统的机械、电气装置应满足IEC 60204-1：2000《机械安全 机械电气设备 第1部分：通用技术条件》或与之同等标准的相关内容的要求；
c)？模拟碰撞系统应是一套功能完整、可正常运转、安全的、能够满足用户需求的全新的系统。
d)？正面碰撞滑台设备主要技术参数要求：？动态推力（kN）；≥ 2,750、工作行程（mm）≥1700、载荷（kg）≥3,000、系统响应频率（Hz）≥150；峰值加速度：500kg负载≥90g、2000kg负载≥ 60g、3000kg负载≥ 40g。
e)？鞭打（低速度后碰撞）模拟试验功能要求；模拟碰撞系统应满足各国试验法规在开标时最新版本的要求（例如 Euro-NCAP、CNCAP、IIHS/IIWPG Whiplash Test、FMVSS202a动态波形），其加速度精度、速度精度需通过3次试打达到法规要求。
三、确定正式投标人方式
本项目采用资格预审方式进行（详见《资格预审文件》）；
四、资格预审文件的获取
获取时间：2020年10月30日至11月06日？9:00-16:00（法定节假日除外）。

五、投标报名及递交资格预审资料
递交资格预审资料视同投标报名，递交资格预审申请资料截止时间：2020年11月13日【16:00】，资格预审申请人应在此时间之前将资格预审申请文件1）送至【大连市沙河口区西南路350-2 大连机械设备成套有限公司，汪亚辉收】；2）或以电子邮件方式递交（盖章扫描件），电子邮件以收到时间为准（纸质版本仍需提供，后续以邮寄方式递交）。逾期不予受理。
