（包括三合一输送系统，金检、重检、剔包、喷码系统，码垛机组（包含包装袋平整机构），覆膜机组（包括覆膜机、覆膜机、翻转机）以及出料输送系统，各2套）

高位码垛机组包括间隔输送机、袋旋转机构、单层成型装置、单层四周平整机构、码垛装置及各层表面平整机构；具有高度的自动化，能够自动完成码垛类型的形成并可以根据要求进行跺形的变化、层的堆垛及输送、码垛层数及码垛类型可以通过控制系统自由选择。

码垛能力(单台)：1300~1500袋/h

码垛层数：8~12层

码垛机形式：高位码垛

系统功能：适用于有托盘和无托盘两种码垛方式、自动编组排层、自动整形、自动供托盘

噪声级：允许的等效噪声水平低于85分贝

3. 投标人资格和业绩要求：

（1）投标人必须是码垛机组的制造商或制造商唯一授权的贸易商（贸易商须提供授权证明文件，制造商、贸易商双方签字、盖章）；

（2）投标人近三年（2009年至2011年）在全球范围内同类型的码垛覆膜系统的运行业绩不少于四套，其中，至少有两套无托盘系统。投标人须在投标文件中提供业绩清单及证明其销售业绩的合同复印件或业主证明。业绩清单包括用户名称、联系方式（中国用户）、购置时间、设备型号、实物照片、交货日期等信息，证明其销售情况的书面材料包括合同、业主证明或中标通知书（复印件须由投标人代表签字或盖章）；

（3）投标人须提供开立基本账户的银行在开标日前三个月内开具的资信证明的原件或该原件的复印件。（如为贸易商，须同时提供贸易商与制造商的资信证明）。国内投标人还须提供中国人民银行营业管理部出具的银行基本账户开户许可证复印件（复印件须由投标人代表签字或盖章）；

（4）投标产品的制造商须具备完善的质量控制体系，须提供制造商的ISO9001质量体系或其他等效体系的认证证书（复印件须由投标人代表签字或盖章）；

（5）按招标文件的格式和内容提供制造商对产品质量保证和售后服务的承诺函。

（6）CCC证明（如适用）。

4. 有兴趣的制造商可于2012年10月12日至2012年11月1日每天（节假日除外）8:30时~16:30时（北京时间）在下列地点购买招标文件，本招标文件售价为3,000.00元人民币或500.00美元，售后不退（邮购须另加100.00元人民币或50.00美元）。未在中化国际招标有限责任公司登记购买本招标文件的投标人，其投标将被拒收。

Bidding Announcement for ICB Procurement of Automatic Stacking-Filming System of PP Device for integrated project of magnesium metal in Qinghai Salt Lake Magnesium Industry Ltd.

1. Entrusted by Qinghai Salt Lake Magnesium Industry Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders.

2. Name of Products/Equipment, Quantity and key technical specifications:

Automatic Stacking-Filming System (incl. Two-in-one conveying system, Metal monitoring, weight monitoring, bag removal and jet printing system, Stacker unit, Filming unit, Discharge conveying system) 2 sets

Unit requirements (single unit)

High level stacker unit comprises intermittent conveyor, bag rotating mechanism, single-layer forming device, single-layer surrounding leveling mechanism, stacking device and layers surface leveling mechanism. The stacker unit shall be of high automation and can automatically complete the formation of stacking type, and can change the stacking type and perform the layer stacking and conveying according to the requirements. The number of stacking layers and stacking type can be freely selected through control system.

Stacking capacity (single unit): 1300~1500 bags/h

Number of stacking layers: 8~12 layers

Form of stacker: high level stacking

System function: applicable to the two stacking modes (with pallet and without pallet), automatic grouping and layering, automatic shaping and automatic pallet supply

Noise level: allowable equivalent noise level is less than 85dB.

3. Qualification and Achievement requirements for (the bidder / manufacturer):

(1) Bidder must be the manufacture or the sales company which belongs to the same parent company with the manufacturer(The sales company should provide the letter of authority from manufacturer, the signature by the manufacturer and the sales company is needed);

(2) The bid product shall have operated for recent 3 years (2009~2011) in China or abroad, and the quantity of equipment very similar to the proposed one and already in service shall be at least 4 sets, at least 2 of which has no pallet. A list of reference performance and users for the equipment should be given in the Bid indicating the users names, contact details (for users from China), purchasing date, model of the equipments and any other supporting documents which prove the sales and running results (include but not limited to the signed or sealed contracts, running performance issued by the end-user and performance test etc., the supporting documents will not be inacceptable if without signature or seals.);

(3) The Bidder shall have good bank credit standing, and shall provide a Certificate of Credit Standing from the bank where its basic account opened, issued within three months prior to the date of bid opening in original or its copy(For trader, bank reference letters of both manufacture and trader should be provided). And domestic bidder(except Hong Kong, Macao and Taiwan) is also required to provide the copy of Bank Basic Account Opening Permit issued by the Business Administration Department of the People’s Bank of China (the signature or sealing by the respective of bidders is needed);

(4) The manufacturer of the bid product should have a complete quality control system ;The manufacturer should provide the copy of ISO9001 Quality Control Certificate or other equivalent certificate (the signature or sealing by the respective of bidders is needed);

(5) Bidder should provide the quality assurance and after-sales service commitment issued by the manufacturer according to the format and content of the Bidding Documents;

(6) CCC Certificate (if needed).

4. Interested manufacturers may purchase Bidding Documents at the place hereafter from October, 12th, 2012 till November, 1st, 2012 during the period 08:30~16:30 (Beijing time) upon non-refundable payment of RMB 3,000.00 or USD 500.00 for each complete set of bidding documents (for mail order, an additional RMB 100.00 or USD 50.00 for each set is requested.) Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
