海浦成机电设备招标有限公司就上海国际主题乐园配套设施有限公司上海迪士尼乐园项目下的灌溉设备的制造与供应进行国内公开招标，兹邀请合格的投标人前来投标。
Shanghai Pucheng Machinery & Electric Equipment Tendering Co., Ltd is authorized by Shanghai International Theme Park Associated Facilities Company limited for the domestic public tendering of Manufacture and Supply of Irrigation Equipment of Shanghai Disneyland Project, Eligible tenderers who can manufacture or supply such kind of equipment in this tendering document, are welcome to bid.

备注：本招标项目与编号为PCMET-*******招标项目为整体实施分别招标的招标项目，要求投标人按如下要求进行报价：
Remark: This tender project and tender project of document number PCMET-******* are separately tendering but with overall implementation, tenderers should bid as follows:

1） 对本项目的所有招标要求的设备进行报价，不得有缺漏项；
Bid for all equipment required in tender requirements of this project, no missing item.

2） 对编号为PCMET-*******的招标项目要求的所有招标要求的设备进行报价，不得有缺漏项；
Bid for all equipment required in tender project of document number PCMET-*******, no missing item.

3） 对上述两个招标项目中要求的同样设备的报价，必须保持一致，不得有差异。
The price for same equipment in both two tender projects shall stay the same.

※投标人如未按上述要求承诺和执行，其所有投标（包括编号为PCMET-*******的招标项目）将被拒绝。
※If tenderers disobey the above-mentioned commitment and execution, their bids (include tender project of document number PCMET-*******) will be rejected.

二、 投标人的资格要求
Performance and Qualification Requirements：

投标商有以下行为将会被拒绝参与投标：
Tenderer will be refused if they have following behavior in the past years:
1、 近3年内曾经受到过政府部门或其他组织结构就有关社会、劳动、道德、健康、安全及环境违规行为进行警告、处罚或批评的，或者发生过大规模罢工或严重的劳务纠纷、严重的火灾或安全事故、严重的工伤事故，或者严重的环境事故包括化学泄露，废物处理等问题。
In the past 3 years，tenderers have received any warning, punishment, notice of criticism from government or other organizations for social, labor, ethical, health, safety and environment violations, or encountered workers’ strike or serious labor dispute, encountered serious fire/safety accident, encountered serious work place injury, encountered serious environmental accidents, (e.g. chemical leakage, waste disposal issue) will be dis-qualified.
2、 在过去5年内投标人或其高级职员、总监、雇员、代理人、承包人或代表有向任何级别政府或国家机构、国有企业或国际组织的任何高级职员或工作人员、或者有官方授权或代表以上机构行事的人，又或者政治机构的候选人、政党或政党官员直接或间接地支付、提供、承诺支付或授权支付任何钱财、礼物或其他有价形式以期影响任何行为、决定或获取商业优势使自己或任何其他人获得商业交易的行为。
In the past 5 years, tenderers or any of their officers, directors, employees, agents, contractors, delegates or representatives have been found guilty in the previous 5 years of paying, offering, or promising to pay, or authorizing the payment in each case directly or indirectly, of any money, gift, or anything else of value to any officer or employee of a government at any level or any state agency, state-owned agency or enterprise, or public international organization, or any person acting in an official capacity for or on behalf of any of them, or a candidate for political office, or a political party or party official, for the purpose of influencing any act or decision, either for any business advantage, to obtain or retain business, or to direct business to any person will be dis-qualified.

制造商的资格条件：
Qualification Requirements of Manufacture：

1. 具有独立法人资格与相应的经营范围，企业注册资金不少于2000万元；成立并具有本行业从业经验10年以上；
Must be legal entity with relevant licensed business scope, more than 10 years experiences in this industry with registered capital of not less than 20million Yuan;
2. 在中国有固定的供货与售后服务、维修保养机构，并具有完善的售后服务记录；
Should have authorized institution in china, provide fixed supply, after-sales service, maintenance and with completed after-sales records;
3. 已取得ISO9001-2000质量管理认证证书，
With ISO 9001-2000 quality management system certificate
4. 至少有10年以上灌溉设备的生产经验；
With minimum 10years production of Irrigation Equipment;
5. 具备制造影响水力和控制的全部灌溉设备：包括中央控制系统、卫星站控制器、阀门和喷头。
Capabilities to manufacture the entire Irrigation Equipment and family products that affect the hydraulics and management: including the Central Control System, Satellite Controllers, Valves and Sprinkler Heads.

代理商的资格条件：
Qualification Requirements of Agent：

1、 具有独立法人资格与相应的经营范围，企业注册资金不少于500万元；并具有本行业从业经验5年以上；
Must be legal entity with relevant licensed business scope, more than 5 years experiences in this industry with registered capital of not less than 5 million Yuan.
2、 具有制造厂家对于本项目的唯一授权委托书（一家制造商（一个品牌）只接受一家代理商前来投标）；
With unique Letter of Authorization from Manufacturer for this project, one manufacturer (one brand) should appoint only one agent for bidding.

注：本项目不接受联合体投标，不允许分包、转包。
Remark: Consortium bidding and subcontract are not accepted in this project.

三、 招标文件购买时须提交的资料

营业执照副本复印件及资格条件中规定的相关资格证明文件复印件，上述文件加盖公章，原件备查。注：以上复印件均加盖公章
Business license copies and relative qualification documents copies specified in qualification conditions, these materials which must be stamped with official seals, original copies for checking if needed.

注：潜在投标人在领取招标文件前必须签署招标方提供的保密协议和员工权益声明并加盖公章。拒绝签署该保密协议和员工权益声明的潜在投标人视为自动放弃投标资格，招标代理机构有权拒绝向其发售招标文件。
Remark: The Tenderer must sign and seal Tenderee’s Confidentiality Agreement and Workers’ Right Declaration as provided by the Tenderee, and those who decline to sign the said agreement and Workers’ Right Declaration will be deemed as giving up the bidding qualification by themselves, tender agent has the right to refuse to sell tendering documents.
