1. 中化国际招标有限责任公司(招标机构)受青海盐湖镁业有限公司(招标人)委托,以国际竞争性招标方式邀请合格投标人提交密封投标。

2. 招标产品的名称、数量及主要技术要求:

*6 性能保证:

除了保修外,卖方的性能保证应在下列方面适用设备的性能:

设备的机械和结构完好性、腐蚀/侵蚀和故障防护的材料和工艺保证、卤水蒸发预热器具有25年的设计使用寿命、卤水蒸发器的壳具有25年的设计使用寿命、买方不接受按规定设计条件供应的设备出现任何设备能力方面的降低。卖方应提供证据,证明管壳式换热器的设计在类似工业装置中经过了可靠的证明。

*9.3 壳体和管子的要求:

在卤水蒸发器服务期内,需要若干次定期维护。所设计的主管束应允许长度~150毫米的两个切口;一个切口在主管束下端,一个切口在主管束另一端。所设计的壳体应允许长度~150毫米的两个切口;这些切口均位于膨胀节下面。在管子-管板切割和重新焊接后,蒸发器应完全可用。

*10.1

所有换热器都应根据GB 151的要求进行设计,且还应遵守GB 150的相应要求。

所有换热器的设计与建造都应突出简化性,以方便操作、维护和提高可靠性。设计必须考虑到便于检修,能快速、便捷地更换部件和组件。设计时应充分考虑到操作人员的要求。所有部件的选择都应以最大程度地降低维护工作为标准。标准替换部件应容易获得。

应提供界区的压力部件和支承构件的详细图纸和设计计算书,包括但不限于:

换热器封头、管板、开口及其补强板、内部和外部连接件、管子插入保护套管 – 仅用于蒸发器、孔板 – 仅用于蒸发器、牺牲板 – 仅用于蒸发器。

* 10.1.1

应提供界区内压力部件和支承构件的详细图纸和设计计算书,包括但不限于:

换热器壳体、主管束、牺牲阳极(长和短) - 仅用于蒸发器、牺牲管束 – 仅用于蒸发器。

*3. 投标人资格和业绩要求:

(1) 投标人必须是投标产品的制造商并提供营业执照复印件(复印件须由投标人代表签字或盖章);

(2) 投标人须提供近五年(2007年至2011年)在全球范围内类似设备(与本次招标设备类似规模的管壳式金属换热器)的销售业绩不少于2套。投标人须在投标文件中提供业绩清单及证明其销售业绩的合同复印件或业主证明。业绩清单包括用户名称、联系方式(中国用户)、购置时间、设备型号等信息,证明其销售情况的书面材料包括合同、业主证明或中标通知书(复印件须由投标人代表签字或盖章);

(3) 投标人须具备完善的质量控制体系,须提供ISO9001质量体系或其他等效体系的认证证书(复印件须由投标人代表签字或盖章);

(4) 投标人银行资信情况良好,须提供其开立基本账户的银行在开标日前三个月内开具的资信证明的原件或该原件的复印件(如为贸易商,须同时提供贸易商与制造商的资信证明)。国内投标人(除港、澳、台地区)还须提供中国人民银行营业管理部出具的银行基本账户开户许可证复印件(复印件须由投标人代表签字或盖章);

(5) 按招标文件的格式和内容提供制造商对产品质量保证和售后服务的承诺函(格式详见附件5);

(6) CCC证明(如适用)。

1. Entrusted by Qinghai Salt Lake Magnesium Industry Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders.

*6 Performance Guarantees

The performance guarantee by the Seller, apart from the warranty, shall pertain to the performance of the equipment with regards to:

· Mechanical and structural integrity of the equipment.

· Guarantee of material and workmanship against corrosion/erosion and failure.

· Designed for service life of 25 years for Brine Evaporator Pre-heater.

· Designed for service life of 25 years for Brine Evaporator’s shell.

· The Buyer will not accept any reduced capacity of the equipment supplied for the design conditions specified.

Seller shall provide evidence that such design of shell and tube heat exchangers has proven and reliable history in similar industry.

*9.3 Shell and Tube Requirements:

There are several periodic maintenances required during the lifetime of the Brine Evaporators. The main tube bundle shall be designed to allow two cuts of length ~150mm; one cut of this length on the lower end of the main tube bundle, and one cut of this length on the other end of the main tube bundle. The shell shall be designed to allow two cuts of length ~150mm; the cuts are below the expansion joint. The Evaporator shall be fully functional after the cuts and re-welding of tubes to the tubesheets.

*10.1

All heat exchangers shall be designed in accordance with GB 151 and shall also comply with the corresponding requirements of GB 150.

All heat exchangers shall be designed and constructed with the emphasis on simplicity to ease operation, maintenance and reliability. The design must allow for easy access, for speed and ease of changing components and assemblies. The design shall fully recognise operators’ requirements. All components shall be selected to minimise maintenance. Standard replacement parts shall be readily available.

Detailed drawings and design calculations shall be provided for pressure-containing components and support members within the battery limits, and are to include but not be limited to:

heat exchanger heads, tube sheets, openings and their reinforcement, internal and external attachments, tube insert protection sleeves-for Evaporators only, orifice plate- for Evaporators only, sacrificial plate-for Evaporators only.

* 10.1.1

Detailed drawings and design calculations shall be provided for pressure-containing components and support members within the battery limits, and are to include but not be limited to: heat exchanger shell, main tube bundles, sacrificial anodes (long and short)-for Evaporators only, sacrificial tube bundle-for Evaporators only.

*3. Qualification and Achievement requirements for (the bidder / manufacturer):

(1) Bidder must be the manufacture of the goods and should provide the printed version business license (the signature or sealing by the respective of bidders is needed);

(2) The Manufacturer shall have product at least 2 sets equipment (similar to the proposed equipments) very similar to the proposed one in China and abroad in recent 5 years (2007-2011). A list of reference performance and users for the equipment should be given in the Bid indicating the users names, contact details (for users from China), purchasing date, and equipment models, etc., and supply the written documents to prove that (the copy of sales contracts or demonstration issued by users, and the signature or sealing by the respective of bidders is needed);

(3) The bidders should have a complete quality management system. Bidders should provide ISO9001 system (or other equivalent quality management systems) certificates of the manufacturers. (The copy needs to be signed or sealed by the representative of bidders);

(4) The bidder should have sound banker’s credit reference. Bidders should provide the a bank reference letter issued within 3 (three) months where its basic accounted is opened prior to the date of bid opening in original or its copy, if the bidder is a trader, then a bank certificate for both the trader and the manufacturer are required. If the bidder is from China (except Hong Kong, Macao and Taiwan area), an additional copy of The Opening of Bank Accounts Permits which is issued by The peoples Bank of China Business Management Department. The copy version should be signed or sealed by bidder’s representative;

(5) Provide the quality assurance and after-sales service commitment issued by the manufacturer according to the format and content of the Bidding Documents. (The form shall be found in the following attachment 5);

(6) CCC (China Compulsory Certification) certificate.(if applicable).

4. Interested manufacturers may obtain further information and refer to Bidding Documents from SINOCHEM International Tendering Co., Ltd.

Interested manufacturers may purchase Bidding Documents at the place hereafter from 19th October, 2012 till 8th November, 2012 during the period 08:30~16:30 (Beijing time) upon non-refundable payment of RMB 4000.00 or USD700.00 for each complete set of bidding documents (For mail order, an additional RMB 100.00 or USD 50.00 for each set is requested.) Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
