1.The People’s Republic of China has received a promotion loan from the Government of the Federal Republic of Germany through KfW (KreditanstaltfürWiederaufbau) towards Enshi Prefecture Medical and Elderly Care Demonstration Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.
2. CMC International Tendering Co.,Ltd., acting for and on behalf of the Purchaser, Hubei Jinfengtai Health Technology Development Co., Ltd., now invites sealed bids from the manufacturers or Companies registered and operated from within the People’s Republic of China and all countries which have regular trade relations with the People’s Republic of China to participate in the Bid. Supply of the goods and services financed under Sino-German Financial Cooperation Promotional Loan shall be tendered and contracted as one contract with a successful Supplier. Any local or third countries goods and services shall be included in this tendering whether in this Contract or in Supplies or Sub-contracts, with the successful Supplier being responsible towards the Purchaser. This invitation for bids will be published on www.chinabidding.com and GTAI (www.gtai.de)simultaneously.
The main supplies and works including: Procurement of Medical Information System,Information Management System and Senior care management Intelligent System .

The Bidder shall meet the following requirements:
(3) The Suppliers may participate only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tendering Agent and the Tenderer.
(4) The bidders should have the certificate of Information and Safety Management System (ISO27001, and IT Service Management System (ISO/IEC20000).
(5) The bidder shall provide copy of the basic telecommunications business license and value-added telecommunications business license.
(6) The bidders should have sound financial system and good financial status. In the last 3 years (2017-2019) the bidders should keep sustained profitability.
(7) In order to prove the completion of construction works, the Bidder shall provide certificate of bank deposit or bank credit (AAA) issued by the bank within 3 months before bid opening.
(8) The bidder shall provide the financial audit report examined and approved by Certified Public Accountant (CPA) for the last three years (2017-2019), or such audited financial statements.
(9) The bidder’s bank deposit or the credit balance reaches twice time of the bid price (inclusive) in any day in one month before the bid submission deadline .
(10) The bidders ever undertook 3 information projects including software and hardware in the last three years (2017-2019).the amount of each contract not less than 2.5 million Euros or RMB equivalent.
(11) Joint Venture bidding will not be accepted.
3.All of above mentioned manufacturers and/or companies to participate in the Bid are kindly requested to contact the Procurement Agent to obtain Bidding Documents between 9:00 am – 11:00 am and 2:00 pm – 4:00 pm (Beijing Time) starting from November 20, 2020 till January 5, 2021 (Saturday, Sunday and public holidays excepted) in Beijing at the address given below, upon non-refundable payment of RMB 3,000.00 or Euro450.00 for each set of Bidding Documents. Upon written request of the Bidder, the Bidding Documents can also be delivered by a special courier at an additional payment of RMB 200.00 (destination within P.R. China) or Euro 25.00 (destination abroad).
4. Bids must be delivered to the Procurement Agent at the address at the end of this IFB at or before 9:30 am on January 5, 2021 (Beijing Time). Delivered Bids received after this date and time will not be accepted and will be returned unopened.
5.Bids shall be opened at 9:30 am on January 5, 2021 (Beijing Time) in General Consulting Conference Center, 4th Floor, Shouke Plaza, No.14, XisanhuanSouth Road, Fengtai District, Beijing, P.R.China.
