一、招标条件

1.Tendering Conditions

受中国铁路国际有限公司泰国分公司委托，国铁国际工贸有限公司作为招标代理机构，对中泰铁路一期曼谷-呵叻轨道、四电、机车及培训项目的保险经纪服务进行公开招标。本项目资金来源已落实，已具备招标条件。

Entrusted by theChina Railway International Corporation Thailand Branch, actsas the tendering agency,conducting public tendering forthe insurance broker services for the Trackwork, Electrical and Mechanical (E&M) System, EMU, and Training Contractof China-Thailand Railway (Section 1 Bangkok – Nakhon Ratchasima). The source of the funds for this project has been confirmed and the tender calling conditions have been met.

二、项目概况

2.Project Overview

2.1项目名称：中泰铁路一期曼谷-呵叻轨道、四电、机车及培训项目；

2.1Project name: The Trackwork, Electrical and Mechanical (E&M) System, EMU, and Training Contract of China-Thailand railway (Section 1 Bangkok – Nakhon Ratchasima)；

2.2招标人：中国铁路国际有限公司泰国分公司；

2.2 Tenderee: China Railway International Corporation Thailand Branch；

2.3建设地点：泰国；

2.3 Construction location: Thailand；

2.4项目规模：中泰铁路一期曼谷-呵叻轨道、四电、机车及培训项目合同总额约人民币110亿元。

2.4 Project scale: The total Contract Price is about RMB Eleven Billion Yuan；

三、招标内容

3.TenderingContents

3.1招标范围：中泰铁路一期曼谷-呵叻轨道、四电、机车及培训项目的建筑安装工程一切险和第三者责任险、职业责任险保险经纪服务；

3.1Scope: Select an insurance broker to provide insurance broker services for Construction All Risk & Third Party Liability and Professional Indemnity Insurance for the Trackwork, Electrical and Mechanical (E&M) System, EMU, and Training Contract of China-Thailand railway (Section 1 Bangkok – Nakhon Ratchasima)；

3.2服务内容和服务时间要求见《招标公告附表》。

3.2 For requirements on service items and service time, see《Tendering Announcement Appendix 1》.

四、投标人资格要求

4.TendererQualification Requirements

4.1具有独立法人资格，应持有中国国家工商行政管理部门核发的企业法人营业执照，且年检合格、有效；注册资本金在5000万元（含）人民币以上；

4.1It shall have the independent corporate capacity, hold the Business License for Enterprise Legal Person which is approved and issued by the State Administration for Industry & Commerce of the People"s Republic of China and qualified and validated in the annual inspection, and own a registered capital of more than RMB 50 million (inclusive).

4.2经中国银行保险监督管理委员会批准成立的保险经纪公司，具备中国银行保险监督管理委员会核发的《经营保险经纪业务许可证》；

4.2It shall be an insurance brokerage company established after being approved by the China Banking and Insurance Regulatory Commission and holding the Business License for Engaging in the Insurance brokerage Business approved and issued by the China Banking and Insurance Regulatory Commission;

4.3按照中国银行保险监督管理委员会的规定购买了职业责任保险，职业责任险中每一事故赔偿额在1000万元（含）人民币以上；

4.3It shall have bought the professional liability insurance that gives more than RMB 10 million (inclusive) compensations for each accident as specified by the China Banking and Insurance Regulatory Commission;

4.4投标人近3年具有良好财务状况和偿债能力，年平均营业收入不低于5000万元人民币，年平均资产负债率不高于80%。投标人须提供近3年（2017年、2018年、2019年）经会计师事务所出具的审计报告或财务报表；

4.4 The tenderer shall have good financial status and solvency, the annual average operating income shall not be less than RMB 50 million yuan, and the annual average asset-liability ratio shall not be more than 80%. The tenderer must provide an audit report or financial statement issued by an accounting firm in the past 3 years（2017, 2018, 2019).

4.5近5年内（2015年11月至今）具有至少两项独立承担的铁路工程或类似工程（轨道交通、公路、管线、水利、电力等）保险经纪业绩；

4.5It shall have at least two insurance brokerage performance of railway or similar works (rail transit, road, pipeline, water conservancy, electricity etc.) independently borne by itself in the recent 5 years (i.e. from November 1, 2015 to now);

4.6投标人拟派任的项目经理资格条件

4.6 Qualification of the project manager to be assigned by the tenderer

4.6.1持有中国银行保险监督管理委员会颁发的《保险经纪从业人员资格证书》；

4.6.1 Holding the Qualification Certificate for Insurance Brokerage Practitioners issued by the China Banking and Insurance Regulatory Commission;

4.6.2具有8年或以上保险相关行业从业经验，其中保险经纪从业经历不少于5年；

4.6.2Having more than 8 years (inclusive) of working experience in the insurance-related industry, with at least 5 years of insurance brokerage experience;

4.6.3 至少担任过一项国际工程保险经纪服务项目经理。

4.6.3 Acting as the project manager of at least one international engineering insurance brokerage services.

4.7具有良好的信誉。没有处于被责令停业或投标资格被取消或财产被接管、冻结、破产状态；投标人及其所设分支机构近3年（2017年度、2018年度、2019年度）未被保险监督管理机构处以停业整顿、限制业务范围、责令停止接受新业务、吊销业务许可证、罚款等其他行政处罚；

4.7 It shall have a good reputation, and shall not be ordered to suspend business, or have its tendering qualification cancelled or its property taken over, frozen or lost; the tendering and its branches shall not be subject to penalties such as suspension of business for rectification, limiting the business scope, ordering to stop accepting new business or rescission of business license by the insurance regulatory authority in the recent 3 years (i.e. 2017, 2018 and 2019);

4.8在近3年内（2017年11月至今）未发生过骗取中标和严重违约行为等情况；

4.8 It shall not attempt to win the tender through any fraudulent means or severely break the contract in the recent 3 years (i.e. from November, 2017 to now);

4.9本项目不接受联合体投标。

4.9 A consortium tender won"t be accepted by the project.

五、招标文件的获取

5.Obtaining Tendering Documents

5.1凡有意参加本项目的投标者，请从https://www.bidding-crmsc.com.cn/网站（中铁物总国际招标有限公司电子平台）购买招标文件。招标文件从2020年12月2日00：00起至12月06日23：59公开出售。本招标文件每包售价200元人民币，售后不退。

5.1Anyone who is intended to participate in the tendering, pleasepurchase the tender documents from https://www.bidding-crmsc.com.cn/, (Electronic platform of China Railway Materials Corporation International Tendering Co., Ltd.). Tender documents are for public sale from 00:00, December 2, 2020 to 23:59, December 6, 2020. The price of each package of the tendering documents is RMB 200 yuan, non-refundable after sale.

5.2未购买相应包件招标文件的投标人，递交的投标文件，招标人将不予接收。

5.2For tenderers who have not purchased the corresponding package tendering documents, the submitted tendering documents will not be accepted.

六、投标文件的递交

6.Submission of Tender Documents

6.1递交投标文件时间和地点：投标人代表须将投标文件于2020年12月23日上午8:30-9:30当面递交给招标人或代理机构人员，递交地点为：北京市建设工程发包承包交易中心指定开标室（北京市房山区长阳镇西营路口北稻田南里15号），其他时间递交的投标文件恕不接受。

6.1The submission time and place of the tender documents:tenderer representatives must submit the tendering documents to the tenderee or agency personnel in person from 8:30-9:30 am on December 23, 2020. The place of submission is: Beijing Construction EngineeringContract Trading Center Designated Bid Opening Room (Address: No. A15, Daotiannanli, North of Xiying Intersection, ChangyangTown, FangshanDistrict, Beijing), tendering documents submitted at other times will not be accepted.

6.2投标文件递交截止时间为：2020年12月23日09时30分（北京时间）;

6.2The deadline for submission of tender documents is: 9:30 (Beijing time) on December23, 2020.

6.3未送达或逾期送达指定地点或未按照招标文件要求密封的投标文件，招标人不予受理。

6.3The tendereeshall not accept the tender documents that have not been delivered to the designated place or have not been sealed in accordance with the requirements.

七、开标时间和地点

7.Time and place of tenderopening

7.1本项目定于2020年12月23日9时30分（北京时间）公开开标，开标地点为：北京市建设工程发包承包交易中心指定开标室（北京市房山区长阳镇西营路口北稻田南里15号）。

7.1The project is scheduled to open tenders at 9:30 (Beijing time) on December 23, 2020 at: Beijing Construction EngineeringContract Trading Center Designated Bid Opening Room (Address: No. A15, Daotiannanli, North of Xiying Intersection, ChangyangTown, FangshanDistrict, Beijing).

7.2请投标人代表按时出席开标仪式。

7.2Representatives of tenderers are requested to attend the tenderopening ceremony on time.

本次招标公告同时在北京市建设工程发包承包交易中心网站(www.bcactc.com)、北京市公共资源交易服务平台（https://www.bjggzyfw.gov.cn/）、中国招标投标公共服务平台（http://www.cebpubservice.com/）、中国铁物电子招投标平台（https://www.bidding-crmsc.com.cn/）、国铁采购平台（https://cg.95306.cn）上同时发布。
