Announcement on international competition of urban design and architectural conceptual design for Xiamen Wuyuan Sports Park

厦门路桥建设集团有限公司受两岸区域性金融中心片区指挥部、厦门市自然资源和规划局、湖里区人民政府联合委托，面向全球开展《厦门市五缘体育公园城市设计及建筑概念性方案》国际征集竞赛活动（以下简称“本次竞赛活动”）。现将相关事项公告如下：

Jointly commissioned by Cross-Strait Regional Financial Centre Area Headquarters , Xiamen Natural Resources and Planning Bureau and Huli District Government , Xiamen Road and Bridge Construction Group launches this international competition of urban design and architectural conceptual design for Xiamen Wuyuan Sports Park (Hereinafter referred to as the competition).Maers related are announced as follows :

一、项目概况

I Project Overview

厦门市五缘体育公园项目位于湖里区五缘湾片区（图1），定位为集品牌赛事、休闲健身、文化娱乐、商贸服务、互动体验于一体的利用高效、功能齐全、国际领先的一流体育综合体，拟借鉴国内外优秀设计理念和成功经验，从国际视角高起点设计、高标准建设。

Located in the Wuyuan Bay area of Huli District(see figure 1), Wuyuan Sports Park is positioned to be a first-class sports complex, an international facility of efficiency and functions for renowned sports events and interactive activities of leisure, fitness, culture, entertainment, commerce and trade. The best design concept and the best international practices will be adopted to meet the high requirement of its planning and construction.

二、规划目标

II Objectives

（一）打造国际一流的体育综合体

1．A first-class international sports complex

以满足国际性专业赛事级别的国际网球赛事需求为核心,建设集品牌赛事、休闲健身、文化娱乐、商贸服务、互动体验于一体的利用高效、功能齐全、国际领先的一流体育综合体。

To be a host of international tennis matches, this complex has world-class facilities of efficiency and functions for renowned sports events and interactive activities of leisure, fitness, culture, entertainment, commerce and trade.

（二）建设融入全民健身的城市文体公园

2．A culture and sports park serving the Fitness-for-All program

坚持专业性和群众性、公益性和市场化的有机结合。既要与在建的新体育中心项目功能统筹考虑，布局能够承担国际性专业赛事级别的国际网球中心及多功能体育场馆，整体提升厦门承办国际国内重量级赛事的能力；又要突出市场化和群众性，体育场馆建设应兼顾平常使用与比赛要求，按照一流标准建设市场化运营的城市文体设施，体现供市民使用的开放性。充分利用体育产业的聚集作用，提高土地效益和场馆的辐射能力，打造发展共享的城市文体公园。

Take the newly constructing Sports Center into consideration, its multi-functional layout should meet the requirements of major international tennis matches and other events to boost Xiamen?s capability of hosting big international and domestic sports events, and the requirements of a city park opening to the public. Its first-class facility should realize the maximum land efficiency achieved by market-oriented operation and service provided to the public.

（三）塑造特色鲜明的国际化城市地标

3．A landmark of an international city

五缘体育公园位于五缘湾片区重要地段，地理位置和生态条件优越，结合片区的门户形象特色，在功能实用、合理的基础上，充分利用滨水景观，结合地域特色创新设计，凸显体育场馆在片区的标志性和识别性，构建丰富多样、活力开放的城市公共空间，塑造特色鲜明的城市地标。

Located in the key sector of Wuyuan Bay area, Wuyuan Sports Park enjoys good geography and ecology. It will be an identifiable landmark featuring waterfront view and local characteristic ,and designed to be a brersified and dynamic public space of functions and practicality.

三、征集要求

Ⅲ Requirements

本次竞赛活动分为方案编制和后期深化两个阶段。

The competition has 2 phases : Scheme Development and Detailing .

（一）方案编制阶段

1．Scheme Development

方案编制阶段的工作主要包括五缘体育公园城市设计及根据城市设计方案确定的厦门国际网球中心、湖里区体育馆、湖里区文化活动中心主体建筑概念性方案设计。

Scheme development includes the urban design for Wuyuan Sports Park and the follow-up conceptual design for Xiamen International Tennis Center ,Huli Gymnasium and the main building of Huli Center of Cultural Activity.

（二）后期深化阶段

2．Detailing

负责深化整合的应征机构吸取各方案优点，同时按照市政府、指挥部、专家评审等各方意见深化细化整合为一版具有整体性和独创性的设计方案，移交业主单位指导规划实施。

The detailing should absorb merits of other schemes and integrate opinions from the municipality, the area headquarters and the jury before working out a holistic and original deliverable for the owners to guide planning and execution.

四、设计范围及深度

IV Design Scope and Depth

（一）城市设计范围：北邻虎岭路和五缘湾路，南至仙岳路，东邻金边路，西至钟宅西三路，规划用地面积 60.4 公顷。应征机构应扩大范围分析片区综合交通组织与承载、公共空间景观要素、服务人群行为、周边已有配套设施情况。（图 2）

1．Scope of urban design: The planned plot of 60.4 hectares is in the south of Huling road and Wuyan Bay boulevard and reaching to Xianyue Road to its south,with Jinbian Road next to its east and the 3rd Zhongzhai West road on its west . However, the analysis should be extended beyond this scope in terms of transportation organization and loading capacity, landscaping elements in public spaces, behavior of the public, existing amenity and supporting infrastructure. (see figure 2)

设计深度：按《城市设计管理办法》执行，为重点地区城市设计深度。

Detailing level is the urban design for key areas specified in Management on Urban Design.

（二）建筑概念性方案设计范围：应征机构根据城市设计方案确定的厦门国际网球中心、 湖里区体育馆、湖里区文化活动中心三个主体建筑范围。其中，厦门国际网球中心建筑单体,包括网球顶级赛事主场馆（15000 座）、网球中心球馆（5000 座）、网球比赛球场（ 2000 座、2 片），建筑面积合计约 81000 平方米；湖里区体育馆，包括体育馆（主馆）（8000 座）、体育馆（副馆，兼作国家羽毛球训练基地），建筑面积合计约 49000 平方米；湖里区文化活动中心，包括湖里区文化馆、湖里区青少年宫，建筑面积合计约 13000 平方米。

2．Scope for Architectural Conceptual Design：The scope defined by the urban design includes Xiamen International Tennis Center, Huli Gymnasium and Huli Center of Cultural Activity. Specifically, the single structure of Xiamen International Tennis Center with one main venue of 15000 seats for top tennis matches, a central indoor venue of 5000 seats and 2 tennis courts of 2000 seats each. The total construction area is 81000 square meters; Huli Gymnasium of 49000 square meters with one main venue of 8000 seats (fixed and movable) and an ancillary venue which is also the national badminton training base; Huli Center of Cultural and Sports Activity whose area is 13000 square meters with Huli Culture Center and Huli Youth Palace.

五、应征要求

Ⅴ Application requirement

（一）本次竞赛活动不设资质要求，境内外设计机构均可报名参加，允许联合体报名，联合体成员数量不超过3家。不接受个人及个人组合的报名。联合体各方不得再单独以自己名义，或者与另外的应征机构组成联合体参加本次竞赛活动。本次征集活动采用公开报名的方式，境内外合法注册且有与本项目类似的相关设计经验的机构均可报名参加。

1．This competition, without qualification requirement, opens to domestic and overseas applicants who are legally registered and have similar experiences. Consortium are accepted but each one shall not have more than 3 members. Applications by inbriduals or groups of inbriduals will not be accepted. Members of the consortium can not apply separately on its own or form another consortium with other applicants .

（二）应征机构必须具有经合法注册并在有效期内的营业执照，且必须具有独立企业法人资格。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得同时报名参赛。

2．Applicants must have valid legally registered business licenses and must have independent status of enterprise as a legal person. Legal persons who share the same one legal representative, whether it is a parent company, wholly owned subsidiary or share- controlling company, can not apply at the same time .

（三）考虑到新冠疫情对国际航班等的影响，境外应征机构（在中国境内无分支机构）必须与境内应征机构组成联合体参加本次竞赛活动。

3．Considering the pandemic impact on international flights, overseas applicants without branches inside China must form a consortium with domestic counterparts to participate.

（四）参与本次竞赛活动的主创设计师须有主持过同类型项目经验，且须全过程参与，并参加重要节点的汇报会议（包括视频会议）等工作，如在本次竞赛活动过程中发现主创设计师与报名材料所提交的人员名单不符，主办方有权取消其参加资格。

4．The chief designer must have presided over projects of the similar kind, and he/she has to get involved in the whole process including briefings/video conferences. If he/she is not the same person as in the application form, the organizer is entitled to disqualify him/her.

（五）参与本次竞赛活动的专业技术人员须为该应征机构的在册人员。项目团队需各专业工种配备齐全，包括但不限于城乡规划、建筑、景观、产业等专业的技术人员。为了保证项目团队人员对中国地区背景和相关要求的准确理解，境外应征机构的专业技术人员团队中应至少有一名通晓汉语人士。

5．All team members must be employees of the applicant institution. The professions are but not limited to rural and urban planning, architecture, landscaping and industries. For overseas applicants, at least one of the team members must be Chinese proficient to make sure accurate understanding of the project background and other requirements.

（六）应征机构根据资格预审文件要求提供完整的资格预审申请文件。

6．Applicants should submit a full set of pre-application document upon the requirement.

（七）除上述条款外，当本次竞赛活动主办方提出合理要求时，应征机构应继续补充提供符合相应要求的资格证明文件。

7．Besides the above, applicants should provide other credential proof documents upon requests from the organizer.

（八）具有以下同类项目经验的应征机构优先考虑:

（1）具有城市综合体、体育公园的城市设计综合研究能力与实践经验；

（2）具有丰富的体育场馆特别是网球赛事中心等建筑方案设计经验。

8．Applicants with the following expertise are preferred:

（1）research capability and practical experience in urban design of complexes and sports parks.

（2）design experience in sports venues especially tennis facilities .

六、竞赛方式与费用设置

VI Competition procedure and awards

本次竞赛方式包括报名应征机构遴选，和应征机构入围后方案编制和后期深化阶段。

This competition starts from the selection of applicants followed by the phase where the shortlisted conduct scheme development and detailing .

（一）对报名的应征机构进行资格预审，遴选6家入围应征机构，获得参与方案编制阶段的资格。

(1) 6 applicants will be selected to be qualified for the scheme development.

（二）入围应征机构按照《资格预审文件》及《设计任务书》要求递交最终设计成果后，由评审委员会按程序对6家机构提交的方案设计成果进行评审，确定前3名入围方案上报市政府，经研究确定排名后获得相应设计费用：

(2) The shortlisted will submit their final deliverable based on the Pre-qualification Documents and the Design Brief before the review meeting conducted by the reviewing commiee to select 3 candidates and report to the city government to decide the final ranking. Corresponding fees will be awarded to the finalists.

第一名：奖金人民币200万元；

第二名：奖金人民币160万元；

第三名：奖金人民币120万元；

成果认定有效的其他应征机构：各获得补偿金人民币80万元。

The first place: RMB 2.0 million;

The second place: RMB 1.6 million;

The third place: RMB 1.2 million;

0.8million will be awarded to other applicants with valid submissions.

奖金在本次国际征集结果公示结束（且没有异议）后开始办理支付手续。奖金费用均以人民币支付，应征机构所获奖金产生的任何税金由应征机构自理。

The bonus will be paid after the announcement of the results of this international solicitation （without any objection）。The bonus fee shall be paid in RMB, and any taxes incurred by the design institution shall be borne by the design institution itself.

应征机构应按照要求提供国内合法增值税发票等付款资料，并按照要求配合完成费用结算各项手续。

The design organization shall provide payment information such as domestic legal VAT invoice and cooperate to complete the expenses selement procedures as required.

境外应征机构若无法使用本机构帐户收取人民币的，可授权境内合法独立法人代收款项及开具发票。

If an overseas design institution is unable to use its account to collect RMB, it may authorize the domestic legal independent legal person to collect and issue invoices.

获得第一名的应征机构负责后期深化阶段工作，具体事宜根据后续工作的安排进行协商，后期深化阶段金额为人民币100万元。以上费用均包含税费。

The applicant institution who wins the first place will be responsible for the follow-up scheme detailing; specific maers will be negotiated according to arrangements. The design fee for deepening stage will be RMB 1.0 million with tax included.

七、时间计划

Ⅶ Schedule

（一）应征机构遴选。2021年1月上旬确定入围应征机构和备选应征机构。

1．Candidate selection

Shortlisted applicants and standbys will be determined early January of 2021.

（二）方案编制阶段（约75个日历天）。1月中旬将召开项目发布会并组织入围应征机构进行现场踏勘、答疑等，开展方案编制。

2．75 calendar days for scheme development

Project release will be conducted together with site visit and a meeting for Q and A in mid-January before the scheme development begins.

（三）方案评审。方案最终成果提交后10个日历天内，组织召开方案评审会。

3．Scheme review

Reviewing will be organized within 10 calendar days after the submission of the final deliverables.

注：以上时间以北京时间为准，主办方保留对具体时间节点作适时调整的权利。

Note: The time is Beijing time and is subject to adjustment by the organizer.

八、报名方式

Ⅷ Application

（一）应征机构下载报名表格，填写后发送到 ccbconsulting_xm@qq.com，承办方收到报名表后，将以邮件方式回复资格预审文件等相关文件。报名截止时间为：2020年12月31日16时。

1．Download the application form and send it to ccbconsulting_xm@qq.com.

Upon its receipt, applicants will get the pre-qualification documents through email. The deadline for application is 4pm on December 31 of 2020.

（二）资格预审申请文件需要严格按照相关要求制作，递交资格预审申请文件包括现场递交和快递邮寄两种方式。

2．The duly-compiled pre-qualification document can be delivered on site or by express.

（1）以快递邮寄方式递交时，请预留足够的快递运输时间，并且邮寄过程中发生资料损坏、丢失等情形造成的后果，由应征机构自行承担。

（1） Reserve enough time for the express delivery. Responsibility of any loss or damage caused by the service should be taken by the applicant.

（2）现场递交时，需持法定代表人授权委托书。

（2） Presentation of an authorization leer from the legal person is required for documents delivered on site.

（三）递交资格预审申请文件的时间及地点：报名应征机构需于2021年1月6日12时前将资格预审申请文件的书面文件送达到下述指定地点。资格预审申请文件书面文件递交地址：福建省厦门市思明区鹭江道98号12楼1201室。接收资格预审申请文件时间为工作日09:00-16:00（截止日为12：00），逾期送交或不符合本项目资格预审文件包封规定的资格预审申请文件恕不接受。

3．Time and place of delivery: The documents will be received during office hour from 09:00-16:00, and the delivery should not be later than 12pm of January 6 of 2021 to Room 1201,Floor 12th ,No.98 Lujiang Road ,Siming District of Xiamen, Fujian. Later delivery or documents not duly packaged as per requirement will not be accepted.

（四）资格预审结果通知：在确定入围应征机构名单后5个工作日内，以书面形式通知各应征机构。

4．Result of pre-qualification will be announced in wrien form 5 working days after the determination of the shortlisted applicants.
