3. 招标内容：
本项目为广西防城港核电厂一期（1#、2#机组）、广东阳江核电厂一期（3＃、4＃机组）LOT140U02非能动保护装置采购，共计52种物项。采购内容包括非能动保护装置的材料采购、现场测量、图纸设计、制造、检验、试验、清洁、包装、装卸、运输、文件和服务等。采购物项的质保等级为Q3级。采购物项涉及的主要性能标准如下：
耐火极限：非能动防火装置按技术规格书要求应达到1.5H或1H的耐火极限要求。
抗震等级：在安全停堆地震(SSE)条件下非能动实体防火保护应保持其完整性。
材料特性：所有与安全设备(管道，阀门，通风管等)接触或邻近的非能动实体防火保护材料应满足如下要求：
--卤素含量(C1、Br、F)≤600μg/g；
--硫含量≤2000μg/g。
耐辐照性：电站运行期间，具有耐辐射老化性能,具有40年及以上的长效性。
抗DBA：抗DBA 试验按《防火材料在设计基准事故条件下的评价试验方法》执行。试样不允许有剥离，裂纹，粉化，严重变色，起泡，尺寸变形等外观变化产生。
去污性能：去污百分比不低于85％。沾污敏感性不超过20％。
框架和支撑：用于制造框架和支撑的型钢和钢板的厚度应不小于2mm，所有材料应耐腐。


4、投标人报名条件
（1）投标人必须是依法注册，具有独立法人资格的单位。
（2）具有履行合同所必需的专业技术、资质能力，具备良好的售后服务能力，具备跨地域的供应、集散能力。
（3）银行资信记录良好，财务状况良好，有足够的流动资金承担本次招标货物的供货。
（4）具有良好的商业信誉和业绩，无履行合同不良记录，无不良诉讼记录，无在招标投标活动中受到违规处罚的记录。
（5）近五年同类或类似物项累计供货业绩不少于人民币2000万元。
（6）如投标人为制造厂商，则需满足以下要求：
1）通过ISO质量体系认证，且处于有效期内，并具有完善的质量管理体系；
2）产品或服务范围须覆盖本次拟采购范围。
（7）如投标人为经销商或代理商，则需满足以下要求：
1）注册资本在人民币500万元（或等值外币）及以上；
2）生产厂家需通过ISO质量体系认证，且处于有效期内，并具有完善的质量管理体系，产品或服务范围须覆盖本次拟采购范围；经销商或代理商也应提供有效期内的ISO质量体系认证证书；
3）出具制造厂商授权投标人的经销授权书（经销商）或授权投标人投本标的专项授权委托书（代理商）。
（8）法定代表人为同一个人的两个及两个以上的企业（公司）；母公司、全资子公司及其控股公司；相互间存在直接控股关系或间接控股关系的两个及两个以上的企业（公司）。具备前述情况之一的，只能由其中一家企业（公司）报名申请投标。如出现母公司与子公司同时报名的情况，招标人将选择母公司参加本次采购的投标。
（9）如生产厂商与其经销商或代理商同时报名参与本次招标，招标人将选择生产厂商参加本次采购的投标。
（10）一个制造商对同一品牌同一型号的货物，仅能委托一个代理商参加投标。
（11）本项目不接受联合体投标。
2012年以来在招投标活动中有串通投标不良行为记录或涉嫌串通投标并正在接受主管部门调查的投标申请人将不被接受。

5、投标报名
（1）在公告期内在中广核工程有限公司招标与采购网（http://bidding.cnpec.com.cn）上完成报名工作（需先免费注册为会员）。
（2）报名时提交的资料
1）法定代表人资格证明书及法定代表人授权委托书；被授权人身份证；
2）最新经年审合格的《企业法人营业执照》副本及《组织机构代码证》（复印件盖章，彩扫，原件备查，国外投标方提交相应营业资质证明）；
3）基本银行账户的资信证明，加盖企业公章；
4）由相关部门颁发的生产许可证、处于有效期内的ISO9001:2008质量体系认证证书；
5）制造厂商授权报名人的经销授权书（经销商）或授权报名人投本标的专项授权委托书（代理商）；
6）其它证明资料，加盖企业公章；
7）对于上述投标人提供的证明文件及资料，招标人在认为必要时将要求投标人送审文件的原件。

6、其他说明
该采购项目的资格审查方式采用资格预审方式。

2. Tendering Scope
This bid is to identify suppliers for the LOT140U02 Passive Solid Fire Protection for Guangxi Fang Cheng Gang NPP unit 1 & 2 and Guangdong Yang Jiang NPP unit 3 & 4. There are 52 items in total. The purchase content covers material procurement, field measurements, design, fabrication, inspection, test, cleaning, packaging, loading and unloading, transportation, documentation and service. Q3 quality level for the items is required. The major technical specifications include:
Fire resistance classification: The Passive must comply with the P90 or P60 classification of the technical specifications.
Earthquake resistance: Passive solid fire protections must keep their integrity after SSE (seism of dimensioning).
Materials: All the passive solid fire protection elements，located at the contact or within the immediate vicinity of metal equipment of safety(piping，valves，ventilation ducts, etc．)shall satisfy with the following：
-Content of halogen≤600μg/g;
-Content of sulfur≤2000μg/g.
Ionizing radiations test: The characteristics of materials used will have to be stable under the effect of the ionizing radiations (ageing) at least 40 years.
DBA: Behavior to the DBA following the profile of “Test and appraising method of fire material in Design-Basis Accident”. There is no peel off, crack ,pulverization，severity change color, bubbly, dimension transmutation etc on the samples.
Decontamination test:the percentage of decontamination must not be lower than 85%. Susceptibility to contamination must be lower than 20%.
Frame and supports: The sheets or shaped used to produce the frames and supports have a minimal thickness of 2 mm, All the materials are rot proof.

3. Entering for Tendering
During the period of announcement, the tenders shall complete the procedure of entering for the tending on the Bidding and Procurement (CNPEC) net http://bidding.cgnpc.com.cn (Remark: Enrolled the net freely is the first step)

4. Application conditions for Tenderer
（1）The bidder shall be legally registered and with independent legal entity.
（2）The bidder shall have necessary technical capability and qualifications. The bidder shall offer good after-sale service and be capable of supplying and distributing goods to different locations.
（3）The bidder must have great bank credibility and finance status. The bidder must have adequate circulating capital to ensure the supply of the goods.
（4）The bidder shall have great business reputation without bad records during contract execution, bad lawsuit records or punishment records in the process of bidding.
（5）The sale of similar products or items shall not be less than RMB 20 million in the past 5 years.
（6）If the Bidder is a manufacturer, you need to meet the following requirements：
1) Through the ISO quality system certification and in the effective period, have perfect quality management system;
2) Product or service will cover the range of the purchasing range.
（7）If the bidder is a distributor or an agent, it shall meet the following requirements：
1) The minimum registered capital shall be RMB 5 million or it shall be equivalent in foreign currency.
2) Manufacturers should be through the ISO quality system certification，and in the effective period, with perfect quality management system, product or service will cover the range of the purchasing range. Dealers or agents should also be provided ISO quality system certification within the validity period.
3) A distributor must have the authorized distributorship (license) from a manufacturer and an agent must have the certificate of entrustment for the bid from a manufacturer.
（8）If a legal representative owns two or more companies, only one of the companies is allowed for the bidding. Among a parent company, a wholly-owned subsidiary or a holding company, only one of them shall run for the bidding. Whereas a parent company and a subsidiary both attend, the parent company shall be awarded with the bid. If two or more companies have direct or indirect controlling relationship, only one company shall attend the bidding.
（9） If a manufacturer attends the bidding with its distributor or agent, the manufacturer will be awarded with the bid.
（10）A manufacturer shall authorize only one agent for the same brand of the same model of a product.
（11）Joint-bidding is not accepted for this bid.
Applicants with bid rigging records or bid rigging allegations from 2012 shall not be accepted.
5. Files needed for application
（1）Legal representative qualification certificate, letter of authorization from the representative and ID of the authorized persons.
（2） A copy of the latest renewed business license and a color copy of the Organization Code Certificate with stamp are required. Original documents shall be in place for further reference. Foreign bidders shall provide copies of business license.
（3） Credibility letter for banking account with corporate stamp.
（4） Production license and valid ISO9001:2008 certificate.
（5） A distributor shall submit the distributor license authorized by a manufacturer and an agent shall submit certificate of entrustment for the bid from a manufacturer.
（6） The rest documents(corporate stamp is needed).
The tenderee shall ask for original documents as necessary.

6.Others
Bidding will be conducted through pre-qualification procedure.
