中华人民共和国已从世界银行得到一笔资金用于辽宁中等城市基础设施二期全球环境基金赠款项目，用于咨询服务工作。该项目的目标之一是帮助项目市满足其职责，协助项目实施机构制定可持续的污水管理机制，以规划的、成本有效的、透明的方式，并采用最适合的技术提供污水管理服务并达到既定目标。

该咨询服务（以下简称“服务”）包括：

1) 为各参与项目市准备近期5年和远期20年污水治理总体规划，以确定必要的投资、成本、财务计划和成本回收方法，包括收费水平方面的要求；

2) 为各参与项目市完成优先项目（污水回用、污泥处理等）工程设计咨询；

3) 为盘锦排水公司和盖州排水公司准备商业、机构、财务管理计划；

4) 组织研讨会，推广污水治理最佳实践活动；

5) 盘锦和盖州污水治理运营管理人员培训。

该合同实施期是12个月。

辽宁省城市建设改造项目办公室（LUCRPO）代表辽宁省财政厅[将管理支付]和各业主[将作为此项目实施单位签署合同]现在邀请合格的咨询公司（“咨询顾问”）对提供此服务表明感兴趣。感兴趣的咨询顾问应提交信息以证明其有履行此服务所需要的资质和相关经验。短名单的确认将根据：咨询顾问在过去5年内有完成类似项目的业绩和经验，并提供相关项目的信息。

感兴趣的咨询顾问应关注世行指南：国际复兴开发银行贷款和国际开发协会信贷及赠款资助下的世界银行借款人选择和聘请咨询顾问（2004年5月和2006年10月修订版）1.9段的有关世行政策利益冲突的相关内容。

咨询顾问可与其他公司联合或分包投标，以加强他们的资质。

Assignment Title: Strategic Planning of Urban Wastewater Management for Panjin and Gaizhou City

The People’s Republic of China has received financing from the World Bank toward the cost of the Second Liaoning Medium Cities Infrastructure GEF Grant, and intends to apply part of the proceeds for consulting services. One of the objectives of the Project is to help the project cities meet their legal obligation and assist the Implementing Agencies in developing a sustainable wastewater management system which delivers the service according to agreed targets in a planned, cost effective and transparent way using most appropriate technology.

The consulting services (“the Services”) include:

a) Prepare 5 and 20 Year Master Plans that identifies necessary investments, costs, financing plan, and cost recovery methods, including required tariff levels for the participating cities;

b) Completion of priority projects (reuse of treated effluent, dewatered WWTP sludge handling and disposal, etc.) Engineering design and consulting for the participating cities;

c) Prepare to the commercial, institutional, financial management plan for Panjin Drainage Company and Gaizhou Drainage Company.;

d) Organize workshop(s) to disseminate best practice in wastewater management;

e) Training for operation and management staffs of Panjin and Gaizhou wastewater management.

The implementation period is12 months.

Liaoning Urban Construction & Renewal Project Office (LUCRPO) on behalf of Liaoning Financial Department [who will be in charge of disbursement] and each Client [who will sign the contracts] as the project implementation entities now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: the Consultants should have successful achievements and experiences on similar projects in past 5 years, and provide the information on these concerned projects.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (May 2004 and revised Oct.2006) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
