1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）东海西湖石油天然气作业公司委托，邀请合格投标人就宁波19-6气田群（一期）开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

中华人民共和国关境内提供的货物：中标通知书发出之日起12个月到达浙江省舟山市定海区老塘山一期码头中海油舟山基地。

主要技术要求：

电机驱动离心压缩机安装在HY1-1CEP上甲板，电机采用变频驱动，变频柜安装在变频变压器室。压缩机规格：流量不低于326.5╳10⁴Sm³/d（入口压力1700kPaG 7-31℃出口压力：6000-8000kPaG 140-152.5℃）,且后续可以通过更换机芯和流程改造满足514.3╳10⁴Sm³/d（入口压力4900 kPaG 40℃出口11500kPaG）的工况。

2．资格要求：

1）投标人必须是具有独立法人资格的压缩机制造商。国内投标人应提供有效的营业执照、组织机构代码证、税务登记证或在有效期内的三证合一营业执照，国外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

2）财务要求：投标人需提供近三年（2017-2019）审计机构出具的财务审计报告及经审计财务报表（包括资产负债表、利润表及现金流量表），且2017-2019年三年平均净资产不低于等值6000万元人民币。

3）机组成橇原则上由制造商完成，如果投标人委托第三方成橇，自2015年1月1日至开标日（合同签订日期）成橇方应至少有1台套海上平台或FPSO应用的天然气压缩机（功率≥8MW）成橇业绩，投标人应在投标文件提供成橇方业绩的证明文件。相应业绩证明文件要求详见下述业绩要求①和②。①销售合同复印件（含合同封面和签字页，以及相关的技术附件）和；②用户签字的成功运行证明文件或用户签发的临时接受证书或有第三方船级社签字的调试记录报告。投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。未提交业绩证明文件，或所提供的业绩证明文件无法验证以上内容的，均视为无效业绩。

4）湿气压缩机应是制造商的标准产品。制造商的天然气离心压缩机自2015年1月1日至开标日（合同签订日期）至少有一套产品在海上平台或FPSO成功运行了一年及以上的业绩，并提供相关业绩证明。相应业绩证明文件要求详见下述业绩要求①和②。①销售合同复印件（含合同封面和签字页，以及相关的技术附件）和；②用户签字的成功运行证明文件或用户签发的临时接受证书或有第三方船级社签字的调试记录报告。投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。未提交业绩证明文件，或所提供的业绩证明文件无法验证以上内容的，均视为无效业绩。卖方须向买方提供新的未使用过设备，新试制产品不予接受。

5）投标人为本次投标压缩机配套的电机和变频器应是成熟应用的产品，且电机和变频器自2015年1月1日至开标日（合同签订日期）需分别有两套与所投品牌功率≥8MW离心压缩机配套应用且至少运行一年以上的业绩，并相关提供业绩证明。相应业绩证明文件要求详见下述业绩要求①和②。①销售合同复印件（含合同封面和签字页，以及相关的技术附件）和；②用户签字的成功运行证明文件或用户签发的临时接受证书或有第三方船级社签字的调试记录报告。投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。未提交业绩证明文件，或所提供的业绩证明文件无法验证以上内容的，均视为无效业绩。卖方须向买方提供新的未使用过设备，新试制产品不予接受。

6）本次采办湿气压缩机整体（含附属设备）应适用于海上平台应用，投标人应承诺进行第三方检验，并从COOOSO授权的认证机构之一（ABS、DNV、BV和Lloyd’s）获得机组整体的最终检验证书。

7）制造商应提供ISO9001质量管理体系认证证书或同等认证证书，且证书在有效期内。

3.有兴趣的合格投标人可通过以下方式获取招标文件：从2021年1月21日开始至2021年1月27日止，请登录（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。本招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中领购招标文件，不可参加投标。另外，本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布，投标人还需要在机电产品招标投标电子交易平台（http://www.chinabidding.com/）注册成功并通过平台审核。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2021年2月23日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第七会议室，在此时间后收到的投标文件恕不接受。

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for Ningbo 19-6 OIL& GAS FIELDS (phase I):

Name of Goods: Ningbo 19-6 OIL & GAS FIELDS (phase I) WET GAS COMPRESSOR

Qty: 2 SETS.

Delivery Schedule: For goods offered from outside PRC customs territory: arrived at Ningbo Port, Zhejiang, P.R.China within 12 month from the date of the issuance of the Notification of Award ; For goods offered from within PRC customs territory: arrived at CNOOC (Zhoushan) Energy Logistics Co., Ltd: (Address: No. 1 Lao tang shan Wharf, Dinghai , Zhoushan, Zhejiang Province P.R. China) within 12 months from the issuance of the Notification of Award.

Main technical requirement:

The Electrical Motor Driven Compressor Packages will be installed on the upper deck of the HY1-1CEP platform. All the Electrical Motor Driven Compressors shall be driven by variable frequency motor. The VFD will be installed in the variable frequency drive room. The flowrate of one set compressor shall be no less than 326.5╳104Sm3/d（Suction：1700kPaG 7~31℃，Discharge：6000~8000kPaG 140~152.5℃）, and the selected compressors shall be replaced cartridge bundle assembly and modification at later stage to meet the capacity of 514.3╳104Sm3/d （Suction：4900 kPaG 40℃, Discharge 11500kPaG）.

2. Bidder Qualification requirements:

1) Bidder must be a manufacturer of wet gas compressor with independent legal personality.

Other documentary evidence of the Bidder’s qualifications required in the bidding document:

Domestic bidder shall provide valid business license, Organization Code Certificate and tax registration certificate,or a Business License of Three Certificates in On within the validity period.

Foreign bidder shall provide valid independent legal entity certificate.

2) Bidder shall submit recent three years’(2017-2019) audited financial report issued by auditing agency, including balance sheets, cash flow statement, profitstatement. Average net assets in the three years from 2017 to 2019: not less than RMB ******* or equivalent;

3) The skid assembly of the unit shall be completed by the manufacturer in principle. If the bidder entrusts a third party to form the skid, since January 1, 2015（date of contract）to the date of bid opening, the skid forming party shall have at least one skid performance of natural gas centrifugal compressor（P≥8MW）operated on offshore platform or FPSO. The references shall be testified by proof materials. The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence per following evidence requirements ①&②：①Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and②2A certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical parameter /requirements ，drawings of the configuration type and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report. The performance without certification documents will be treated as invalid performance.

4) The Wet Gas Compressor shall be the regular product of the manufacturer, and since January 1, 2015（date of contract） to the date of bid opening , at least one set of gas centrifugal compressor of the manufacturer has been successfully operated on offshore platform or FPSO for more than one year. The references shall be testified by proof materials. The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence per following evidence requirements ①&②：①Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and② 2A certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical parameter /requirements ，drawings of the configuration type and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report. The performance without certification documents will be treated as invalid performance. Vendor shall provide Purchaser the new, unused prototype and trial-manufacture is unacceptable.

5)?The motor and VFD matching the compressor shall be products that have been matured for application, and since January 1, 2015（date of contract） to the date of bid opening, at least 2 sets of application performance matching the centrifugal?compressor?of?the?same?brand（power≥8MW）, and have been operated for at least one year. The references shall be testified by proof materials. The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence per following evidence requirements ①&②：①Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and②2A certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical parameter /requirements ，drawings of the configuration type and the successful operation time. 6) The gas compressor package （including its accessory equipment） shall be suitable for offshore platform application, and the VENDOR shall promise to arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS at its own cost.

7) The Manufacture should have the ISO9001 quality management system certification or equivalent certificate ,and the certificate is valid.

3.
