货物描述：关断阀/泄放阀阀体为API6A /API6D标准的球阀，执行机构为气动、液压、电动；压力等级范围: 900LB至10000PSI，尺寸：2 至18英寸。

交货期及交货地点：

a) 从中华人民共和国关境内提供的货物：中标通知后38周内分别交货至如下场地 ：宁波19-6的阀门运送至青岛/龙口/湛江；HY1-1CEP和BYT的阀门运送至浙江省舟山市定海老塘山码头一期。

b) 从中华人民共和国关境外提供的货物：中标通知后38周内至上海港。

2.资格标准：

★ 投标的关断阀应在近 10 年（从2011年1月1日起至投标截止日）至少具有两个海上项目（平台或 FPSO）成功应用的业绩，每个项目应用数量不少于 10 台，另外，还需提供两台 10000PSI 4 英寸和两台 18 英寸 900LB 或更高规格海上平台或FPSO成功应用的业绩，上述各项应用业绩稳定运行不少于两年（“运行”期限从调试验收报告签字日期或使用方出具的运行时间证明文件起计）。投标人必须在投标文件中提供上述业绩的阀门制造工厂名称和地址，本次投标的关断阀必须生产于该工厂，投标人应在投标文件中提供本次投标的关断阀在该工厂制造的书面承诺（由工厂负责人签发），并在交货时提供当地商业协会的原产地证书。不接受未经使用的新试制产品。投标文件必须提供但不限于如下支持文件：

合同复印件，包括但不限于供货范围、主要技术参数和双方签字/盖章页；

？ “测试报告复印件和采购方/最终用户签发的运行证明复印件”或“测试报告复印件和第三方（ABS，LIoyd’s, DNV，CCS，BV）出具的检验证书复 印件”。

★?关断阀/泄放阀/电动阀须至少须满足API6D，API6A Type 6BX或ASME B16.34中的技术要求，并应按照API 607或API 6FA进行防火测试。应提供以上相关证书，其中，防火证书必须覆盖本次招标所有阀门的尺寸和压力等级。

3.有兴趣的合格投标人可通过以下方式获取招标文件：从2021年月日开始至2021年月日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。

Description of Goods： Valve body（shutdown,blowdown valve,electric valve） shall be designed according to the API6A/API6D standard,Actuators shall be scotch-yoke 90°turnoperated pneumatic spring return type; valve body rating: ANSI class 900LB toANSI class 10000PSI, valve body size: 2 to 18 inches.

Delivery Schedule:

a) Goodsoffered from within P. R. China: One part(NB19-6): Delivered within 38 weeks after issuance of bidaward notification to Qingdao/Longkou/Zhanjiang Site，Another part(HY1-1CEP/BYT) Delivered within 38 weeks after issuance of bidaward notification to No.1 Lao tang shan Wharf,Dinghai,Zhoushan,Zhejiang Province.

b)Goodsoffered from outside P. R. China: Delivered within 38 weeks after issuance of bid award notification to Port, Shanghai P. R. China.

2.Achievements and Qualification:

★ The shutdown valves shall be successfully used for at least two offshore projects (platform or FPSO) in last ten years(ten years from Jan.1.2011 to the deadline of bidding), the quantity of each project application shall not be less than ten, in addition, the vendor must provide two sets successfully applications of 4” 10000PSI and 18” ANSI 900# or higher standards used in offshore platform or FPSO, all of the above applications runs steadily for no less than two years(starts from the date of signature of commissioning acceptance report or the running 6 time certificate issued by the user). The bidder must provide the name and address of the factory of the above performance in the tender documents, the shutdown valves of this tender must be manufactured in the same factory. Bidder shall provide written commitments that the shutdown valves of this tender will be manufactured in the above factory (signed by the person in charge of the factory),and provide the certificates of origin of local business associations at the time of delivery. Unused prototype control valve shall not be acceptable. The bid documents must provide the supporting documents shall including but not limit to as following: ？ The copy of the contract, which including but not limited to the pages of scope of supply, main technical parameter and signed/sealed by two parties; ？ “The copy of the TEST report and the copy of the operation certificate issued by the purchaser/user”, or “The copy of the TEST report and the copy of the inspection certificate issued by a third party (ABS, LIoyd_EpSingleQuotes_s, DNV, CCS, BV)”.

★?? The SDV/BDV/MOV shall meet the requirements of API6A Type 6BX or API 6D or ASME B16.34 as minimum as per data sheets and shall be fire tested in accordance with API 607 or API 6FA. The above certificates shall be provided. The API 607 or API 6FA certificate must cover the size and pressure class range of all valves for this tender.
