天津市慢行交通对区域经济活力短期影响分析研究（E-5）：通过对项目实施前后效果分析，研究慢行交通与区域经济活力之间关系，构建慢行交通对城市经济活力短期影响模型，识别项目对居民消费水平、商户营业收入、区域房产价值等经济活力的短期影响。研究像天津中心城区这样的老城区如何通过慢行改造，提升城市活力，创造就业机会，促进城市经济发展，促进区域可持续发展。进而为同类项目提供可借鉴的经验和评价方法，为其他城市推广慢行交通建设提供示范。

本项目咨询工作将围绕项目区域内慢行交通改善对经济活力的影响评价展开，首先通过分别建立慢行交通状态和经济活力状态评价模型，来识别慢行交通状态的变化对经济活力状态变化的影响，形成系统的评价体系；其次展开本项目区域内的慢行交通数据和经济活力数据调研，搜集本项目评价所需基础数据；随后将上述调研数据应用于建立的评价模型中，分析本项目慢行交通改善对区域内的经济活力产生的影响，并进行定量化的描述分析；最后将上述评价的方法、内容、形成的结论、相关经验及建议进行宣传推广。

本合同的要求投入66人月的国内专家，包括交通、政策、投融资、社会评价、公众参与专业的专家。

天津市绿色建筑促进发展中心（天津市住房和城乡建设委员会世行贷款管理事务中心）（项目办）现在邀请符合资格的咨询顾问表达提供服务的兴趣。咨询顾问可以对本合同表示兴趣。有兴趣的咨询必须提供适当信息，表明他们有资格提供服务（小册子、类似任务说明、类似条件下的经验、工作人员是否具备适当技能等）。咨询顾问可组成联合体，以满足资格要求。

The Tianjin Housing and Urban and Ural Construction Commission has applied for financing in the amount of US$ 100,000,000 equivalent from the World Bank toward the cost of the Tianjin Urban Transport Improvement Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. Tianjin Green Building Promotion Development Center (World Bank Loan Management Affairs Center of Tianjin Housing and Urban-Rural Construction Commission) as PMO, intends to apply part of the proceeds for consultant services:

Analysis of the Short-term Impact of Tianjin NMT Project on Regional Economic Vitality (E-5): Through the analysis of the effects before and after the project implementation, the relationship between NMT and regional economic vitality will be studied, and the short-term impact model of NMT on urban economic vitality will be constructed to identify the short-term impact of the project on residents' consumption level, business income, regional real estate value, etc. It will be studied that how can old towns such as Tianjin's downtown area be transformed by NMT to enhance urban vitality, create employment opportunities, promote urban economic development, and promote regional sustainable development. In addition, it will provide experience and evaluation methods for similar projects, and provide demonstrations for other cities to promote NMT construction.

The consulting work of this project will focus on the evaluation of the impact of NMT improvement on economic vitality within the project area. Firstly, by establishing the evaluation models of NMT state and economic vitality respectively, the influence of the change of the NMT state on the change of economic vitality state will be identified, and a systematic evaluation method will be formed. Secondly, the investigation of NMT data and economic vitality data in the project area will be carried out to collect the basic data needed for the evaluation of the project. Subsequently, the above survey data will be applied to the established evaluation model to analyze the impact of the NMT improvement of the project on the economic vitality in the project area, and quantitative description analysis will be carried out. Finally, the methods, contents, conclusions, relevant experiences and suggestions of the above evaluations will be promoted.

The total estimated input of this contract is 66 person-months of national experts, including experts in transportation, policy, investment and finance, Social evaluation and Public participation.

The PMO, Tianjin Green Building Promotion Development Center (World Bank Loan Management Affairs Center of Tianjin Housing and Urban-Rural Construction Commission), now invites eligible consultants to indicate their interest in providing the services. Consultant may express interest for this contract. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [May 2004 and revised in Jan 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
