1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油东方石化有限责任公司（以下称为“招标人”）委托，就中海油东方石化有限责任公司全厂有毒可燃气体安全升级改造项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC?International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Dongfang Petrochemical Co., Ltd.(hereinafter referred to?as “Tenderee” ), intends to purchase the Goods and the relevant services required?under GDS Upgrade Project of CNOOC Dongfang Petrochemical Co., Ltd. by International Competitive?Bidding. The Bidders are kindly requested to provide the following Goods and?services with sealed bids.

境外货物: 合同签订后10周（提单发货时间）

For goods outside?the?PRC?customs?territory: 10 weeks after signing the contract (departure date on the Bill of Lading)

交货地点Destination of delivery：

境内货物：东方石化项目现场

For goods within?the?PRC?customs?territory: Project Site in Dongfang Petrochemical

境外货物：CIF中国东方八所港

For goods outside?the?PRC?customs?territory: CIF Basuo Seaport, Dongfang, P. R. China

2.对投标人的资格、业绩以及证书要求：

Requirements for Qualification, Reference and Classification of Bidder:

（1）资格要求

Requirements for Qualification of?Bidder

投标人应为所投货物的制造商(包括制造厂商所在集团公司内负责销售的公司）。如果投标人是制造厂商所在集团公司内负责销售的公司，应提供声明，说明投标人与制造厂商隶属同一集团,负责投标货物的销售工作。不接受代理商或贸易商投标。

The bidder shall be the manufacturer of proposed goods (including the product sales company belong to the manufacturer.If the bidder is a company responsible for sales within the manufacturer’s group, it shall provide a statement stating that the bidder and the manufacturer belong to the same group and are responsible for the sales of the bid goods. The agent or trader bid shall not be accepted.

如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）复印件，并加盖公章（以上证明文件在年审有效期内）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明。

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);

If the bidder is an overseas registered company, it shall provide valid company registration certificate.

（2）业绩要求：

Requirement?for Bidders reference:

投标人必须具有2项在2016年1月1日至2020年6月30日签署的应用于石油石化行业，且I/O点数在1000点及以上的GDS或SIS系统销售业绩；

The?bidder musthave least 2?GDS or SIS sales performances with I/O points at 1000 or above for Petroleum and Petrochemical Industry with contract signature date between January 1st, 2016 andJune 30, 2020 .

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同影印件（含相关技术附件）。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、I/O点数、合同签署时间、货物名称等内容。未提交业绩证明文件，或所提供的业绩证明文件无法验证项目名称、I/O点数、合同签署时间、货物名称等内容的，均视为无效业绩。

The bidder should submit the performance references and furnish?reference List in given form, and provide corresponding documentary?evidence. The?documentary evidence shall?include but not limited to: photocopies of?un-priced?sales contract (including technical appendix). The?evidentiary documents provided by Bidder shall at least demonstrate the contents as follows: project name, I/O points， signature date of contract, goods name, etc. If no documentary evidence?furnished, or documentary?evidence?furnished can not demonstrate project name, I/O points，signature date of contract, goods name, the relevant reference will be deemed unvalid.

（3）证书要求?Requirement?for Bidders certificate

投标人提供的GDS(SIS)系统必须具有TUV认证的，安全级别为SIL3（IEC61508）和AK5/6（TUV）的SIS系统，并提供认证证书。

The GDS(SIS) system to be provided by the bidder must have TUV certified SIS system with SIL3 (IEC61508) and AK5/6 (TUV) safety levels and must be certified.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2021年5月14日开始至2021年5月21日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The?interested Bidders may obtain the bidding document by followingmethod: Please?login at CNOOC Procurement OperationSystem (https://buy.cnooc.com.cn) on the?page ofInvitation for bid for purchasing Bidding Document fromMay 14, 2021 toMay 21 2021. For the first time of login, aregistration (free ofcharge) is needed and only after successful registration, Bidder can purchase?Bidding documents online. The wholepurchasing process must be operated online?and offlinepayment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding Documents which isnon-refundable, Bidder maydownload the Bidding Documents. Bidder fails to?purchaseBidding Documents online is not eligible to bid.

In addition, the bidder need to succeed in the China international biddingnets (http://www.chinabidding.com/) registered and through the platform review.

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2021年6月11日上午9:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The?deadline and place for submission of bid: All bids must be accompanied by a bid?security as specified and must be delivered to 4th floor meeting room, CNOOC?Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R.China at or before?9:00 am (Beijing Time) onJun 11, 2021. Any bid beyond the required time and date shall be?subject for rejection..

5．开标时间：定于2021年6月11日9:00时（北京时间）开标。

Bid-opening place time: Bids?will?be?opened ?at?9:30 a.m (Beijing time) on?Jun 11, 2021.

6．开标地点: 北京市东城区东直门外小街6号海油大厦4楼会议室

This?Invitation for Bids will be published on ChinaInternational Bidding website (http://www.chinabidding.com) ，ChinaProcurement and Tenderingwebsit （http://www.chinabidding.com.cn）and China National Offshore Oil?Corporation Procurement Platform (https://buy.cnooc.com.cn) at thesame time.
