西北（陕西）国际招标有限公司受陕西省西咸新区空港新城管理委员会的委托，就T5航站楼前综合商务区重点地块建筑概念方案设计组织国际竞赛，请有意向的潜在参赛人提出资格预审申请。

Entrusted by the Administrative Committee of Airport New City of Xixian New Area, Shaanxi Province, Northwest (Shaanxi) International Tendering Co., Ltd. invites potential entrants to file qualification review application for the international competition for the conceptual scheme design of buildings on key plots in the comprehensive business district in front of Terminal 5.

1. Project background

为了营造城市商业空间，提升空港整体形象，高起点规划建设“T5航站楼前综合商务区”，通过对T5航站楼前综合商务区的深入研究，制定科学的建筑设计方案，以具有前瞻性和国际视野的创新性设计理念和发展思路，以创造多层次、多样化的公共活动场所，提升、完善空港新城整体城市建设品质和吸引力，将其打造为具有国际影响力的综合商业地标—— 一个立体空间概念的综合商务建筑群。

In order to create the urban commercial space, enhance the overall image of the airport, and plan and construct the “Comprehensive Business District in front of Terminal 5” from a high starting point, an in-depth research must be made on the comprehensive business district in front of Terminal 5 so as to formulate a scientific architectural design plan, which is used to create multi-level and brersified public venues of the innovative design concepts and development ideas with a forward-looking and international perspective, enhance and improve the overall urban construction quality and attractiveness of the Airport New City, and build it into a comprehensive commercial landmark with international influence: A comprehensive business building complex with a three-dimensional space concept.

空港新城是西咸新区五大组团之一，位于西咸新区西北部，新城规划总面积144.18平方公里，其中建设用地42.73平方公里，规划人口达到36万人。2017中国（陕西）自由贸易试验区揭牌，空港新城正式跨入自贸区时代，作为核心区域，承担着打造丝绸之路经济带的国际开放门户、建设临空现代服务业引领区、打造与航空产业相关联的高端制造业聚集区的重任。2018年，空港新城获批国家级临空经济示范区。2019年，空港综合保税区获批。至此，空港新城具有“临空+自贸+保税+跨境+口岸+航权”六大叠加优势。

The Airport New City, which is located in the northwest of Xixian New Area, is one of its five major clusters with a total planned area of 144.18 square kilometers, including 42.73 square kilometers of construction land and a planned population of 360,000. In 2017, China (Shaanxi) Pilot Free Trade Zone was inaugurated, and the Airport New City officially entered the era of free trade zones. As the core area, it undertakes the important tasks of building an international open gateway to the Silk Road Economic Belt, building a leading airport area for modern service industries, and building aviation industry-related high-end manufacturing clusters. In 2018, the Airport New City was approved as a national airport economic demonstration zone. In 2019, the Airport Comprehensive Bonded Zone was approved. So far, the Airport New City has six superimposed advantages of “airport + free trade + bonded + cross- + port + navigation rights”.

空港新城定位为：以临空经济为主导产业的大西安交通物流枢纽和空中门户，同时集商贸物流，国际航空服务业、航空高端制造、文化创意、生态宜居和科研创新为一体的大西安航空服务功能区。规划空间格局为“一核、双心、两环、五区”的空间布局。“一核”是西安咸阳国际机场，“双心”是东西两大门户中心。“两环”是机场服务环和产业发展环，“五区”是临空科技及军民融合片区、航空物流发展片区、生态文旅片区、商贸及创新发展片区、文化会展和都市生活片区。

The positioning of the Airport New City: The Greater Xi’an Transportation and Logistics Hub and the air gateway with airport economy as the leading industry, and the Greater Xi’an Aviation Service Functional Area integrating business logistics, international aviation service industry, aviation high-end manufacturing, cultural creativity, ecological livability, and scientific research and innovation. The planned spatial pattern is designed to be “one core, double centers, two rings and five zones”. “One core” refers to Xi’an Xianyang International Airport, and “double centers” refer to the east gateway center and west gateway center. “Two rings” refer to the airport service ring and industrial development ring, and “five zones” refer to the airport technology and military-civilian integration zone, aviation logistics development zone, ecological cultural tourism zone, business and innovation development zone, cultural exhibition and urban life zone.

其中T5航站楼前综合商务区为“双心”的东门户区，总面积1.37平方公里，围绕T5航站楼，打造商贸、酒店、总部办公、高端服务业。

Among them, the comprehensive business district in front of Terminal 5 belongs to the east gateway of “double centers”, with a total area of 1.37 square kilometers. Commercial, hotels, headquarters offices, and high-end service industries are built around Terminal 5.

以国际眼光、世界标准、融合西安人文、空港特色，合理利用规划地块，重点研究规划地块的城市形象、建筑定位、建筑组合、功能布局、交通组织、品质配套、景观设计等内容，将航站楼前商务区打造成具备商业娱乐、商务办公、总部办公、文化展示为一体的国际级空港会客厅。

To integrate Xi’an’s humanities and airport characteristics with an international vision and world standards, make rational use of the planned plots, and focus on the urban image, architectural positioning, building composition, functional layout, traffic organization, quality support, landscape design, etc. of the planned plots so as to built the business area in front of the terminal into an international airport lounge with commercial entertainment, business offices, headquarters offices, and cultural display.

二、竞赛内容

II. Competition Contents

本此竞赛范围包括T5航站楼前综合商务区6个（A、B、C、D、E、F）重点地块，总用地约22.77公顷（341.6亩），地上建筑控制量约53.1万平方米，其中：A地块位于顺陵一路以东，顺二路以西，孝彭街以南，空港大道以北；B地块位于志千路以东，泽勇路以西，文光路以南，王助街以北；C地块位于志千路以东，曹参路以西，空港大道以南，文光路以北；D地块位于曹参路以东，沣泾大道以西，空港大道以南，文光街以北;E地块位于文光街以南，王助街以北，曹参路以西，泽勇路以东；F地块位于文光街以南，王助街以北，曹参路以东，沣泾大道以西。

This competition includes 6 key plots (A, B, C, D, E and F) in the comprehensive business district in front of Terminal 5. The total land area is about 22.77 hectares (341.6 acres), with the above-ground buildings controlled at about 531,000 square meters, including: Lot A is located to the east of Shunling First Road, the west of Shun’er Road, the south of Xiaopeng Street, and the north of Airport Avenue; Lot B is located to the east of Zhiqian Road, the west of Zeyong Road, the south of Wenguang Road and the north of Wangzhu Street; Lot C is located to the east of Zhiqian Road, the west of Caocan Road, the south of Airport Avenue, and the north of Wenguang Road; Lot D is located to the east of Caocan Road, the west of Fengjing Avenue, the south of Airport Avenue, and the north of Wenguang Street; Lot E is located to the south of Wenguang Street, the north of Wangzhu Street, the west of Caocan Road, and the east of Zeyong Road; and Lot F is located to the south of Wenguang Street, the north of Wangzhu Street, the east of Caocan Road, and the west of Fengjing Avenue.

三、组织方式

III. Organization Mode

1、竞赛活动形式

1. Form of competition activities

（1）本征集公告面向国内外公开发布，采取公开报名形式。从公告发布之日起，接受境内外设计单位的报名。

(1) The present announcement is open to the public both at home and abroad for public registration.From the date of the release of the announcement, the registration of domestic and foreign design organizations shall be accepted.

（2）竞赛组织单位将对提出资格申请的设计单位进行资格预审，包括设计单位的综合业绩、项目负责人资历和业绩、设计团队实力及其他相关情况。最终选出5家入选单位作为邀请单位参加竞赛，并发出正式邀请函及竞赛文件，未入围的单位恕不另行通知。

(2) The organizer will pre-qualify the design organizations that submit the qualification application,including the comprehensive performance, the qualifications of the project leader, the strength of the design team, and other relevant information. Finally, 5 design organizations will be selected to participate in the competition, and formal letter of invitation and collection documents will be issued; Unshortlisted design organizations will not be subject to separate notice.

（3）获得正式邀请的设计单位在收到邀请函后，应在3日内把确认函传真或邮件至代理机构。

(3) Upon receipt of the letter of invitation, the design organization that has received the formal invitation shall fax or e-mail the confirmation letter to the organizer within 3 days and mail the paper confirmation letter to the organizer.

2、竞赛活动的酬金设置

2. Remuneration for competition activities

通过资格审查的参赛单位，入围设计单位提交符合竞赛要求的成果后综合排名第一名奖金200万人民币，综合排名第二名奖金130万人民币，综合排名第三名至第五名奖金各100万人民币。

The participating institutions that pass the qualification review and the shortlisted design institutions shall submit the results that meet the requirements of the competition. A bonus of 2 million yuan will be awarded to the first place winner in the comprehensive ranking and, 1.3 million yuan to the second place winner. The third, fourth and fifth place winners will be awarded 1 million yuan each.

竞赛结束后原则由一等奖获得者负责整合5家竞赛单位内容，对设计方案进行完善深化，竞赛组织单位支付整合费用100万元。

After the competition, the first prize winner shall in principle be responsible for integrating the contents of the 5 participating institutions and improving and deepening the design plan. The competition organizer shall pay 1 million yuan for the integration.

四、参赛人基本要求

IV. Basic Requirements for Entrants

1、参赛人须为具有独立法人资格的合法注册企业或者其他组织。

1. Entrants must be legally registered companies or other organizations with independent legal personality.

2、中华人民共和国关境内或关境外地区潜在参赛人需主持设计过类似项目的建筑方案设计。

2. Potential participants within or outside the customs frontier of the People’s Republic of China need the experience in presiding over the architectural design of similar projects.

3. 中华人民共和国关境内潜在参赛人应具有中华人民共和国建设主管部门颁发的工程设计综合资质甲级或建筑行业设计甲级资质或建筑行业（建筑工程）设计甲级资质或建筑事务所甲级资质。

3. Potential participants within the customs frontier of the People’s Republic of China should have a grade A in comprehensive qualification for engineering design or a grade A qualification for design in construction industry or a grade A qualification for construction industry (construction engineering) design or a grade A qualification for architectural firm issued by the construction authority of the People’s Republic of China.

4、中华人民共和国关境外参赛单位应具备所在地区或国家认可的相应资格条件。

4. Participants outside the customs frontier of the People’s Republic of China should have the corresponding qualifications recognized by their region or country.

5、本次竞赛活动接受联合体报名。

5. The competition will accept application from consortium.

6、信誉要求：参赛人具有良好的社会信誉，没有处于被责令停业、财产被接管、冻结、破产和重组等状态。

3. Reputation requirements: The participating organizations shall have a good social reputation and are not in the state of being ordered to suspend business, property being taken over, frozen, bankrupt and restructured.

五、资格预审方法：有限数量制。

1、报名时间：2021年5月20日至2021年5月29日，每日上午9:00时至12:00时，下午14:00时至17:00时（北京时间）。

VII. Supplementary Provisions

1、本次竞赛活动所涉及的往来函电、文件和设计成果均应使用简体中文，其它任何文字均应附有准确的中文翻译。

1. The correspondence, documents and design results involved in this competition shall be in simplified Chinese. Any other text should be accompanied by an accurate Chinese translation.

2、费用以人民币支付，设计单位所获设计奖金产生的税金以及该设计单位在征集活动过程中的一切费用自理。

2. The fees shall be paid in RMB. The tax arising from the compensation fees given to the design organizations and the expenses that the design organizations spend in the collection process shall be borne by the design organizations themselves.

3、组织单位拥有本次竞赛活动公告的最终解释权。

3. The organizer has the final right to interpret the announcement of this competition.
