货物名称：天然气压缩机撬（旋转式）

数量：1台套

技术参数：天然气压缩机单台处理量为750Sm3/h（GAS）、1.5m3/h（LIQUID）；入口：20kPaG/40℃；出口：350kPaG/63℃。

项目概况：

垦利6-1油田位于渤海湾南部。垦利6-1油田5-1、5-2、6-1区块开发项目包括新建6座无人平台KL6-1WHPB~G，1座中心平台KL6-1CEP和BZ35-2CEPA栈桥连接。KL6-1CEP处理井口平台KL6-1WHPB~G、BZ35-2CEPA以及BZ29-6来液。处理成合格原油后经过新建海底管道由KL6-1 CEP输送至KL3-2 CEPA，最终输送到东营终端。

交货期：国内交货要求2022年2月10日到达山东青岛黄岛建造场地,国外交货要求2022年1月25日CIF青岛港。

2.资格标准：

★天然气压缩机型式为无油双螺杆压缩机或液环压缩机。

★天然气压缩机单台处理量为750Sm3/h（GAS）、1.5m3/h（LIQUID）；入口：20kPaG/40℃；出口：350kPaG/63℃。

★天然气压缩机橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。制造商应委托中国国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, Lloyd，s, DNV,CCS，BV）对天然气压缩机橇（包括机组橇块外附属设备）进行检验并获得检验证书。

★如投标人所投天然气压缩机型式为液环压缩机，则投标人所投标的液环压缩机橇应为液环压缩机橇制造商的成熟产品，买方不接受新试制产品。液环压缩机橇制造商应具有至少2个项目（液环压缩机橇或液环真空泵橇，限2010年1月1日之后签订的合同）在海洋石油平台或FPSO运行2年及以上（从调试验收报告签字日期或临时接受证书或使用方出具的运行时间证明文件起计）的成橇业绩，并提供相应的书面材料。液环压缩机制造商应具有至少2个项目（液环压缩机，限2010年1月1日之后签订的合同，出口压力≥350kPaG，排气量≥750Sm3/h；用于火炬气或燃料气系统）在海洋石油平台或FPSO或陆地石油石化项目上运行2年及以上（从调试验收报告签字日期或临时接受证书或使用方出具的运行时间证明文件起计）的液环压缩机业绩，并提供相应的书面材料。本条款中书面材料指：合同及调试验收报告，或合同及使用方出具的有效证明文件，或合同及临时接受证书；上述文件中如未包含设备所在设施的名称、使用方信息、货物名称、供货数量、主要技术参数等信息，则投标人需提供有效说明文件。为核实投标人业绩，在授予合同前招标人有权要求投标人进一步提供相关证明资料，包括但不限于技术协议或技术澄清纪要、图纸和计算书等技术文件、第三方船级社出具证书、发票、银行进账单/流水单、进出口报关单据等。投标人无法提供相关材料的，将视为无效业绩。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Overview:The KL6-1 oil field is located in the south sea of Bohai Bay.The development project of KL6-1 oil field block 5-1&5-2&6-1 consists of 6 unmanned platform KL6-1 WHPB~WHPG, 1 central platform KL6-1 CEP connected with BZ35-2 CEPA by bridge. KL6-1 CEP treats the well fluids from wellhead platform KL6-1 WHPB ~WHPG, BZ35-2 CEPA and BZ29-6 oil field. Qualified crude oil will transport to KL3-2 CEP via a new subsea pipeline, then finally transport to Dongying terminal.

Delivery Schedule:
From within PRC：February 10, 2022 of Construction Site of Qingdao, Shandong.
From outside PRC：January 25, 2022 of Qingdao Seaport, Shandong.

2. Qualification Requirements:

★The type of Low Pressure Gas Compressor Skids should be Oil free Twin-screw type compressor or Liquid Ring compressor.

★The Capacity is 750Sm3/h(GAS)、1.5m3/h(LIQUID). INLET CONDITIONS：20kPaG/40℃；DISCHARGE CONDITIONS：350kPaG/63℃.

★The Low Pressure Gas Compressor Skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of the Low Pressure Gas Compressor Skid from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd_EpSingleQuotes_s, DNV,CCS，BV.

★If the natural gas compressor type offered by the bidder is liquid ring compressor, the liquid ring compressor skid offered by the bidder shall be the mature product of the liquid ring compressor skid manufacturer, and the buyer will not accept the new trial product. The manufacturer of liquid ring compressor skid shall have at least 2 projects (liquid ring compressor skid or liquid ring vacuum pump skid, limited to January 1, 2010) For the contract signed after the commissioning acceptance date, the skid performance of offshore oil platform or FPSO after 2 years of operation (from the date of signing the commissioning acceptance report or the temporary acceptance certificate or the operation time certificate issued by the user), and the corresponding written materials shall be provided. The manufacturer of liquid ring compressor shall have at least 2 projects (liquid ring compressor, contract signed after January 1, 2010, outlet pressure: ≥ 350kpag, discharge capacity: ≥ 750 Sm3 / h; used for flare gas or fuel gas system) operating on offshore oil platform or FPSO or onshore petroleum and petrochemical project for more than 2 years (from the date of signing commissioning acceptance report or temporary acceptance certificate or operation time certificate issued by the user), and providing corresponding written materials. The written materials in this clause refer to: the contract and commissioning acceptance report, or the effective certificate issued by the contract and the user, or the contract and the temporary acceptance certificate; if the above documents do not contain the name of the facilities where the equipment is located, the user_EpSingleQuotes_s information, the name of the goods, the supply quantity, the main technical parameters and other information, the bidder shall provide effective explanatory documents. In order to verify the performance of the bidder, the bid inviting party has the right to require the bidder to provide further relevant supporting materials before awarding the contract, including but not limited to technical documents such as technical agreement or technical clarification summary, drawings and calculation sheet, certificate issued by the third party classification society, invoice, bank receipt / flow sheet, import and export declaration document, etc. If the bidder fails to provide relevant materials, it will be deemed as invalid performance.?

★If the natural gas compressor type offered by the bidder is oil-free screw compressor, the oil-free screw compressor skid offered by the bidder shall be the mature product of the manufacturer of oil-free screw compressor skid, and the buyer will not accept the new trial product. The manufacturer of oil-free screw compressor skid shall have at least 2 projects (oil-free screw compressor skid, limited to contracts signed after January 1, 2010) that have been operating on offshore oil platform or FPSO for 2 years or more (from the date of signing commissioning acceptance report or temporary acceptance certificate or operation time certificate issued by the user), and provide corresponding written materials. The manufacturer of oil-free screw compressor shall have at least 2 projects (oil-free screw compressor, limited to the contract signed after January 1, 2010, outlet pressure: ≥ 350kpag, discharge capacity: ≥750 Sm3/h; used for flare gas or fuel gas system) operating on offshore oil platform or FPSO for more than 2 years (from the date of signing commissioning acceptance report or temporary acceptance certificate or operation time certificate issued by the user), and providing corresponding written materials.
