西北（陕西）国际招标有限公司受蒲城县文化和旅游局的委托，就王中林科技创新园研学基地项目概念性方案组织国际竞赛，邀请有意向的潜在参赛单位提出资格预审申请。

Entrusted by Pucheng County Cultural and Tourism Bureau, Northwest (Shaanxi) International Tendering Co., Ltd. invites potential entrants to file qualification review application for the international competition for the conceptual scheme design of Wang Zhonglin Science and Technology Innovation Park Research Base Project.

一、项目背景

I. Project Background

出生于陕西省蒲城县的国际顶尖纳米科学家王中林教授，目前任中国科学院外籍院士、欧洲科学院院士等职，曾获2019年爱因斯坦世界科学奖(Albert Einstein World Award of Science)、2018年埃尼奖 (ENI award – The “Nobel prize”for Energy)、2015年汤森路透引文桂冠奖等殊荣。

Professor Wang Zhonglin, a top international nanoscientist born in Pucheng County, Shaanxi Province, is currently a foreign academician of the Chinese Academy of Sciences and an academician of the European Academy of Sciences. He has won the 2019 Albert Einstein World Award of Science and the 2018 ENI award – The “Nobel prize” for Energy, the 2015 Thomson Reuters Citation Laureates and other awards.

依托王中林院士中学母校——蒲城县原高阳高级中学校址，建设“王中林科技创新园研学基地”，是蒲城县“整合利用蒲城籍科技名人影响和资源，建设科技探索创新基地，开展教育、科普、科研、创新、创业活动”的重要举措。

Relying on the site of the former Gaoyang Senior High School in Pucheng County, the alma mater of Academician Wang Zhonglin, the “Wang Zhonglin Science and Technology Innovation Park Research Base” will be built in Pucheng County. It is an important measure of Pucheng County to “integrate and use the influence and resources of science and technology celebrities from Pucheng County, construct a base for scientific and technological exploration and innovation, and carry out activities in education , science popularization, scientific research, innovation, and entrepreneurship”.

近几年，作为渭南市研学实践教育整体发展较快的一个县，蒲城县在接待中小学生研学实践过程中取得了丰硕成果，年接待研学50000余人次。清代考院、蒲城文庙、王鼎纪念馆、林则徐纪念馆，以及即将开放的北京时间博物馆广受关注。“王中林科技创新园研学基地”的建设，将在进一步挖掘本地的新资源、新亮点的基础上，提高蒲城研学的知名度、影响力，创造新的研学吸引物和增长点。本项目同时还将带动蒲城县建设“纳米小镇”、发展纳米科技相关项目与产业，带动蒲城县社会经济全面发展。

In recent years, as a county with a relatively rapid overall development of research and practical education in Weinan City, Pucheng County has achieved fruitful results in receiving primary and middle school students for research and practice, receiving more than 50,000 person-times per year. The Examination Institute of the Qing Dynasty, Pucheng Confucian Temple, Wang Ding Memorial Hall, Lin Zexu Memorial Hall, and the upcoming Beijing Time Museum have received widespread attention. The construction of “Wang Zhonglin Science and Technology Innovation Park Research Base” will increase the popularity and influence of Pucheng’s research and study, and create new research attractions and growth points on the basis of further tapping new local resources and new highlights. This project will also drive Pucheng County to build a “nano town”, develop nanotechnology-related projects and industries, and promote the overall social and economic development of Pucheng County.

二、项目概况

本项目选址位于蒲城高阳镇，对高阳高级中学校址、校舍进行改造利用。该校初建于1958年，被命名为"蒲城县第四中学"；1959年更名为"蒲城县第九中学"，1961年复名"蒲城县高阳中学"。1970年9月，由初级中学升为高级中学，1983年秋，改为高阳职业中学。2016年，蒲城县高阳职中并入县职业教育中心。项目（校园）现占地约70亩，建筑面积3000余平方米。

The project, located in Gaoyang Town, Pucheng County, is to reconstruct and utilize the site and school buildings of Gaoyang Senior Middle School. The school was established in 1958 and was named “Pucheng County No. Four Middle School”; in 1959, it was renamed “Pucheng County No. Nine Middle School” and in 1961 it was renamed “Pucheng County Gaoyang Middle School”. In September 1970, it was upgraded from junior high school to senior high school, and in the autumn of 1983, it was changed to Gaoyang Vocational High School. In 2016, Pucheng County Gaoyang Vocational School was merged into the county’s Vocational Education Center. The project (campus) currently covers an area of about 70 mu, with a construction area of more than 3,000 square meters.

三、竞赛内容及设计定位

1. Contents of the competition

本次竞赛是对“王中林科技创新园研学基地”的概念性方案编制。

This competition is to draw up a conceptual scheme for “Wang Zhonglin Science and Technology Innovation Park Research Base”.

方案需要研究通过对高阳高级中学原校舍进行改造提升，借助王中林院士的优势优质资源，建设在全国、全世界具有影响力的纳米科技探索创新基地，开展“自强不息，立志成才，科技创新，热爱故土，报效祖国，造福人类”等为主题的教育、科普、科研、创新、创业活动。

The scheme is required to study the renovation and upgrading of the original school building of Gaoyang Senior High School and make use of Academician Wang Zhonglin’s superior quality resources to build a nanotechnology exploration and innovation base with influence in China and the world so that activities in education, science popularization, scientific research, innovation and entrepreneurship shall be carried out with the theme of “making unremitting efforts to improve oneself, determined to become talents, making scientific and technological innovation, loving the homeland, serving the motherland and benefiting mankind”.

①建设集科普教育、科技示范、科学实践于一体的研学基地；

②项目将成为现代前沿科技，尤其是纳米科技的博览展示、体验互动的探索中心、创客基地；

② The project will become an exploration center and a maker base for expo and display and interactive experience of modern cutting-edge technology, especially nanotechnology; and

③项目将生动化还原王中林求学经历与科研历程，成为一个激发青少年崇尚科学、热爱科学、立志投身科学的筑梦场。

③ The project will vividly restore Wang Zhonglin’s study experience and scientific research process, and become a dream-building site that inspires young people to uphold science, love science, and be committed to science.

参与竞赛活动的设计单位提交的设计成果必须完整包括竞赛的设计内容。

The design results submitted by the design companies participating in the competition must have a full coverage of the design content of the competition.

2、设计定位

2. Design positioning

建设在全国、全世界具有影响力的纳米科技探索创新基地，集科普宣传、励志筑梦、创新实践等为一体的科创基地；发挥爱国教育、励志教育、文化传承、创新研学，促进科技成果转化的作用。按照“系统规划、因地制宜、分步实施、模块集成”的思路进行实施，同时注重与乡村振兴、县域经济社会高质量发展相结合。

Build a nanotechnology exploration and innovation base with influence in China and the world, a science and technology innovation base that integrates popular science propaganda, inspirational dream building, and innovative practice so as to play the role of carrying out patriotic education, inspirational education, cultural heritage and innovative research, and promote transformation of scientific and technological achievements. It will be implemented in accordance with the thinking of “system planning, measures to local conditions, step-by-step implementation, and modular integration”, and at the same time focus on the integration of rural revitalization and county-level economic and social high-quality development.

四、组织方式及费用支付

IV. Organization Mode and Payment of Fees

1、竞赛活动形式

1. Form of competition activities

（1）本征集公告面向境内外公开发布，从公告发布之日起，接受境内外设计单位提出资格预审申请。

(1) The present announcement is open to the public both at home and abroad. From the date of the release of the announcement, application from domestic and foreign design organizations for qualification review shall be accepted.

（2）组织单位将对提出资格预审申请的设计单位进行资格预审，最终选出7家设计单位作为邀请单位参加竞赛，未入围的设计单位恕不另行通知。

(2) The organizer will pre-qualify the design organizations that submit the qualification application, and finally 7 design organizations will be selected to participate in the competition. Unshortlisted design organizations will not be subject to separate notice.

（3）每家获得正式邀请的设计单位应在规定时间内完成并报送一个方案。任何未被正式邀请的设计单位报送的方案一律不予受理。

(3) Each design company that has been formally invited shall complete and submit a plan within the specified time. Any scheme submitted by a design company that has not been formally invited shall not be accepted.

2、竞赛活动费用支付

2. Payment of fees

（1）酬金设置：方案排名第一的单位设计费（含补偿费）人民币100万元；方案排名第二的单位补偿费人民币20万元；方案排名第三的单位补偿费人民币10万元；方案排名第四的单位补偿费人民币10万元；方案排名第五的单位补偿费人民币10万元。

(1) Remuneration: The design company whose scheme is ranked the first place shall be given a design fee (including compensation fee) of RMB1 million; the design company ranked the second place shall be given RMB200,000 as compensation fee; the design company ranked the third place shall be given RMB100,000 as compensation fee; the design company ranked the fourth place shall be given RMB100,000 as compensation fee; and the design company ranked the fifth place shall be given RMB100,000 as compensation fee;.

（2）获得补偿费用的单位其成果文件知识产权归组织单位所有。

(2) The intellectual property rights of the outcome documents of the companies that accept the compensation fees are owned by the organizer.

五、参赛单位基本要求

V. Basic Requirements for Participating Organizations

1、具备独立法人资格或其他组织；

1. With independent legal personality or other organizations;

2、信誉要求：参赛单位具有良好的社会信誉，没有处于被责令停业、财产被接管、冻结、破产和重组等状态；

2. Reputation requirements: The participating organizations shall have a good social reputation and are not in the state of being ordered to suspend business, property being taken over, frozen, bankrupt and restructured.

3、本次竞赛活动不接受联合体申请。

3. The competition will not accept application from consortium.

1、申请登记时间：2021年7月2日至2021年7月9日，每日上午9：00时至12：00时，下午14：00时至17：00时（北京时间，下同）。

1. Application and registration time: 9:00 to 12:00 and 14:00 to 17:00, July 2-9, 2021 (Beijing time, the same below).

2、文件获取：西北（陕西）国际招标有限公司（西安市南二环西段58号成长大厦1110室，南二环与朱雀路十字西南角）。本次申请接受网络形式，申请单位将缴费凭证、开票信息、联系人及联系电话及申请材料（介绍信及身份证扫描件）发送至********79@qq.com，并及时打电话告知代理公司。代理公司确认收款后，代理公司将邮寄发票及资格预审文件至申请单位。

2. Documents acquisition: Northwest (Shaanxi) International Tendering Co., Ltd. (Southwest corner of the intersection of South Second Ring Road and Zhuque Road, Room 1110, Chengzhang Building, No. 58 West Section of South Second Ring Road, Xi’an). This competition accepts online application. The entrants shall send the payment voucher, billing information, contact person and contact number and application materials (letter of introduction and scanned copy of ID card) to ********79@qq.com, and inform the agent company in time by phone. After confirming the receipt of payment, the agent company shall send the invoice and qualification review documents to the applicants.

VIII. Supplementary Provisions

1、本次竞赛活动所涉及的往来函电、文件和设计成果均应使用简体中文。

1. The correspondence, documents and design results involved in this competition shall be in simplified Chinese.

2、费用以人民币支付，所有费用均为税前金额，设计单位在征集活动过程中产生的一切费用自理。

2. The fees shall be paid in RMB and all fees are pre-tax. All expenses incurred in the collection process shall be borne by the design companies themselves.

3、组织单位拥有本次竞赛活动公告的最终解释权。

3. The organizer has the final right to interpret the announcement of this competition.

4、第一名的单位负责整个方案整合、优化及深化。

4. The first place winner shall be responsible for integrating, improving and deepening the entire scheme.
