为了保障政府采购各方当事人合法权益及采购程序的公开、公平、公正进行，我中心受采购人委托将对天津体育学院专业图书资料项目征求意见函实施政府采购。现将采购人提供的项目需求原文转发（详细技术需求见附件——项目需求书），广泛征求各方意见，诚请相关采购当事人依法提出项目需求书中存在的问题。征求意见时间自2013年10月10日至2013年10月12日16:00（法定节假日除外）。我中心将隐去提出意见单位名称，仅将提出的意见具体内容上网公示并转交采购人，并请采购人依据相关法律法规按照实际情况完善修改技术需求以符合法律要求。本中心将以修改后符合法律法规要求的项目需求实施采购。
采购当事人提出的意见函应符合以下条件：
1、在征求意见有效期内提出，需以加盖公章的书面原件形式送达我中心，同时将意见函电子版发送到我中心邮箱。逾期送达、匿名送达以及其他不符合上述条件的意见函件我中心不予受理。
2、对于项目整体需求不满足三个品牌产品或三家供应商的；需求中个别条款的描述具有倾向性或排斥性提出意见的，采购当事人应明确指出可能涉及的品牌或供应商。
3、意见函件应注明联系人和联系方式。

项目需求书一、项目背景图书是学科建设与发展、科研团队学术提升和研究生培养的基本保障，现代电子信息时代的进步已经取代了很多图书的购置，但实际上国内外专业图书更能够反映某学科领域的集成成果。康复医学与理疗学学科是新兴的医学与体育学交叉学科，涉猎内容也涵盖了这两个领域里广泛的知识和学术研究成就，而且，本学科国内发展相对于发达国家比较滞后。本项目的实施是为了更进一步促进研究生和教师团队伍紧跟国际科技前沿的问题；也是解决近些年学科专业科技图书质量和存量严重滞后的矛盾，以便促进学科科学研究发展和研究生培教育教学质量的提高。二、商务需求序号需求条款是否为实质性条款原因说明（实质性条款需列明原因）1有依法缴纳税收和社会保障资金的良好记录，具有健全的财务会计制度。是图书经营必备2具有《出版物经营许可证》并提供复印件（原件评标时提供备查）是图书经营必备3具有为高校图书馆提供馆配服务能力及经验，具有履行合同所需的设备和专业技术能力，合法的供货渠道以及供货渠道畅通，同全国各出版商有良好的合作关系，企业信誉良好。是图书经营必备4具有定期或者不定期以印刷形式、电子表格形式、CNMARC形式免费提供自编最新书目信息的能力是图书经营必备5参加政府采购活动近三年内，在经营活动中没有重大违法记录。是由于图书需要的批次比较多，需要了解对方的信用问题6提供供应商资格、资质和资信证明文件，包括：营业执照、税务登记证、企业法人代码证书。是图书经营必备7法定代表人身份证明或委托代理人身份证明、授权委托书。是图书经营必备8最近两年的经营业绩。否由于图书需要的批次比较多，需要了解对方的业绩9外文图书期刊及港台图书供应商需提供相应的进出口或经营许可材料。是由于外文书比较多，需要提供10验收及相关费用由投标人负责。图书经营必备11必须按照要求的图书的品种及数量、清单及时供货，若不能按时供货的图书种数或者册数超过订单订购数的15%即可认定该投标人不具备供货条件。图书经营必备12交货期：签订合同之日起三个月内（特殊情况以合同为准）。图书经营必备13交货地点：采购人指定地点。图书经营必备三、技术需求序号采购项名称数量需求条款是否为实质性条款原因说明（实质性条款需列明原因）1Kinesiology : the mechanics and pathomechanics of human movement / Carol A.
