1. 中华人民共和国财政部已从日本国际协力银行（以下简称JBIC）获得一笔无附带条件贷款，以供山西晋城矿井甲烷项目之用，并将贷款（如适用，为贷款一部分）用于支付合同的费用。JBIC无附带条件贷款的拨款将在各个方面受贷款协议条款的制约，包括拨款程序及JBIC无附带条件贷款采购指南的制约。

2．中仪国际招标公司和山西晋城无烟煤矿业集团有限责任公司（业主）邀请感兴趣的投标人以密封标书投标。

3．感兴趣的投标人可以自2007年2月16日至3月26日上午9：00-11：00，下午1：30-4：00（节假日除外）向招标采购代理中仪国际招标公司（通讯地址：中国北京丰台区西三环中路90号通用技术大厦1506室，电话：***-********；传真：***-********）询问有关招标信息。感兴趣的投标人可以向招标采购代理机构中仪国际招标公司购买招标文件（含图纸），第一包每包文件售价为人民币6,000元或美元760元（含增值税），第二包每包文件售价为人民币9,000元或美元1140元（含增值税），第三包每包文件售价为人民币2,000元。如邮购，需另付快递费500元人民币或65元美元，文件售出不退。

4．所有投标人必须随交投标保证金或投标保函，金额为不少于所投标价的3%，并必须在2007年3月27日上午10:00(北京时间)以前递交到中仪国际招标公司。投标书将在投标截止时间后立即当众开标，投标人代表可参加开标会议。

1. The Ministry of Finance of People’s Republic of China has obtained an Untied Loan from Japan Bank for International Cooperation, hereinafter referred to as JBIC, toward the cost of Panzhuang Coal Bed Methane (CBM) Development Project CBM Well Sub-project Of Jincheng Anthracite Mining Group Co., Ltd.
Package No.1: Panzhuang CBM Development Project CBM Well Sub-project Ⅰ- Horizontal Well
Package No.2: Panzhuang CBM Development Project CBM Well Sub-project Ⅱ- Vertical Well
Package No.3: Panzhuang CBM Development Project CBM Well Sub-project Ⅲ- Project Supervision
intends to apply a portion of the proceeds of the loan to payments under the contract for which this Invitation for Bid is issued. Disbursement of the Untied Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the ’Guidelines for Procurement under JBIC Untied Loans’.
2. Instrimpex International Tendering Company (hereinafter “the Employer’s Agent”) and Shanxi Jincheng Anthracite Mining Group Co., Ltd. (hereinafter “the Employer”) intend to invite interested contractors /firms for the above contract under this project.
3. Eligible applicants may obtain the Bidding documents from The Purchasing Agent by calling, writing, faxing between 9:00a.m. to 11:00 a.m. and 2:00p.m. to 4:00p.m. on working days from February 16, 2007 to March 26, 2007 at Room 1506, Genertec Plaza, No. 90 Xisanhuanzhonglu, Fengtai District, 100055 Beijing, China, Tel No.: ****-********,********, Fax No.: ****-********, upon payment of a nonrefundable fee of RMB6,000 or USD760 (VAT Included) for package No.1 and RMB9,000 or USD1140 (VAT Included) for package No.2 and RMB2,000 or USD260 for package No.3. For Mail order, an extra RMB500 or USD60 express mail postage shall be added, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.
4. All bids must be accompanied by a security of not less than three percent (3%) of total bid price, and must be delivered to Instrimpex International Tendering Company, at or before 10:00 a.m. March 27, 2007. Bids will be opened immediately thereafter in the presence of bidders’ representatives who choose to attend.
