1.中化国际招标有限责任公司（招标机构）受青海盐湖镁业有限公司（招标人）委托，以国际竞争性招标方式邀请合格投标人提交密封投标。
2.招标产品的名称、数量及关键技术参数：
30万吨/年乙烯法PVC装置全自动回转式阀口袋包装机
（包括包装机组、包装机出料输送带以及除尘装置，各2套）
1)包装机与输料管道之间采用软连接，将物料输送过程中产生的振动与包装机电子秤隔开，确保秤重精度；
2)每台包装机具有自动回转功能，配有5个（1个不装）装料咀，每个装料咀的能力为： ≥ 170袋/小时(25Kg/袋)；
3)上袋装置：包装袋到达正确位置后，该机构应能够准确地将包装袋空袋的阀口自动打开，引导和插到填充咀上。伺服电机驱动，PLC 控制；其他关键技术参数详见招标文件第八章技术规格书。
3. 投标人资格和业绩要求：
(1)投标人必须是自动包装机组的制造商或制造商唯一授权的贸易商（贸易商须提供授权证明文件，制造商、贸易商双方签字、盖章，详见附件2）；
(2)投标人须提供近五年（2008年至2012年）全自动回转式阀口袋包装机的销售业绩不少于4套，其中至少有2套在中国化工行业成功运行，至少有2套在全球PVC行业成功运行，至少有2套采用塑编阀口袋（自动封阀口）的回转式阀口袋包装机。投标人须在投标文件中提供业绩清单及证明其销售业绩的合同复印件或业主证明。业绩清单包括用户名称、联系方式（中国用户）、购置时间、设备型号交货日期等信息，证明其销售情况的书面材料包括合同、业主证明或中标通知书（复印件须由投标人代表签字或盖章）；
(3)投标人开立基本账户的银行在开标日前三个月内开具的资信证明的原件或该原件的复印件（如为贸易商，须同时提供贸易商与制造商的资信证明）。国内投标人（除港、澳、台地区）还须提供中国人民银行营业管理部出具的银行基本账户开户许可证复印件（复印件须由投标人代表签字或盖章）；
(4)投标人和投标产品制造商均须提供有效的ISO9001质量体系或其他等效体系的认证证书（复印件须由投标人代表签字或盖章）；
(5)按招标文件的格式和内容提供制造商对产品质量保证和售后服务的承诺函（格式详见附件5）；
(6)CCC证明（如适用）。

Bidding Announcement for ICB Procurement of Automatic Packaging Machine of PP Device for integrated project of magnesium metal in Qinghai Salt Lake Magnesium Industry Ltd.

1.Entrusted by Qinghai Salt Lake Magnesium Industry Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders.

2.Name of Products/Equipment, Quantity and key technical specifications:
Automatic Packaging System (incl. Packaging Machine (2 sets), Packaging Machine Discharge Conveying Belt (2 sets) and Dust Collectors (2 sets))
1)Soft connection shall be provided between the packaging machine and conveying pipe to isolate vibration produced during conveying from electronic scale of the packaging machine thus guarantee accuracy of weighing.
2)Each packaging machine shall support automatic gyration, and be equipped with 5 filling nozzles (1 for standby). Each of the nozzles shall be capable of filling 170 bags (25kg/bag) every hour.
3)Bag charging device: After an empty bag is brought to correct position, the mechanism shall accurately and automatically open valve port of the bag, and guide and insert the port to filling nozzle, under driving by servo motor and control by PLC. Other key technical specifications please check the Chapter 8 Technical Specification parts.

3. Qualification and Achievement requirements for (the bidder / manufacturer):
(1)Bidder must be the manufacture or trader of Automatic Packaging System (the trader should provide supporting documents of authorization, which should be sealed and signed by manufacture and both sides of trading, as per Attachment 2).
(2)The sales performance of the bidder for Automatic Rotary Valve Bag Packaging Systems in recent 5 years (2008-2012) shall not be less than 4 sets. At least 2 sets shall have run successfully in the chemical industry in China. At least 2 sets shall have run successfully in the global PVC industry. At least 2 sets of Automatic Rotary Valve Bag Packaging Systems shall have used valve bags of weaving in plastic (Automatic sealing valve port). A list of reference performance and copies of the contracts or users’ certificates which can prove the sales should be given in the Bid. The list of reference performance should indicate the users names, contact details (for users from China), purchasing date, and equipment models, delivery date, etc. Writen documents to prove the sales include contracts, users’ certificates or Notices of Bid Award(the signature or sealing by the respective of bidders is needed in the copies).
(3)The Bidder shall provide a Certificate of Credit Standing from the bank where its basic account opened, issued within three months prior to the date of bid opening in original or its copy (If it is the trader should provide credit certificate of the trader and manufacture). And domestic bidder (besides Hongkong, Macau and Taiwan) is also required to provide the copy of Bank Basic Account Opening Permit issued by the Business Administration Department of the People’s Bank of China (the signature or sealing by the respective of bidders is needed).
(4)Bidder and The manufacture of the product should provide the copy of effective ISO9001 Quality Control Certificate or equivalent quality management certificate (the signature or sealing by the respective of bidders is needed).
(5)Bidder should provide the quality assurance and after-sales service commitment issued by the manufacturer according to the format and content of the Bidding Documents. (The form shall be found in the following attachment 5)
(6)CCC Certificate (if needed).
