项目概况：流花11-1/4-1油田二次开发项目包含新建一座8腿导管架平台和一艘多点系泊的圆筒型FPSO，坐落于南海东部珠江口盆地水深约300米的海域。

1) 锚机设计寿命：30年以上

4) 锚机类型：液压驱动连续旋转的立式链轮锚机，适用于R4S直径160mm无档链

8) 止链器：双向，适用于R4S直径160mm无档链

关境内交货:
1) 焊接工艺试板材料，合同签署后3个月内交货至山东/江苏省船厂
2) 水下链轮支架及假轴，合同签署后7个月内交货至山东/江苏省船厂
3) 水下链轮，合同签署后9个月内交货至山东/江苏省船厂
4) 锚机、立管提升设备、工具及备件，合同签署后11个月内交货至山东/江苏省船厂
关境外交货:
1) 焊接工艺试板材料，合同签署后3个月内交货至烟台/南通/海门/青岛港
2) 水下链轮支架及假轴，合同签署后7个月内交货至烟台/南通/海门/青岛港
3) 水下链轮，合同签署后9个月内交货至烟台/南通/海门/青岛港
4) 锚机、立管提升设备、工具及备件，合同签署后11个月内交货至烟台/南通/海门/青岛港

★2.资格和业绩要求：
(1) 资格要求
A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
B．本次招标不接受代理商投标或联合投标；
C. 投标人提供的必须为经过成熟应用的产品，不接受新研发的产品。
(2) 业绩要求：
投标人须提供过近20年内（合同签订日期：自2000年1月1 日起至投标截止日）用于海上浮式生产设施的永久多点系泊锚机系统（①锚机为最大持续载荷不小于4000kN连续旋转的立式链轮型式；和②止链器和水下七槽旗型链轮配套的锚链最小破断力不小于24281kN）的业绩。
如投标人提供的永久多点系泊锚机系统业绩无法同时满足①锚机为最大持续载荷不小于4000kN连续旋转的立式链轮型式；和②止链器和水下七槽旗型链轮配套的锚链最小破断力不小于24281kN的要求，则投标人须提供至少两个业绩，且业绩须分别满足上述①、②的要求。
投标人须提交相关业绩证明文件,业绩证明文件包括但不限于：1）销售/订单合同复印件（仅需合同首页、签字页及供货范围）；2）设备总布置图及关键参数；3）产品船级社证书；4）交货记录或设备投入运行证明文件；
投标人所提交的业绩证明文件必须至少体现以下内容：项目及用户、货物名称、供货数量、使用环境（应用于海上浮式生产设施）、设备布置图和技术规格，交付或运行时间（锚腿海上回接或设施首油）等要求；

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

1.CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Project overview: Liuhua11-1/4-1 oilfields continued development project will include one 8 legs fixed jacket platform and one new built FPSO, which are located in the Pearl River Mouth Basin, South East. China Sea. The FPSO is cylinder type and multi-point moored that the water depth is about 300m.

Name of Goods: FPSO mooring pulling and riser lifting system

Quantity: 1 sets

Main Technical Data：
1、Pulling skid 12 each, Fairlead 12 each(include HPU and control system)
1) Design life pulling skid: at least 30 years
2) Height of pulling skid: not higher than 4.5M (from elevation of main deck), the height of foundation frame shall be considered.
3) Height of HPU skid: not higher than 3.2M
4) Type of pullling sytem: hydraulic driven continuours rotating vertical chain wheel windlass, designed for the R4S dia.160mm studless chain
5) Equipment design standard: DNVGL-OS-E301 2020
6) Nominal pulling load: not less than 5581kN@1.25M/Min.
7) Stalling load: not less than 1.15 times of nominal pulling load
8) Chain stopper: be capable of locking on every link in two direction, for the top chain(160mm R4S studless chain)
9) Fairleads shall be designed for top chain(160mm R4S studless chain);
10) Fairleads are rotary, seven (7) whelp pockets type, Vertically mounted pivoting underwater fairleads of flag-block type;
11) The fairlead pockets are designed to reduce the stress on the chain links, and suitable for use with an installation LLLC-link or the other transition and installation link.
2、Riser pulling system:
1) Pulling nominal capacity: 490.3kN@2.5M/Min. at top layer.

Delivery Schedule:
From within PRC：
1) Welding testing coupon plate, 3 months to shipyard after signing of the contract
2) Fairlead bracket with dummy shaft,7 months to shipyard after signing of the contract
3) Fairlead,9 months to shipyard after signing of the contract
4) Pulling skid/riser lifting/tools/spare parts, 11 months to shipyard after signing of the contract
From outside PRC:
1) Welding testing coupon plate,3 months to port after signing of the contract
2) Fairlead bracket with dummy shaft,7 months to port after signing of the contract
3) Fairlead,9 months to port after signing of the contract
4) Pulling skid/riser lifting/tools/spare parts, 11 months to /port after signing of the contract

★2. Requirements for Qualification and reference of Bidder:
(1) Requirements for Qualification of Bidder:
A、The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B、Bid by Agent or Joint Consortium is not accepted.
C、The products proposed by bidder shall be reliable product to be proved , prototype equipment shall not be acceptable.
(2) Requirement for Bidder_EpSingleQuotes_s reference:
★The bidder shall has delivered permanent multi-point mooring leg pulling system successfully on offshore floating production facilities in recent 20 years(date of contract:from 1st of Jan, 2000 to bidding data), which is: 1) minimum stalling load of continuous rotation vertical chain wheel windlass is not less than 4000kN; and 2)the chain stopper and underwater fairlead (seven whelp pockets flag chain sheave) shall be designed for the chain that MBL is not less than 24281kN.
If the bidder’s single project reference can not meet with above requirements 1) minimum stalling load of continuous rotation vertical chain wheel windlass is not less than 4000kN and 2) the chain stopper and underwater fairlead (seven whelp pockets flag chain sheave) shall be designed for the chain that MBL is not less than 24281kN. At least two projects reference shall be provided to meet with the requirements 1) and 2) individually.

The Bidder shall provide corresponding documentary evidence, not limit to: 1) copies of sales contract/PO (only front page, signed page,supply scope);2)General layout drawing of windlass and fairlead, key technical parameter;3) product classification certificate; 4) equipment delivery records or in-service documents.
The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content showed as follows: project name, end user’s name, equipment package name, quantity, usage circumstance (offshore floating production facilities), key technical parameters, equipment general layout, delivery or in-service (mooring leg hook up or facility first oil) date.
