1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，渤中19-6凝析气田Ⅰ期开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：

渤中19-6气田I 期开发项目新建3座无人井口平台（BZ19-6 WHPB、BZ19-6 WHPC、BZ19-6 WHPM）和1座中心处理平台（BZ19-6 CEPA），BZ19-6 CEPA设120人生活楼，与已建的BZ19-6 WHPA平台及待建的BZ19-6 BOP平台通过栈桥相连，在BZ19-6 CEPA旁新建1座海上变电站平台（BZ19-6 EPP，归属岸电项目），用于岸电接入，BZ19-6 EPP与BZ19-6 CEPA栈桥连接。

技术规格： 柴油消防泵应该是柴油机驱动的立式长轴泵，排量1600m3/h

柴油消防泵特性曲线应该满足如下要求：在不少于65%的额定扬程时，流量不少于额定流量的150%；关死点扬程不大于额定扬程的140%；额定扬程应在100%额定流量的情况下实现。

柴油机为电控调速机组。

交货期：2022年6月24日（国内）或2022年6月9日（进口）

交货地点：中国山东青岛黄岛建造场地（国内货物）或山东青岛港CIF（进口货物）

2．业绩和资格要求：

1)投标人应在投标文件中提供立式长轴泵、柴油机、现场控制盘、齿轮箱设备的FM或UL证书（需要为同系列设备），以证明制造商在投标时同系列设备已取得FM或UL证书，设备交付时提供所交付设备的FM或UL证书，且设备铭牌需标有FM或UL的认证标志。

2)投标人所投标的柴油消防泵橇应为制造商的无不良业绩的成熟产品，买方不接受新试制产品。消防泵生产和成橇为同一制造商，制造商应具有至少2台套（限2010年1月1日之后签订的合同，柴油消防泵橇，立式长轴泵，排量≥1000m3/h，扬程≥145m）在海洋环境或海岸沿线码头等运行良好2年及以上（从调试验收报告日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备的扬程、排量、所在设施的名称及使用方信息，投标人应提供有效说明文件。为核实投标人业绩，在授予合同前招标人有权要求投标人进一步提供相关证明资料，包括但不限于技术协议或技术澄清纪要、图纸和计算书等技术文件、第三方船级社出具证书、发票、银行进账单/流水单、进出口报关单据等。投标人无法提供相关材料的，将视为无效业绩。

3)柴油消防泵需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，Lloyd’s，DNV，CCS，BV）对柴油消防泵设备整体进行检验并获得检验证书。

4）投标人本次投标的设备/材料应是推荐品牌或相当于推荐品牌同等品质的产品。“相当于推荐品牌同等品质的产品”是指：所投产品应具有至少有2 个项目（时间限定为2010年1 月1 日之后签订的合同）在海洋石油平台或FPSO 的柴油消防泵上成功运行两年及以上的应用业绩，并提供相应的书面材料证明（合同、调试验收报告及使用方出具的有效证明等文件）。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2021年9月18日至2021年9月27日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：****************07037，SWIFTCODE:COMMCNSHBJG），售后不退。未购买招标文件不允许参加投标。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2021年10月19日10:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第八会议室。在此时间后收到的投标文件恕不接受。

Project overview:

Three unattended wellhead platforms (BZ19-6WHPB,BZ19-6WHPC, BZ19-6 WHPM) and one central processing platform (BZ19-6 CEPA) are newly built in BZ19-6 condensate gas field phase Idevelopment project.

BZ19-6 CEPA is equipped with a 120 person living building, which is connected with the built BZ19-6 WHPAplatform and the BZ19-6 BOP platform to be built through trestle, and an offshore substation platform (BZ19-6 EPP, belonging to the onshore power project) is newly built next to BZ19-6 CEPA, For shore power access, BZ19-6 EPP is connected with BZ19-6 CEPA trestle.

2.Qualificationrequirements:

1)The BIDDER shall provide at least FM or UL certificates of the same series of relevantequipment (such as Diesel Engine, Gearbox, Control panel and Vertical line shaft pump) atthe bidding stage to prove that the manufacturer has obtained FM or UL certificates of thesame series of equipment at the time of bidding, and then shall provide the FM or ULCertificate of the contract equipment in delivery; the equipment nameplate shall be markedwith the certification mark of FM or UL.

2)The Diesel Engine Driven Fire Water Pump SKID provided by VENDOR shall be themature products of the manufacturers, The newly trial products would not been accepted.Fire pump production and Assemble into skid for the same manufacturer,The products(Limited to signing the contract after January 1,2010,the Diesel Engine Driven Fire WaterPump skid, Vertical long shaft pump, Capacity≥1000 m3/h and Pump Head≥145m) providedby BIDDER shall have at least 2 set of two years or more of successful performance (fromthe date of commissioning acceptance report or the certificate issued by the user) in themarine environment or wharf along the coast. The BIDDER shall provide the relevantsupporting documents (contract and commissioning acceptance report or contract and theeffective certificate issued by the user). If the pump head, pump capacity, the name of thefacility and the user’s information are not included in the above documents, the bidder shallprovide the valid documentation. In order to verify the performance of BIDDER, theTenderee shall have the right to request the bidder to provide further relevant supportinginformation before the contract is awarded. Including but not limited to, technical documentssuch as technical agreement, technical clarification notes, drawings and calculations etc.,certificate approved by the third party classification society, invoice, bank statements/slip,import and export customs declaration etc. If the BIDDER is unable to provide relevantmaterials, it will be regarded as invalid performance.

3)?The Diesel Engine Driven Fire Water Pump shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Diesel Engine Driven Fire Water Pump from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd’s, DNV,CCS, BV.

4）The mechanical/ electrical/ instrument to be submitted by the bidder in this bid shall beof recommended brand or products of the equal quality as therecommended brand.“products of the equal quality as the recommended brand "means theselected brands shall have at least 2 projects (Limited to signing the contract after January 1,2010) of applicationperformances that have been successfully operated on the DieselEngine Driven Fire Water Pump of offshore oil platform or FPSO for two years or more, andprovide corresponding written material certificates (contract, commissioning acceptancereport and the effective certificate issued by the user).
