中华人民共和国政府已取得法国开发署提供的贷款，用于卧龙湖生物多样性保护与湿地保护项目（以下简称本项目），并拟将利用部分贷款资金用于咨询服务和培训计划单位的项目准备、实施及项目管理的咨询服务工作。咨询服务主要工作内容如下：
第1项：水力系统恢复的技术援助。 a) 建立一个高效的水力控制系统（南北闸门）, 恢复水利设施南北闸门重建勘察测量（包括生态护坡测量）。 b) 进行卧龙湖环湖地形测绘。 c) 建立科学的水质监测。第1项的相关技术和专业知识要求：具有丰富湿地工作经验的测量师 ；水质物理化学分析专家。预计工作天数：2014年：45天/人和10天/人每年，提供水质监测报告至2018年。
第2项：研究和监测。 a) 对国际濒危物种建立标准的科学监测。 b) 编制卧龙湖生物多样性保护总体规划。 c) 国际重要湿地申报。 d) 建立卫星遥感系统（检测水位、芦苇…）。第2项的相关技术和专业知识要求：承包商（们）应当对于中国项目业主和运作方式应当具有充分的了解 ；为了制定一个合适的恢复方案，对于有关湿地的生物多样性和管理问题应当具有充分的了解；在主导咨询会议方面具有丰富的经验，并有良好的教学技能；在湿地物种和雷达监测方面具有丰富的经验；对项目建设方面有足够的了解，以便于取得国际重要湿地的等级划分。预计工作天数：2014年：180天/人；2015年：200天/人；从2016年到2018年，每年每人40-50天，进行UICN物种监测。
第3项：工程实施的能力建设。 a) 在资金和技术上扶持地方旅游相关产业（手工艺品、农家乐和有机农业等）和可持续渔业发展。 b) 建立有效的项目管理机制。c) 提高项目单位的能力建设，并对该项目的实施提供技术援助。 d) 为该项目管理建立数据库和GIS系统。 e) 改善自然保护区的管理和控制设备。 f) 建立一个项目评估体系。第3项的能力和专业知识的要求：承包商（们）应当：对于中国项目业主和他们的运作方式应当具有充分的了解；对于湿地的生物多样性和符合培训计划要求的本地管理问题，具有充分的了解；在主导咨询会议方面具有丰富的经验，并有良好的教学技能；在建立监测指标方面具有丰富的经验；熟悉国际贷款的流程、要求和原则，对贷款项目的财务管理具有丰富的经验；对由国际贷款项目的采购流程有着丰富的经验。预计工作天数：从2014年到2018年：160~200天/人每年。
第4项：环境和社会风险的影响评估和管理。 a) 评估湿地恢复项目、环境和管理的整体影响。 b) 针对鸟岛建设、泻湖体系(表流湿地建设)和木栈道的环境影响评估进行具体研究。第4项的相关技术和专业知识要求：环境影响评估的丰富经验 。预计工作天数：2014年：30~40天/人。

中仪国际招标公司、辽宁工程招标公司受康平县卧龙湖开发区管理委员会的委托，现邀请合格的咨询单位提交《表示感兴趣函》。表示感兴趣的咨询单位必须提供具备完成本项咨询服务任务的资格的相关信息。《表示感兴趣函》包括但不限于以下内容：公司概况，技术人员力量，类似项目任务的工作经验，类似项目条件的工作经验，相关专门技能人员的合理配置等。咨询者可以组成联合体以强化其技术能力。

咨询单位将根据法国开发署咨询服务采购规定的程序进行选择。

业主在收到的《表示感兴趣函》以后，初步选定备选咨询单位，拟定一份最多六人的短名单，并向入选短名单的咨询单位发出《招标文件》。

所有的《表示感兴趣函》必须在2014年1月20日上午9点前提交到以下地址：

The Government of the People’s Republic of China has received a loan from AGENCE FRAN?AISE DE DEVELOPPEMENT (AFD) to finance Wolong Lake biobrersity conservation and wetland protection project (thereafter the Project), and intends to apply part of the proceeds for TA No.1.1 Consulting services and training program for the Project preparation, implementation and management. The services mainly include following tasks:

Lot 1: Technical assistance for hydraulic system restoration
Description:
-Develop an efficient hydraulic control system;
-Carry out a topographic survey around the lake;
-Set up a standardized scientific water quality monitoring.
Expertise requirements for the lot 1:
-Surveyor with strong experience of work on wetland;
-Expert on water physicochemical analysis.
Estimated working days:
-For 2014 about 45 days/man and 10 days/man per year for the water quality monitoring report until 2018.

Lot 2: Studies and monitoring
Description:
-Set up a standardized scientific monitoring of all IUCN red list species;
-Elaborate a Master plan for the Wolong lake;
-Elaborate the Ramsar nomination application;
-Set up a satellite monitoring of the water levels and of the bulrush beds.
Expertise requirements for the lot 2:
-Have strong knowledge of the Chinese project owners and the way they operate;
-Have strong knowledge of biobrersity and the management issue of the wetland in order to define an appropriate rehabilitation program;
-Have solid experience in leading consultation meeting and have good teaching skills;
-Have solid experience with wetland species and radar monitoring;
-A good knowledge of building cases in order to obtain the classification as wetland of international importance would be highly appreciated.
Estimated working days:
-For 2014 about 180 days/man, For 2015 about 200 days/man, and from 2016 to 2018, 40-50 days/man per year for UICN species monitoring

Lot 3: Capacity building for project implementation
Description:
-Support technically and financially the local initiatives (handcrafts, sustainable fishing, B&B);
-Set up a fully empowered management committee in function;
-Improve the capacity building of the project owner and provide a technical assistance for the project implementation ;
-Set up a database and GIS system for the project management;
-Improve the Nature reserve’s management and control equipment;
-Set up a project evaluation system.
Expertise requirements for the Lot 3:
-Have strong knowledge of Chinese project owners and the way they operate;
-Have strong knowledge of biobrersity and the local management issue of the wetland connected to an appropriate training program;
-Have solid experience in leading consultation meeting and have good teaching skills;
-Have strong experience in setting up monitoring indicators;
-Be familiar with international donors’ process, requirements and principles;
-Have solid experience on financial management of loan projects;
-Have solid experience on procurement process of projects financed by international donors.
Estimated working days:
-From 2014 to 2018 about 160 to 200 days/man per year

Lot 4: Assessment and Management of Environmental and Social Risks and Impacts
Description:
-Overall impact of the proposed wetland restoration project and environmental and social management;
-Specific studies regarding environmental impact assessment on the bird islands construction, lagoon system construction, and nature trails.
Expertise requirements for Lot 4:
-Solid experience of environmental impact assessment.
Estimated working days:
-For the year 2014 about 30 to 40 days/man

INSTRIMPEX International Tendering Company and Liaoning Engineering Bidding Company, entrusted by Kangping Management Commission of Wolong Lake (MCW), now invite consultants to indicate their interest in providing the services. Interested consultants must provide information showing that they have the qualifications to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

The Purchaser will prepare a short list of about six candidates to be pre-selected on the basis of the expressions of interest received to whom he will send a Request for Proposals to perform the services.
