2.资格和业绩要求：

(1) 资格要求

a) 制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书;

b) 投标人应为伴生气压缩机的制造商，不接受代理商投标或联合投标。

(2) 业绩要求：

a) 投标人所投标的伴生气压缩机撬应为制造厂家的成熟产品，不接受新试制产品。从2010年1月1日至投标截止日(以合同签署日期为准），至少2台套燃料气压缩机（压缩机型式:双螺杆;出口压力:≥1050kPaG）在海洋环境条件下（钻采平台、浮式生产储卸装置、海上移动装置）运行2年及以上的成功运行业绩；

b) 投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：

1）销售合同复印件（含相关技术附件）和

2）用户签字的成功运行证明文件或用户签发的临时接受证书或有第三方船级社签字的调试记录报告的复印件。

投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2021年10月15日开始至2021年10月25日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。未在本系统领购招标文件，不得参加投标。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2021年11月9日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第一会议室。

5. 开标时间：定于2021年11月9日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

2.Requirements for Qualification and reference of Bidder:

(1) Requirements for Qualification of Bidder:

a)Agent tender or joint tender is not acceptable.

b)The air compressor can run in the site environmental data, and obtain certifying from any one certifying agencies approved by the China Offshore Oil Operation Safety Office (COOOSO), which are ABS, DNV, BV, Lloyd’s and CCS.

(2) Requirement for Bidder_EpSingleQuotes_s reference:

a)Associated Gas Compressor Skid shall be the mature product of BIDDER, the products which is newly trial-manufacture is inacceptable. The purchaser does not accept the OEM product. Since Jan. 1st, 2010 to the bidding deadline（according to the signing date of the contract）, the supplier shall have at least 2 sets of fuel gas compressors (compressor type: twin screw, outlet pressure: ≥ 1050kpag) successful operation performance under marine environmental conditions (DPP，FPSO or MOU) for more than 2 years；

b) The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which including but not limited to：

1. Copies of sales contract (including technical appendix) and

2. A certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society;

c) The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical parameter /requirements and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report.
