天津渤化化工进出口有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2021-10-28在中国国际招标网公告。本次招标采用电子招标方式，现邀请合格投标人参加投标。

项目概况:招标人临港经济区年产50万吨SM装置自2010年投入运行以来已工作11年之久，属于三联换热器的一部分，进料汽化器TT-1201是SM工艺包专有技术许可方的专利设备。经过11年高效运转，目前出现泄漏问题，需要进行采购一台进行更换。
资金到位或资金来源落实情况:自筹资金，资金来源已落实。

3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人是响应招标、已在招标机构处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标机构处领购招标文件的法人均不得参加投标。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区（以下简称“合格来源国/地区”）的法人均可投标。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
鉴于本设备为SM装置专利设备，凡参与投标的单位，在购买招标文件前须与招标人签署保密协议(格式见第六章附表1)、填写第八章附录1“供方数据保证”和第八章附录2“供方供货范围”两个粗表。随后招标人将潜在投标人签署的保密协议、上述表格交技术许可方备案，备案后潜在投标人方可获得包括第八章及其附录在内的招标文件和SM工艺有关的数据书，具体附录有：

Since the Feed Vaporizer is the proprietary equipment of SM plant, any bidder to participate the bidding shall sign a Non-Disclosure Agreement (NDA) (the format is as per the Attachment 1 of Section Six) with the tenderee, fill in Attachment 1 of Section Eight “Vendor Data Commitment” and Attachment 2 of Section Eight “Vendor Scope of Supply” forms. The tenderee shall submit the above documents to Licensor for the registration. Only after registration, the bidding document including the relevant data sheet with confidential information of SM Plant listed in the following attachments of Section Eight, could be provided to the Bidder：

投标人须填写并签署的正本“卖方数据保证表”和“卖方供货范围表”，以及保密协议，需进入投标文件。投标人需声明并理解，本招标文件中，特别是数据表的所有信息是保密的，必须做严格保密处理。
The original signed “Vendor Data Commitment” and the “Vendor Scope of Supply” in the attached forms, and the signed NDA shall be also provided in the bidding document. The bidders shall state and understand that all information contained in this bidding documents, especially the Data Sheet is proprietary and confidential, and must be strictly treated accordingly.
（3）与招标人存在利害关系可能影响招标公正性的法人不得参加投标。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托参与项目前期咨询和招标文件编制的法人不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目包投标。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（6）只有在法律上和财务上独立、合法运作并独立于招标人和招标机构的供货人才能参加投标。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投标人应当于招标文件载明的投标截止时间前在中国国际招标网（网址：http://www.chinabidding.com）成功注册。否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。
Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）投标人必须是专业的设备制造商，不接受代理商投标。
The Bidder shall be professional equipment manufacturer, any agent is not allowed.
（9） 投标人必须具有其投标产品的压力容器设计、制造许可及相应资质证书并持有有效的中华人民共和国质检总局颁发特种工业产品生产许可证（有效期需在交货期后60天）；
The Bidder shall have Pressure Vessel Design, Manufacturing License and relevant qualifications, as well as the valid Manufacturing License of Special Equipment issued by General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China, validity shall be 60 days after the estimated shipment.
（10）投标人必须是专业的设备制造商，2015年1月1日至今在全球范围内Badger工艺40万吨/年及以上能力SM装置的进料汽化器的销售业绩须不少于1台。
The bidder must be a professional equipment manufacturer with at least one sales experience of Feed Vaporizers for Bager process 400KTA SM units since January 1, 2015 in worldwide.
