蒸发及固碱装置
1、?工艺设计要求
（1）?蒸发工艺采用三效逆流降膜蒸发工艺，30万吨/年（折100wt%KOH计）设计1条线；
（2）?浓缩工艺采用予浓缩和终浓缩工艺，30万吨/年（折100wt%KOH计）设计3条线；
（3）?片碱工艺采用片碱机切片和半自动包装的生产工艺，30万吨/年（折100wt%KOH计）设计12台切片机和12台半自动包装机（包装机不包括在本次招标范围内）；
（4）?采用机械真空泵系统；
（5）?采用DCS直接控制；

3. 投标人资格和业绩要求：
（1）?投标人必须是蒸发及固碱装置主体设备的制造商；
（2）?投标人近6年（2008年至2013年）在全球范围内须具备已经投产的钾碱装置业绩或20万吨/年以上烧碱业绩至少1套。投标人须在投标文件中提供符合上述条件的设备的相关业绩清单（包括用户名称、联系方式（中国用户）、购置时间、设备型号、实物照片、交货日期、产量、用途、投用时间等信息），以及中标通知书、合同、最终用户的运行证明及考核验收证书等复印件（复印件须由投标人代表签字或盖章，否则不予认可）；
（3）?境内投标人须提供开立基本账户的银行（境外投标人需提供其主要存款银行）在开标日前三个月内开具的资信证明的原件或该原件的复印件。境内投标人还须提供中国人民银行营业管理部出具的银行基本账户开户许可证复印件（复印件须由投标人代表签字或盖章，否则不予认可）；
（4）?投标人须具备完善的质量控制体系，并须提供ISO9001质量体系或其他等效体系的认证证书（复印件须由投标人代表签字或盖章，否则不予认可）；
（5）?按招标文件的格式和内容提供投标人对产品质量保证和售后服务的承诺函。
4.?招标文件的发售
（1）?发售时间：2014年02月14日至2014年02月28日（上午08:30~11:30时，下午1:30~4:30时（北京时间），休息日和节假日除外）。未在中化国际招标有限责任公司登记购买本招标文件的投标人，不得参与投标。

Bidding Announcement for ICB Procurement of Evaporation and alkali fixation device for integrated project of magnesium metal for Qinghai Salt Lake

1.?Entrusted by Qinghai Salt Lake Magnesium Industry Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders.
2.?Name of Products/Equipment, Quantity and key technical specifications:
Evaporation and alkali fixation device
1、?Technological design requirements
（1）?For evaporation process, triple-effect countercurrent film falling evaporation process will be used, 300000t/year (assuming 100wt% KOH) is recommended, and one line is designed;
（2）?For concentration process, pre-concentration and final concentration shall be used, it is recommended to design three lines, 300000t/year (assuming 100wt% KOH);
（3）?For caustic flakes process, caustic flakes machine slicing and semi-automatic packing process shall be used, 300000t/year (assuming 100wt% KOH), 12 slicing machines and 12 semi-automatic packing machines shall be designed (packing machine is not included in scope of this bid);
（4）?Mechanical vacuum pump system is adopted;
（5）?DCS direct control is adopted;

3. Qualification and Achievement requirements for (the bidder / manufacturer):
(1)?The Bidder must be manufacturer of the main equipment of evaporation and alkali fixation device;
(2)?The Bidder must own following performance within recent six years (2008~2013) in world: potassium alkali device in operation, or at least one set of caustic soda facility with production capacity exceeding 200000ton. The Bidder must provide list of performance related with above equipment in bid documents (including user name, contact method (China user), purchase time, equipment model, photo, delivery date, output, purpose, production time and other information), letter of acceptance, contract, operation certificate of end user, and copies of inspection and acceptance certificates (copies must be signed by representative of the Bidder, or they will not be accepted);
(3)?Domestic Bidder must provide original or copy of credit certificate issued by bank where its basic account is opened (main deposit bank for foreign Bidder) within 3 months before the bid opening day. Domestic Bidder must also provide copy of account opening license for basic account issued by Business Management Department of People’s Bank of China (copies must be signed by representative of the Bidder, or they will not be accepted);
(4)?The Bidder must have perfect quality control system, and must provide certificate of ISO9001 quality system or other equivalent system (copies must be signed by representative of the Bidder, or they will not be accepted);
(5)?Provide commitment letter of the Bidder for product quality assurance and after service according to format and content of tendering document.
4.?Sales of bidding document:
(1)?Sales time: AM 08:30~11:30 and PM 1:30~4:30 (Beijing Time), February, 14th, 2014 to February, 28th, 2014, except holidays and festivals. If the Bidder who does not make registration at SINOCHEM International Tendering Co., Ltd. or purchase this bidding document form, the Bidder will not be allowed to take part in the bid.
